Position: Senior Finance & Admin Officer (SFAO)

Duty Station: Field-Based – Bhairahawa Field Office (with frequent field travel)
Contract Type: Fixed-Term (linked to project duration and performance)
Reports to: Program Director / Executive Director (functional reporting to Finance Lead)

The Community Resilience Programme (CRP) – Phase IV (2026–2028) aims to enhance institutional, social, and economic resilience of vulnerable communities through locally led, climate-responsive, and inclusive approaches.
Position Summary
The Senior Finance & Admin Officer (SFAO) will be responsible for ensuring sound financial management, administrative efficiency, donor compliance, and statutory accountability of the Community Resilience Programme at the field level.
This is a senior field-based role, requiring strong hands-on experience in NGO financial systems, coordination with local governments (Palikas), donor-funded project compliance, and support during audits, evaluations, and reporting cycles.
Key Responsibilities
Financial Management & Compliance
- Manage day-to-day financial operations of the project at field level in line with approved budgets, donor agreements, and organizational policies.
- Ensure accurate bookkeeping, voucher processing, advance settlements, bank and cash reconciliations.
- Monitor budget utilization, flag variances, and support financial planning and forecasting.
- Ensure compliance with donor requirements, GoN regulations, taxation (PAN, TDS), and Social Welfare Council (SWC) guidelines.
- Support internal, external, donor, and government audits and evaluations.
Administrative & Procurement Oversight
- Oversee procurement processes in line with organizational and donor procurement policies.
- Maintain proper documentation of contracts, procurement files, assets, and inventory.
- Manage office administration, logistics, and asset management at the field office.
Coordination & Reporting
- Coordinate closely with Program Team, Palikas, partners, and external evaluators on financial and administrative matters.
- Support preparation of donor financial reports, SWC reports, and project closure documents.
- Provide timely financial information to management for decision-making.
Capacity Building & Team Support
- Provide guidance and on-the-job support to program staff on financial documentation, advance settlement, and compliance.
- Strengthen financial discipline and documentation practices at field and community levels.
Required Qualifications & Experience
- Bachelor’s degree in Finance, Accounting, Management, or related field (Master’s degree preferred).
- Minimum 5–7 years of progressive experience in finance and administration within NGOs/INGOs.
- Strong experience managing donor-funded projects (bilateral, multilateral, or faith-based donors).
- Proven experience in SWC reporting, audits, and project financial closure.
- Strong command of Excel and accounting software; Nepali typing skills preferred.
- Demonstrated ability to work independently in field settings under time pressure.

Employment Conditions
- This position is subject to donor approval.
- Contract duration will be aligned with CRP Phase IV (2026–2028) and renewed annually based on performance and funding.
- Salary and benefits will be as per CDM-Nepal’s HR policy and candidate’s experience.
