Job Title: Human Resource Officer
Department: Admin and Human Resource
Reporting To: Executive Director
Location: Balkumari, Lalitpur

Brief Description ( Organization/ Position): Founded in 1991, Women’s Rehabilitation Centre (WOREC) is a national level leading NGO working in Nepal from local to global level with feminist values to support and bridge collective actions for women rights and feminist movement. Together with collaborators from a diverse range of feminist human rights movements and networks, WOREC works to advance the rights of women in diversity.

The Human Resource (HR) Officer is responsible for leading and coordinating the overall human resource management functions of the organization. The position works closely with the Executive Director and management team to ensure effective implementation of HR policies, systems, and procedures. The HR Officer oversees recruitment and selection, employee onboarding, contract administration, performance management, staff development, and employee relations. The position ensures compliance with organizational policies, Nepal Labor Laws, and donor requirements while maintaining accurate HR records and HRIS. The HR Officer supports the development of a positive, inclusive, and high-performing workplace culture through effective communication and staff engagement. The position also contributes to organizational planning, safeguarding, and risk management by promoting accountability, ethical practices, and compliance with organizational values. The HR Officer provides technical HR support to both central and district offices and collaborates across departments to strengthen organizational effectiveness and achieve strategic objectives.

Key Roles and Responsibilities

Human Resource Management

  • Lead the overall human resource management functions of the organization.
  • Identify HR-related issues, develop action plans, and facilitate their implementation.
  • Provide HR guidance and support to Administration, Finance, Program Sections, and District Offices.
  • Maintain updated employee records, personnel files, and HR databases (RIGOHR).
  • Monitor staff attendance, leave records, timesheets, and other HR-related documentation.
  • Maintain updated organizational structure, organogram, and staff contact directory.

2. Recruitment and Selection

  • Lead the recruitment and selection process from workforce planning to onboarding.
  • Prepare and publish vacancy announcements through appropriate platforms.
  • Screen applications and CVs, coordinate shortlisting, and organize written tests and interviews.
  • Conduct reference and background verification of shortlisted candidates.
  • Prepare employment contracts, appointment letters, and orientation schedules.
  • Coordinate induction and onboarding of newly recruited employees.

3. Performance Management and Staff Development

  • Coordinate probationary, periodic, and annual performance appraisal processes.
  • Support supervisors in setting performance objectives and monitoring staff performance.
  • Identify staff capacity-building needs and coordinate training, workshops, and learning opportunities.
  • Maintain training records and evaluate staff development initiatives.

4. HR Policies and Compliance

  • Review, update, and facilitate implementation of HR policies, procedures, and systems.
  • Ensure compliance with Nepal Labor Act, Labor Rules, Social Security Fund (SSF) and other applicable laws and regulations.
  • Monitor changes in labor legislation and recommend policy revisions where necessary.
  • Ensure proper implementation of organizational policies including HR Policy, PSEAH Policy, Code of Conduct, Child Protection
  • Policy, Gender Equality Policy, and Conflict of Interest Policy.

5. Contract and Benefits Administration

  • Administer employee contracts, renewals, confirmations, amendments, and separations.
  • Coordinate employee insurance enrollment and timely premium payments.
  • Facilitate employee benefits administration, including SSF, leave, and other organizational benefits.
  • Prepare HR-related reports and documentation as required.

6. Organizational Administration Support

  • Facilitate Board Meetings, Annual General Meetings (AGM), management meetings, and staff meetings as assigned.
  • Coordinate scheduling of meetings, trainings, workshops, and organizational events.
  • Ensure timely renewal of organizational registrations, licenses, and statutory requirements.
  • Renew board memberships and maintain related records where applicable.

7. Organizational Development and Coordination

  • Promote collaboration among departments and projects to strengthen integrated organizational approaches.
  • Support implementation of organizational operational plans from the HR perspective.
  • Foster a positive, inclusive, and professional working environment.
  • Contribute to organizational initiatives that strengthen staff engagement and well-being.

8. Compliance, Accountability and Safeguarding

  • Ensure all HR functions comply with organizational policies, donor requirements, and applicable legal frameworks.
  • Promote accountability, transparency, confidentiality, and ethical practices in all HR processes.
  • Maintain confidentiality of employee information and organizational records.
  • Support implementation of safeguarding mechanisms and reporting procedures related to PSEAH, Child Protection, and workplace misconduct.
  • Perform any other duties assigned by the Executive Director or supervisor in accordance with organizational priorities or as per Organizational need.

Required Qualifications

  • Bachelor’s degree in Human Resource Management, Business Administration, Public Administration, Management, or a related discipline. A Master’s degree will be an added advantage.
  • Minimum 2 years of progressively responsible experience in Human Resource Management, preferably within the NGO/INGO sector.
  • Sound knowledge of Nepal Labor Act, Labor Rules, Social Security Fund (SSF), and other employment-related legislation.
  • Demonstrated experience in recruitment, performance management, employee relations, policy implementation, and HR administration.
  • Experience using HR Systems (HRS), preferably RIGOHR or similar HR software.
  • Excellent communication, coordination, report writing, and interpersonal skills.
  • Strong organizational, analytical, and problem-solving skills.
  • Ability to maintain confidentiality and handle sensitive HR matters with professionalism.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook).
