Job Description

USAID Learning for Development is a five-year contract with USAID/Nepal to provide monitoring, evaluation, learning, knowledge management, and strategic communications services to the USAID Nepal Mission. Itad is seeking a Senior Evaluation and Research Lead for the USAID Learning for Development project. This is a full-time position.

Under the overall guidance and supervision of the Chief of Party (CoP) and Deputy Chief of Party (DCoP), the Senior Evaluation and Research Lead will take lead in designing and conducting evaluations, analyses, assessments, and studies to meet the USAID Nepal Mission’s and its partner’s need and requirements. The expert will provide senior level technical support and advice on MEL assignments and have a deep understanding of the USAID Program Cycle and the portfolio of investment in Nepal. They will be an innovator and enjoy learning and new challenges. They will be an excellent writer and public speaker and able to synthesize qualitative or quantitative data with a high level of quality. A senior leader—they can provide technical oversight on all types of evaluations and research deliverables and also manage personnel and consultants, a budget, and the safety and security of staff.

Role and Responsibilities for Senior Evaluation and Research Lead:

The roles and responsibilities for the Senior Evaluation and Research Lead includes, among others, the following:

  • Reports to DCOP, plays a key role in leading and overseeing the evaluation and research elements of the Activity to support USAID/Nepal Mission and Implementing Partners and contributes to build their capacity to develop effective MEL systems.
  • Coordinate, design, and oversee evaluations, assessments, research, analyses and studies, directing the design of evaluation methodologies and data collection methods.
  • Responsible for the day-to-day management of evaluations and research, and when appropriate, will serve as a Team Leader or Team Member on evaluations and research programs.
  • Lead on a number of evaluation and research projects, ranging from scoping and developing new projects to ensuring high quality and timely delivery of existing projects.
  • Provide robust project management and quality assurance of USAID Nepal commissioned evaluation and research projects.
  • Will coordinate and conduct fieldwork when needed and provide quality assurance to data collection/enumeration teams.
  • Work with local partners for data collection, including coordinating their fieldwork, participating in trainings, etc.
  • Produce research and evaluation reports to a publishable standard and disseminate the findings across USAID Nepal Mission and wider audience of stakeholders.
  • Build and maintain excellent relationships with service teams, key Nepal Mission stakeholders and colleagues.
  • Develop sampling plans for evaluations and research program.
  • Oversee the Data Analyst role as line manager.
  • Travel outside of Kathmandu for fieldwork or research as needed during program implementation.
  • Work on tasks and activities as requested by the DCOP.

Knowledge, skills and experience

  • Recognized senior level expert in the monitoring, evaluation, research and learning sector with strong management and people skills.
  • Strong quantitative and qualitative data analysis skills blended with expert writing and verbal communication skills in English and Nepali
  • Is comfortable with monitoring, evaluation, research and learning assignments.
  • Excellent trainer and committed to capacity building approaches.
  • Solution-oriented and a nice person to work with
  • Technical expertise in one or more thematic sectors (such as health/nutrition, democracy and governance, education, civil society strengthening, environment etc.) a strong plus
  • Conference presentation and/or publication record preferred.
  • Ability to work in a fast-paced business environment.
  • Must be a Nepali national

Education and experience

  • Master’s degree in relevant field or Ph.D. in the Social Sciences.
  • 10+ years of experience in monitoring, evaluation, research, large scale survey, management consulting in international development programs
