Child Safeguarding Level 3 – the responsibilities of the post holder may require having a regular contact with or access to children or young people because the position holder works in the implementation of the country programme and are visiting programme frequently.

The Field Operations Lead will serve as the primary focal point in the field, overseeing day-to-day response implementation, representing the response team at local coordination forums, managing communications and stakeholder engagement, and ensuring timely reporting and visibility of response activities. The position will oversee operational planning, team management, coordination with government and humanitarian actors, response monitoring, and contribute in the development of situation reports and donor updates.

The role ensures that field operations are implemented effectively, safely, and in accordance with humanitarian principles, SCI policies, and donor requirements.

Budget Responsibility:

KEY AREAS OF ACCOUNTABILITY:

  • Lead day-to-day implementation of flood response activities in operational areas and coordinate operational planning and field deployment of response teams.
  • Finalize the Detailed Implementation Plan, QBs, target and project related documents and ensure timely and efficient delivery of humanitarian assistance to affected communities.
  • Establish and maintain constructive working relationships with government agencies, humanitarian coordination mechanisms, local leaders, and other key stakeholders to facilitate timely and effective response actions.
  • Influence and facilitate decision-making processes with government counterparts and stakeholders to remove operational bottlenecks and enable effective humanitarian access and service delivery.
  • Ensure timely sharing of operational updates, assessment findings, and response plans with government entities and relevant stakeholders.
  • Foster collaboration and partnership among government agencies, other I/NGOs and community groups to strengthen flood response outcomes.
  • Monitor policy, regulatory, and contextual developments that may affect response operations and advise senior management on implications and recommended actions.
  • Monitor implementation progress against response plans and targets.
  • Identify operational challenges and develop appropriate solutions.
  • Ensure adherence to organizational security and safety procedures.
  • Ensure adherence to humanitarian standards, safeguarding requirements, and organizational policies.
  • Maintain regular communication with Country Office and relevant PDQI team members to seek technical and management guidance required for the response
  • Support logistical planning and resource mobilization for field activities.
  • Serve as the primary field focal point for coordination and communication.
  • Liaise with local government authorities, disaster management committees, community leaders, and other stakeholders.
  • Represent the organization in field coordination meetings, cluster meetings, and inter-agency forums as delegated.
  • Oversee partnerships to strengthen delivery and implementation and collaborate with partner organizations and local networks.
  • Track progress and financial expenditures for all projects and support the Program Coordinators to take corrective actions.
  • Facilitate community engagement and ensure feedback mechanisms are functioning effectively.
  • Ensure key operational information is shared promptly with relevant stakeholders.
  • Directly supervise field response staff, and temporary personnel deployed in the emergency response.
  • Conduct daily briefings and coordination meetings with field teams.
  • Assign roles, monitor performance, and provide coaching and support.
  • Promote staff welfare, safety, and security within the operational area.
  • Ensure compliance with organizational policies, safeguarding standards, and code of conduct.
  • Foster teamwork, accountability, and effective communication among team members.
  • Report incidents, risks, and access constraints promptly.
  • Support implementation of risk mitigation measures for staff and operations.
  • Ensure data and the information from the field are regularly updated to the relevant teams and departments in the Country Office.
  • Support effective functioning of logistics systems to procure, store and distribute stock, supplies, and services for the timely delivery of project objectives at district and local levels.
  • Ensure gender equity, social inclusion, child participation and beneficiary accountability are part of all Humanitarian and DRR programmes.
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

  • Take all necessary and appropriate steps to prevent abuse, exploitation, neglect, harm and modern slavery within their areas of responsibility, and in the way they conduct themselves, report and respond to all incidents and concerns whether online or in person, and comply with the Safeguarding Policy and Procedure.

EXPERIENCE AND SKILLS

  • Master’s degree or equivalent
  • At least seven years of program management experience preferably in I/NGO environment, including experience in directing and implementing programs for children, with more than five years on disaster management and emergency response.
  • Proven sound strategic thinking and planning skills, including ability to think creatively and be innovative, set priorities, design programs, manage work plans, and evaluate progress.
  • A good team player.
  • Good report writing skills.
  • Highly proficient in verbal and written communication skills.
  • Demonstrated significant experience in managing projects funded by multiple donors.
