Women’s Rehabilitation Centre (WOREC) is a non-governmental Human Rights organization dedicated to protecting and promoting Human Rights. Founded in 1991, WOREC focuses on preventing violence against women, addressing its causes and effects, and advocating for ecological justice through the economic, social, environmental, and cultural well-being of women and other marginalized groups. We envision a society where feminist aspirations are met, where everyone is equal, and social justice exists. Our working districts with offices are spread across Morang, Sunsari, Udayapur, Dhanusha, Mahottari, Sarlahi, Dang, Kailali, and Rukum, with additional working districts in Rupandehi, Kapilvastu, Kanchanpur, Jagarkot, Kathmandu, Bhaktapur, Kavrepalanchok, and Saptari. The Central Office is located in Lalitpur.
Key Responsibilities:
The Admin and Finance Officer will hold a crucial role as the lead responsible individual for ensuring the effectiveness, financial reliability, and compliance with all applicable policies related to finance within the organization. Their primary responsibilities will encompass overseeing the efficient and appropriate utilization of financial resources, as well as developing effective mechanisms for monitoring expenditures. Additionally, they will provide support to ensure the effective implementation of administrative, financial, and human resource policies, in alignment with relevant rules, acts, and standards. The Finance Officer will play a pivotal role in maintaining financial integrity, ensuring compliance, and supporting effective financial management practices within the organization, thereby contributing to its overall success and sustainability.
The responsibilities of the Admin and Finance Officer include:
- Ensuring the effective and efficient use of financial resources in accordance with organizational policies and procedures.
- Maintaining accurate financial records and ledgers. Preparing monthly, quarterly, and annual financial reports, monitoring budget implementation, and providing regular financial updates.
- Preparing donor reports and submitting them within the deadlines.
- Regularly meeting with District Coordinators and field staff to provide support for financial documentation, complying with financial policy, and providing financial orientations to field staff as needed.
- Ensuring compliance with all relevant financial regulations, policies, and standards, and maintaining financial reliability.
- Developing and implementing mechanisms for monitoring expenditures and financial performance, and preparing regular financial reports of the assigned projects.
- Providing support to ensure the effective implementation of administrative, financial, and human resource policies across the organization.
- Assisting in the preparation of the annual budget.
- Monitoring budget utilization and providing recommendations for adjustments as needed.
- Conducting regular spot checks as required.
- Managing cash flow and ensuring timely disbursement of funds.
- Monitoring bank transactions and reconciling accounts regularly.
- Ensuring compliance with donor requirements and organizational financial policies.
- Coordinating and supporting audits, both internal and external.
- Overseeing general administrative functions.
- Maintaining office supplies and equipment.
- Assisting in organizing meetings and events.
- Maintaining proper documentation of financial transactions.
- Preparing and submitting timely financial reports to relevant stakeholders.
- Working closely with the Senior Finance Coordinator and Program Unit to ensure alignment of financial activities with program operations.
- Providing training and capacity-building support to staff members on financial management practices and procedures as needed.
Qualifications and Experience:
- Bachelor’s degree (Master’s degree preferred) in business management, finance, or a related technical field
- Minimum of 5 years of relevant work experience in budget and financial management
- Demonstrable ability to conceptualize, plan, and execute ideas as well as transfer knowledge and skills
- Proven writing skills, with an ability to convey complex ideas in a clear, direct style
- Excellent knowledge of qualitative tools, including but not limited to Most Significant Change Technique and SenseMaker
Skills and Competencies:
- Internalized gender equality and feminist values, along with a feminist perspective in analyzing issues, as well as strong co-working and teamwork capacity
- Proficiency in accounting software packages, preferably ERP Tally
- Familiarity with donor reporting requirements
- Excellent accounting knowledge, including tax, VAT, and other provisions
- Thorough understanding of GoN rules and regulations
- Familiarity with program budgets and reporting
- Excellent communication and interpersonal skills
- Ability to manage multiple tasks with minimal supervision
- Ability to work effectively under pressure while maintaining confidentiality
- Ability to work effectively in a multicultural and multi-stakeholder environment
- Strong analytical and problem-solving skills
- Effective communication and resource management skills
