Aasaman Nepal, in partnership with Fundación Vicente Ferrer, is implementing the Promote Inclusive Education for Children in Siraha and Saptari to promote child-friendly teaching and learning and to put robust child protection mechanisms in place.
Aasaman Nepal is looking for self-motivated, result-oriented, and hard-working Nepali citizens for the following positions:

1. Project Officer – Siraha/Saptari

Required No.: Two (Female Only)
Job Summary: The project officer will be responsible for providing leadership in the respective thematic areas of education and child protection. The position reports to the project manager at Aasaman Nepal. The major duties include leading and supporting the project activities, budgeting and implementation, and monitoring and reporting as a project officer. Facilitate the local government, school, and civil society organisations in strengthening the system for better education and promoting and protecting child rights. The project officer will also be responsible for playing an effective role in bringing synergy between like-minded stakeholders to achieve the desired results.

Key Responsibility:

  • Prepare a proper project implementation plan and implementation of project activities in coordination and collaboration with the project manager, local government, schools, child clubs, and other stakeholders in the project area, and execute the project interventions in the best way possible.
  • Prepare a periodic plan of action for education and child protection activities and execute it accordingly in the target areas.
  • Develop the required standards of project interventions for the support of schools, children, and the community, ensuring all the norms of inclusiveness for child participation.
  • Formation of community groups like child clubs, parents’ groups, and girls’ clubs and mobilise them for their empowerment and capacity strengthening.
  • Conduct orientation, interaction, and discussion for sensitising communities on child rights, child protection, and other educational issues as required.
  • Generate and document evidence of the education of best practices and learning of the project, and take the lead in disseminating the learning of the project to stakeholders.
  • Mobilise project resources (budget and human resources) to achieve set results as per the result framework.
  • Ensure annual and total project targets are achieved within the time frame of the project.
  • Facilitate workshops and training for enhancing the capacity of teachers, child club members, parents, and community stakeholders on educational as well as child protection issues, mostly inclusive classroom pedagogy and practices, classroom management, school leadership, child rights, child protection, and child participation.
  • Enhance the capacity of social mobilizers for the effective implementation of the project.
  • Coordinate with concerned local government, schools, community networks (child clubs, child rights committees), and other like-minded organisations, civil society, and seek collaboration.
  • Participate in the programmes, meetings, and discussions held at the district or community level and share your learnings and experiences.
  • Support in organising monitoring visits, including joint monitoring visits in the project areas.
  • Perform other duties as assigned.

Qualification and required skills:

  • Bachelor’s degree in education, social science, and/or a relevant field.
  • At least 3 years of working experience in education or child protection, preferably in inclusive education.
  • Sound knowledge of the current education and child protection policies and practices of the government of Nepal.
  • Should have expertise in data analysis, report writing, and training facilitation.
  • Should have team mobilisation, leadership, and communication skills.
  • Ability to communicate in English, Nepali, and local languages.
  • Ability to work under strict deadlines.
  • Proficiency in MS Word, Excel, PowerPoint, email, and the internet.

2.Monitoring and Evaluation (M&E) Officer

Required No.: One (1) Siraha/Saptari
Job Summary: The Monitoring and Evaluation Officer will be responsible for playing a vital role in capturing the results, learning, challenges, and opportunities based on the specific project strategies and objectives stated in the project document. The position reports to the project manager and project officer at Aasaman Nepal. The major duties include leading and supporting in designing the project activities and implementation, monitoring, and reporting with the validation of set indicators (qualitative and quantitative). The M&E Officer will also be responsible for verifying the cost-benefit analysis and carrying out the impact of project interventions as desired.

Key Responsibility

  • Support project planning, implementation, and reporting of the project activities.
  • Design the monitoring and evaluation tool for the project.
  • Collect and analyse the data, prepare a logical report, and submit it to the project officer or manager.
  • Support to prepare TOR for evaluation and other assignments.
  • Prepare periodical reports as per the agreement, the logical framework, and the indicators.
  • Orient the project staff on field-level monitoring and data collection methods.
  • Support to Prepare Issue and Risk Log
  • Monitor the sustainability of the project results, and along with that, monitor and evaluate overall progress on the achievement of results.
  • Prepare, maintain, and analyse databases.
  • Document and maintain all the documents and results of the project.
  • Ensure the smooth operation of the project by providing the necessary support to the team.
  • Coordination with the Palika’s for implementing activities and ensuring achievement of the project.
  • Collect and finalise case studies, best practices, and learnings from the project.
  • Represent the organisation at different forums, platforms, and networks, and ensure meaningful participation.
  • Perform other duties as assigned.

Required skills and qualifications

  • Bachelor’s degree in science, development studies, and other social science-related fields
  • Should have three years of working experience in the monitoring and evaluation field in I/NGOs
  • Prior experience working in communities with marginalised and disadvantaged groups and integrating cross-cutting GESI strategies.
  • Fluency in communication skills in Nepali and English.

3. Admin and Finance Officer

Required No.: One (1) Siraha/Saptari
Job Summary: The Admin and Finance Officer will be responsible for providing support in finance, administration, and logistics management to ensure that financial records are maintained properly, including processing journal vouchers, reconciling accounts, and preparing reports. Ensure all required compliances, which include budget details, forecasts, payments and disbursements, and reporting. The position reports to the project manager, finance manager, and project officer at the organisation.

Key Responsibilities:
Manage the accounting system.

  • Prepare the accounts payable for travel and business advances on time with the approval of supervisors.
  • Accounts payable for payments to suppliers and vendors, with ensuring all the supporting documents are on time.
  • Ensure the tax calculation and deduction on the source of payment as per the Income Tax Act of Nepal. Preparation of taxes, checks, and depositions on time.
  • Management of office petty cash disbursement regularly with proper cash balance as per the organisational policy.
  • Prepare a cash disbursement voucher as per the Financial Management Policy and enter a valid account code, cost centre, donor combination, and project number on all vouchers according to the chart of accounts.

Record-keeping and reporting

  • Ensure all vouchers are developed with reference to finance policy and procedure.
  • Real-time data entry and provide the required information to the concerned.
  • Preparation of the trial balance and bank reconciliation, develop the financial report in the prescribed format, and submit it to the concerned on time.
  • Conduct financial monitoring of programme activities as per the financial monitoring tools and risk factors.
  • Report the observation findings to the supervisor upon conducting each financial monitoring and provide recommendations for improvement.
  • Responsible for reviewing, analysing, and submitting the financial reports with compliance are meeting.
  • Assist and orient the team in using the forms and format, maintaining consistency for finance and procurement.
  • Assist the programme team in developing budgets, standard costing, and implementation plans, and help determine any necessary arrangements, including cost sharing.
  • Ensure minimum financial standards and compliance are applied as agreed between the organisation and the donor.

Administration and Communication:

  • Handling, receiving, and responding to the phone calls, letters, and information.
  • Manage office supply stock and place orders.
  • Assist the project team in logistical arrangements for meetings, training, workshops, and other programmes as required.
  • Arrange travel, accommodations, and guest relations as necessary.

Required skills and qualifications

  • Bachelor’s Degree in Finance, Management, and Accounting from a recognised university with 3-5 years of experience working with INGOs in a similar field.

Languages: Fluent in Nepali, English, and the local language is preferred or required.
