Background and Justification for Consultant / Individual Contractor Contract
The current UNICEF Nepal Country Programme will end on 2017 and the new programme will start on January 2018 to till December 2022. In order to raise funds for the coming country programme, the office has initiated the process by contact with donors and partners. Therefore, the office will be required to develop proposals for programme funding needs in order to achieve programme components.
Given that UNICEF National Committees requirements are different, the office needs to orient its staff to equip them with attractive way of developing concept notes/ proposals which can attract donors.
Purpose of the consultancy:
UNICEF Nepal office has identified the need to strengthen the knowledge and skills of key staff members with the aim of improving the quality of the fund-raising proposals and donor reports produced by the office. Such a capacity building effort will also create better alignment between proposal and reports and will ultimately assist to improve the quality of other compulsory UNICEF reports such as donor reports, Annual Reports. etc.
Goal / Objective – Programme Group Result/Intermediate Result (PCR/IR) relevance
This consultancy is aimed at recruiting an expert in the development and writing of donor proposals and reports to facilitate training to:
• Build the capacity of staff to write high-quality donor proposals, which are in line with UNICEF’s strategic priorities and UNICEF’s latest donor proposal guidelines as summarized in the latest version of the UNICEF donor toolkit. Specific attention should be paid to the creation of results-based frameworks and the use of change language, versus action language.
• Build the capacity of key programme staff to produce high-quality donor reports, which are in line with the proposals that were submitted and which link objectives and planned results with progress and constraints related to each programme.
