JOB SUMMARY

A pioneer organization for education and nutrition’, is one of the leading Terai based NGOs led and managed by social activists since its establishment in Dhanusha, Janakpur in 1999. ASN has been engaged in developing and implementing programs aimed at protection, promotion and fulfillment of child rights in Nepal. Currently ASN has been working in 18 districts under 6 Thematic Areas as: Education/Child Protection, Women Empowerment, Livelihood/ Natural Resource Management, Disaster Risk Reduction, Health/ Nutrition and Good Governance.

USAID Adolescent Reproductive Health (ARH) is an adolescent co-led initiative to empower girls and boys, 10-19 years and including the most marginalized, to attain their adolescent reproductive health (ARH) rights. The goal of the program is to support adolescents to reach their full potential by ensuring they receive correct and appropriate reproductive health (RH) information and guidance in decision-making skills, creating an environment conducive to making healthy reproductive health decisions and facilitating translation of these decisions into healthy behaviors.

Working under the direct supervision of ARH and QA coordinator/ District Lead, the ARH and GESI Officer will be responsible for mainstreaming ARH and GESI in plan of the local government and implementation of the project activities at municipal level. The ARH and GESI officer is also be responsible to strengthen the coordination with local level with municipality and other stakeholders and collaborate with them to build the synergy with them for ARH activities.

KEY RESPONSIBILITIES AND TASKS:

R1: Program planning and implementation (60%)

  • Support to prepare annual or periodic plan of USAID Adolescent Reproductive Health and implement those activities at municipal level
  • Work closely with municipal team of Government and organize meetings and workshops in coordination with ARH and QA Coordinator for localization of national ARH policies and plan with integration of GESI
  • Engage with private service providers and make sure that GESI issues have been addressed in the service provision
  • Participate in seven step planning process of local government and support youth / adolescent groups to bring the agendas of adolescent in the planning process
  • Work closely with health and other relevant section of local government and make sure that project activities are reflected in the annual plan of municipality
  • Support the local government for mainstreaming and implementation of ARH quality standard at local level
  • Participate in municipal level annual reviews meetings and provide necessary technical inputs for better planning and implementation of ARH activities
  • Engage with local youth /adolescent networks and mobilize GESI, SBC and social norms activities at local level
  • Working closing with the QA officer, support local government for implementation of QA plan health facility for improved quality of ARH services

R2: Coordination, liaison and technical assistance (20%):

  • Works closely with municipality, public and private authorities, youth groups, youth allies, and local health facilities to avoid duplication of project activities and build the synergy in program
  • Work closely with the QA officer, Private sector engagement officer, youth mobilization and social norms officer for implementation of the program activities.
  • Support the local government for mainstreaming of the GESI and SBC issues in ARH program activities in coordination with ARH and QA coordinator at district and GESI, SBC and social norms specialist at province
  • Provide technical assistance to local government on planning, implementation and monitoring of ARH activities based on the evidence and align with project activities as per the priority of local government
  • Provide technical support to local government to streamline the ARH quality standard tool kits, integration of GESI in RH/FP and adolescent programming
  • Support to functionalize the local coordination mechanism at local level

R3: Training, capacity building and advocacy (10%)

  •  Support to organize capacity building training and orientation to ARH facilitators, near peer mentors and FCHVs at local level
  • Support organize QA/QI training and conduct mentorship at local level
  • Support to ARH facilitators to organize SAA session for adult groups at communities
  • Engage with youth council and youth networks of the municipality for adolescent and youth development activities and policy dialogue at local level

R4: Documentation, dissemination, and reporting (10%):

  • Support for the data collection and reporting
  • Document best practice, lesson learned and collection of cases studies and share with project team at district
  • Prepare monthly and periodic progress reports about the project and share with M&E DM and Documentation officer
  • Support the assessments, data collection from health facilities and survey conducted in the municipality.

Based in municipality with estimated 70% travel to project implementing communities and Health facilities

PERSON SPECIFICATION REQUIREMENTS:

Qualification and Experience

Bachelor degree in public health/ Nursing / Women & Gender studies/ Sociology with two years of working experiences in GESI, FP/RH and adolescent programming.

Skills and Knowledge

  • Sound practical knowledge working in the areas of GESI, SBC and social norms and social campaign.
  • Have facilitation and training skills
  • Good communication and public speaking skills
  • Report writing skills
  • Fluent in local language and understanding of local socio-cultural context
  • Team building and team work
