Position: Team Leader, Public Finance Management, Nepal (Koshi, Bagmati)
Municipal Revenue Enhancement Project, Nepal
We are recruiting an expert in Public Finance Management, Nepal to lead a large programme that will strengthen the revenue mobilization capabilities of local governments in Nepal; especially across Koshi and Bagmati Provinces. Your expertise will directly impact the region in which you work.
The Municipal Revenue Enhancement Project (MunRev), in collaboration with the Government of Switzerland, aims to support municipalities in Nepal by enhancing their revenue mobilization capacities. The project will focus on improving municipal revenue management, enhancing tax compliance, and strengthening service delivery for municipalities.
The first phase of MunRev will support 12 urban and peri-urban Local Governments in Koshi and Bagmati Provinces with the aim to have greater fiscal autonomy by doubling their own source revenues, and delivering improved local services to their constituents, including women and disadvantaged groups.
Systemically, it aims to mainstream principles of good financial governance, namely transparency, efficiency and accountability that lead to improved allocations for expanded public service delivery.
We are seeking a Team Leader with expertise in:
- Â Managing programmes focused on Public finance management, Governance, Fiscal Federalism, Revenue Administration, Inclusive Public Service Delivery (At least 10 years of experience)
- Experience in leading a large team (6 years of experience)
- Â Experience in Nepal, particularly in the Koshi or Bagmati regions
- Experience working with government officials in Nepal
- Strong analytical, communication, and project management skills
- Master’s degree and above in social sciences, economics, development studies, law, public policy or administration
The Team Leader will be responsible for:
- Managing a large team of experts to produce high-quality, timely outputs
- Â Conducting diagnostic studies and assessments of municipal revenue management systems
- Â Developing and implementing revenue enhancement strategies
- Â Providing technical assistance to municipalities
- Being involved with every level of programme delivery including client management, technical leadership, and operational excellence.
- Â Collaborating with stakeholders, including local governments, civil society organizations, and development partners
The first phase of the MunRev project will operate under a bilateral agreement between the Government of Nepal and Switzerland. The project will run from February 2026 – December 2029.
