Position Title: Monitoring, Learning, and Communication (MLC) Officer
Duty Station: RWUA Office, Haripur, Sarlahi District
Level: Officer
Reporting to: Focal Person/Groundswell International
Program: Agroecological-Based Livelihood through Community Mobilization
Duration: 5 months contract with possibility of extension
Type: Full-Time, Office-Based (with occasional field visits)
Immediate Supervisor: Project Coordinator
1. Background
Rural Women Upliftment Association (RWUA), established on 22 Kartik 2050 B.S., is a well-established women-led non-governmental and non-profit social organization based in Sarlahi District, Province 2, Nepal. With a legacy of over 32 years, RWUA has actively championed the cause of women’s empowerment, sustainable agriculture, and inclusive community development. RWUA is guided by its mission to bring economic, social, cultural, and physical transformation in the lives of marginalized communities, especially women, Dalits, and landless farmers. The organization has partnered with various stakeholders to implement impactful projects across sectors like agroecology, natural resource management, education, and livelihoods.
RWUA now invites applications from qualified and dedicated Nepali citizens with strong professional ethics, commitment, and relevant experience for the following position under the Groundswell International-supported program: Agroecological-Based Livelihood through Community Mobilization.
2. Purpose of the Position
The Monitoring, Learning, and Communication (MLC) Officer will be responsible for managing the organization’s systems for tracking project performance, generating learning, and communicating outcomes. The officer will technically support field staff, coordinate natural farming research, monitor ongoing activities, and handle all reporting requirements. The role also includes the development of communication materials and knowledge products to showcase project impacts to various audiences, including donors.
3. Key Responsibilities
A. Monitoring, Evaluation, and Learning (MEL)
- Design and implement effective tools and systems for project monitoring, tracking, and documentation.
- Support data collection, validation, entry, and analysis to assess project progress and inform decision-making.
- Lead or support periodic assessments, surveys, project reviews, and learning exercises.
- Train and mentor field staff on data collection, reporting, and use of M&E tools.
- Compile high-quality monthly, quarterly, and annual reports as per donor and internal requirements.
- Ensure adaptive learning processes are integrated into project implementation.
B. Communication and Knowledge Management
- Develop and share communication materials including case studies, impact stories, blogs, and social media content.
- Maintain regular communication with donors and project partners, ensuring transparency and timely updates.
- Document lessons learned, success stories, and innovative practices for internal and external dissemination.
- Support the organization’s presence and visibility through strategic use of digital and offline media.
- Assist in the preparation of concept notes, proposals, and progress briefs related to ongoing and future programs.
C. Technical and Research Support
- Provide technical backstopping to field teams in areas including natural farming, horticulture, goat farming, vermicomposting, and vegetable cultivation.
- Lead the coordination of action research and field trials related to natural farming practices.
- Mobilize and mentor agriculture interns and field staff to collect data, observe results, and generate field-based evidence.
- Assist in preparing practical training materials and manuals in Nepali or local language as required.
4. Required Qualifications and Experience
Education:
Minimum qualification: Bachelor’s degree in Agriculture (B.Sc. Ag) Preferred or a Bachelor’s degree in any discipline from a recognized university.
Experience:
- Minimum 3–5 years of professional experience in the agriculture sector.
- At least 1 year of relevant experience in Monitoring & Evaluation at an officer level.
- Experience in horticulture and agroecology is strongly preferred.
- Prior work with community-based organizations and marginalized populations is desirable.
5. Skills and Competencies
- Solid technical knowledge of natural farming, ecological agriculture, and horticulture.
- Understanding of agricultural extension, community mobilization, and participatory field research.
- Strong verbal and written communication skills in English and Nepali.
- Basic understanding and ability to communicate in local languages (e.g., Maithili or Bhojpuri).
- Excellent computer literacy, particularly in MS Word, Excel, PowerPoint.
- Experience with digital data collection tools (e.g., KOBO Toolbox, MWater) is desirable.
- Proactive, detail-oriented, and able to work independently under minimal supervision.
- Strong interpersonal and coordination skills for engaging with staff, partners, and community members.
6. Additional Considerations

- The position is primarily office-based, but will involve regular communication with field staff and occasional field visits for verification and learning.
- Ability to drive two-wheeler will be an added advantage.
