Senior Monitoring, Evaluation and Learning Officer

Duty Station: Bardibas

The Senior Monitoring, Evaluation and Learning Officer is responsible for the monitoring, evaluation and learning-related work and will provide strategic information for the planning and implementation of OHW’s projects in districts under the Bardibas Cluster. S/he will visit program sites frequently to collect the required information and monitor various interventions.

Major Duties and Responsibilities:

  • Ensure timely and regular reporting from the districts, review reports and provide the necessary feedback for the quality and complete reporting from the districts as per the prescribed format
  • Prepare summary reports based on analysis of data and report on a monthly, quarterly and annual basis
  • Track program progress against established standards, identify gaps on time and communicate with concerned staff with possible solutions
  • Ensure proper implementation of the MEL system by partner organizations
  • Update, analyze and prepare a report about maternal and neonatal health services
  • Contribute to design and updating OHW database/Management Information System (MIS) via online platform preferred Google sheet and KOBO in close coordination with Kathmandu, Cluster and district teams
  • Coordinate and work with concerned government offices to improve the quality of service statistics and implementation of e-recording and e-reporting
  • Conduct field visits for monitoring of OHW interventions and support the district team in recording and reporting
  • Implement available measures including routine data quality assessment to ensure the quality of data
  • Support in program planning by providing high-quality data and information
  • Support in the design and implementation of studies including baseline and end-line
  • Support organizing and conducting training and capacity-building sessions on MEL and MIS for project and partner organizations’ staff
  • Document and share the lessons learnt from field monitoring and analysis of data to progressively improve the quality of OHW interventions
  • Perform other related duties assigned by the supervisors

Required academic qualification and work experience:

  • Master’s degree in Public Health, preferred with BPH or BN or B. Sc. Nursing with a minimum of two years of professional experience or Bachelor’s degree in Public Health with a minimum of five years of professional experience.

Skills and Abilities:

  • Excellent analytical skills and the ability to summarize information in a clear and concise manner
  • Excellent computer skills, including word processing, spreadsheet, GIS and statistical software like STATA or SPSS, and KOBO
  • Ability to create organizational work plans based on mission, vision and goals
  • Strong organizational skills to balance competing priorities
  • Ability to work independently to efficiently meet deadlines
  • Strong interpersonal skills
