Kapilvastu Integrated Development Services (KIDS), a non-governmental and non-profitable organization working in the field of Health, Nutrition, Climate change, Livelihood and WASH since 2005 in Lumbini Province of Nepal. KIDS is implementing SRHR program in Kapilvastu, Rupandehi, Arghakhanchi, Pyuthan, Rolpa and Rukum (East) districts supported by UNFPA under Lumbini Province. Position: Technical Coordinator (MPDSR and EmONC)
Duty Station: Ministry of Health/Directorate Lumbini Province

Qualifications and Experience

Advanced degree in Medicine or Nursing. An additional degree in Public Health will be an added advantage.
At least five years of progressively responsible experience in maternal and newborn health, reproductive health, health systems strengthening, or public health programs.
Demonstrated experience in implementing MPDSR, EmONC, Post Pregnancy family planning, quality improvement initiatives, and health information systems. Candidates with ToTs and experience in these areas will have a distinct advantage.
Sound understanding of Nepal’s health system, maternal and newborn health policies, and quality improvement approaches.
Experience working with government institutions, development partners, and health facilities.
Strong analytical, coordination, facilitation, report writing, and stakeholder engagement skills.
Proficiency in Microsoft Office applications and health management information systems.
Excellent communication skills in English and Nepali.
Willingness to undertake frequent field travel (approximately 40%) within Lumbini Province.

Key Responsibilities

Provide technical leadership for the implementation and strengthening of Maternal and Perinatal Death Surveillance and Response (MPDSR), Emergency Obstetric and Newborn Care (EmONC), and other maternal and newborn health (MNH) interventions in Lumbini Province in line with national policies, guidelines, and standards.
Mentor and provide technical support to priority hospitals to strengthen MPDSR implementation, quality improvement initiatives, strengthening of post-pregnancy family planning, and implementation of response plans following maternal and perinatal death reviews.
Support the implementation, monitoring, and follow-up of recommendations from EmONC prioritization and facility improvement plans.
Monitor the functionality of EmONC referral networks and the EmONC online dashboard, and support health facilities to improve service readiness, referral systems, reporting, and data quality.
Support the Family Welfare Division (FWD) and the Provincial Ministry of Health to strengthen the quality of MPDSR and EmONC data by ensuring the timeliness, completeness, accuracy, and utilization of information reported through the web-based MPDSR system and EmONC dashboard.
Analyze and share monthly updates on MPDSR implementation, response plan status, EmONC functionality, and key programme findings with the Family Welfare Division, Provincial Ministry of Health, and UNFPA to support evidence-based decision-making.
Provide technical backstopping to Ministry of Health, Provincial Health Training Centre, Health Directorate in implementation of evidence-based maternal and newborn health interventions such as post pregnancy family planning, postpartum hemorrhage management, the Labour Care Guide, the WHO Safe Surgery Checklist, and other RH issues.
Support to strengthen the clinical training sites, service providers clinical and programmatic updates including piloting and scale-up of innovative referral mechanisms, digital monitoring tools, and social and behavior change interventions to improve institutional delivery and access to quality maternal and newborn health services.
Provide technical support during the technical meetings such as Reproductive Health Coordination Committee (RHCC) meetings, Technical Working Group (TWG) meetings, Programme reviews, workshops, and other coordination forums, and ensure timely follow-up of agreed action points.
Liaise with the Ministry of Health, Family Welfare Division, Provincial Health Directorate, local governments, professional associations, and development partners to strengthen coordination and implementation of maternal and newborn health programmes.
Prepare high-quality technical briefs, progress reports, and documentation of Programme achievements, lessons learned, and best practices, including improvements in maternal and newborn care resulting from MPDSR and EmONC interventions.
Undertake regular field monitoring and supportive supervision visits to supported districts and health facilities, and perform other duties assigned by KIDS and UNFPA to ensure effective Programme implementation.

Position: Program Coordinator (Mental Health)
Location: Rolpa District

Qualifications and experiences:

At least Bachelor’s degree in Nursing / Public health or related field.
At least three years of professional experience in mental health, Sexual and Reproductive Health and Rights (SRHR), public health programming, or health system strengthening.
Proven experience in planning, implementing, and coordinating MHPSS or SRHR programs, including integrating mental health services into primary health care and community-based service delivery.
Sound knowledge of Nepal’s health system, the National Mental Health Strategy and Action Plan, SRHR policies and guidelines and quality improvement approaches for integrated service delivery.
Experience working with provincial and local governments and development partners.
Strong skills in data analysis, report writing, facilitation, and stakeholder coordination.

Major Responsibilities and Duties

1. Technical Leadership and Program Implementation

Provide technical guidance for the implementation and strengthening of mental health and psychosocial support (MHPSS) interventions and SRHR interventions in line with national policies, strategies, guidelines, and protocols.
Play lead role to implement the provincial mental health strategy in the districts and local level.
Support the Health Offices, and local governments in developing annual and periodic work plans integrating mental health and SRHR interventions into routine health service delivery.
Analyze the local health policies and plan from MHPSS perspectives and update where required in consultation with concerned authorities.
Coordinate the planning, implementation, and monitoring of MHPSS and SRHR program activities to ensure the delivery of quality, accessible, and integrated services at community and health facility levels.
Facilitate the integration of MHPSS and SRHR priorities into provincial and local health plans, annual work plans, and budgets, advocating for sustainable resource allocation.
Provide technical assistance, mentoring, and supportive supervision to health facilities to strengthen the quality of integrated MHPSS and SRHR services.

2. Monitoring, Evaluation, and Reporting

Coordinate and support the implementation of the Mental Health Support Program baseline assessment, including planning and supervising data collection, ensuring data quality, contributing to data analysis and interpretation, and supporting the preparation of technical reports and dissemination of findings.
Monitor the implementation and quality of work plan activities across the district per the requirements.
Prepare periodic technical reports, case studies, presentations, and success stories.
Support documentation of best practices and lessons learned.
Ensure timely submission of reports to KIDS, UNFPA, and relevant government authorities.

3. Coordination and Partnership

Maintain close coordination with the Health Offices, hospitals, local levels and development partners.
Update the mental health organizations and their profile in the province
Represent the organization in technical working groups, review meetings, and coordination forums related to SRHR, MHPSS and maternal health.
Facilitate collaboration among stakeholders to improve mental heath referral systems and quality of maternal and newborn care services.
Support advocacy initiatives to prioritize mental health including SRHR interventions and resource allocation.
