Administration and Finance Officer

LOCATION: CEAPRED Office, Kathmandu
REPORTS TO: Administration & Finance Manager

USAID Integrated Nutrition activity is a new five-year USAID-funded activity in Nepal. The activity aims to reduce malnutrition among women, children, and adolescents in Nepal’s underserved and marginalized communities. The activity is implemented by Helen Keller International (HKI) in collaboration with Center for Environmental and Agricultural Policy Research, Extension and Development (CEAPRED), FHI 360, ENPHO, NTAG and Kaboom Social Impact Pvt. Ltd.

USAID Integrated Nutrition’s primary goal is to improve the nutrition status of women, adolescents, and children in Nepal’s underserved and marginalized communities. The activity will tackle direct and underlying determinants of malnutrition in Nepal while strengthening the national and local enabling environment to implement multisectoral nutrition programs through four synergistic intermediate results. Achievement of the purpose will be measured by improvements in indicators of nutrition status among women of reproductive age, adolescents, and children. This activity will be implemented in at least 45 districts across seven provinces.

POSITION DESCRIPTION:

The Finance and Admin Officer will be responsible for assisting the Administration and Finance Manager in overall management of finances, HR, procurement, documentation & reporting for the USAID Integrated Nutrition Activity. S/he will be working under direct supervision of Admin and Finance Manager at CEAPRED.

ESSENTIAL RESPONSIBILITIES:

A) Accounting

  • Check all vouchers, receipts, travel bills and other supporting documents of Activity
    received from Province offices.
  • Processes cash and bank payments complying with CEAPRED and USAID Integrated Nutrition Activity procedures.
  • Monthly reconcile all bank and cash accounts managed by CEAPRED at Province and District offices.
  •  Deduct TDS and other taxes as required by Nepal Government and deposit it within 15 days of next month of deduction.
  •  Deduct and timely deposit of CIT, severance and PF (within 15 days of next month of
    deduction)
  • Work with Province/District teams for monthly updating the accounting records.
  • Reconcile accounts between Province and District offices, and Kathmandu at least on a
    quarterly basis.
  • Ensure releasing payment within 5 days after submission of complete documents (such as
    TADA, procurement bills & other payments) to Province and District offices.
  • Maintain proper filing system for all vouchers, documents and update information as per
    the CEAPRED and donor requirements.
  •  Keep all transactions up to date on a computerized accounting system (Tally) and other
    Excel sheets, if required.
  • Assist and provide related finance documents to auditors during the internal, external and
    donor audits.

B) Reporting

  • Assist Administration and Finance Manager in preparation of Activity Reports.
  •  Prepare Fund Accountability Statement and co-ordinate with Finance Team at Province
    and District offices for internal fund transfers.
  • Coordinate with Helen Keller International for timely releasing of the funds.

C) Human Resource & Administration

  • Make sure all main HR documents are available, translated and understood by staff at all
    levels.
  • Make sure all staff have the appropriate contract and personal files, which are kept up-to
    date at all times.
  • Ensure that timesheets and leave records of all the staff are obtained on a monthly basis by
    coordinating with all the project/province/district offices.
  • Issue letters pertaining to provident fund, citizen investment trust and severance after the
    exit of the staff for services.
  • Prepare monthly timesheet checklist and leave record summary and submit to relevant
    authorities at CEAPRED and USAID INA office.
  • Ensure that all correspondence with Helen Keller International and other government
    authorities is properly maintained.

D) Others:

  • Ensure a safe and equitable workplace, create opportunities, and offer support to women
    and those from disadvantaged groups.
  • Perform other tasks as assigned by the supervisor and Activity management team.

QUALIFICATIONS AND REQURIEMENTS:

Education: Minimum Bachelor’s degree in finance, Commerce, Accounting or related fields.

Required Experience

  •  5 years of experience in accounting and finance management using standard software (e.g
    Tally).
  •  Good writing ability, both in English and Nepali, and good oral communication skills in
    English.
  •  Ability to work under pressure and willingness to travel in the field as per need.
  •  Ability to work under cross cultural environment.
  •  Strong team coordination, listening and consensus building skills.

Language

  •  Fluency in Nepali and good in English is required.
