POSITION SUMMARY
Challenge Fund Assistant is to support the TACEF component in implementing grants along with progress monitoring and proposal development. The Challenge Fund Assistant will also contribute to ensure that projects documentation captures evidence of the grantee impacts, outcomes, outputs and activities mainly associated with the TAECF grant. The Challenge Fund Assistant will work closely with GGGI under the leadership and guidance of the Senior Project Coordination officer, Senior Challenge Fund Associate and Project Management Officer to ensure that the outputs delivered are in line with project KPIs.
PURPOSE
The role of the Challenge Fund Assistant is to ensure the TAECF applicants meet TAECF implementation, reporting and financial requirements. She/he will regularly monitor and supervise the grantees to ensure that the grantees carry out physical and financial progresses as per their work plan and maintain transparency and accountability in the grant utilization. She/he will follow the contract agreement requirements across budget execution, procurement and other operational functions associated with TAECF and regularly update regarding the achievements, progresses, issues and challenges.
- Assist Senior Challenge Fund Associate for the implementation of the TAECF and help to establish synergies and coherence between the different components of the project.
- Support Senior Challenge Fund Associate in developing Accelerator and Championship guidelines aligned with project objectives to implement TAECF grants in the project districts.
- Regularly coordinate and communicate with the grantees to ensure that activities in the fields are carried out as per the plan and grantees are making good physical and financial progress.
- Facilitate the monitoring of approved projects, including financial progress, human resources mobilisation and reporting requirements.
- Support Senior Challenge Fund Associate in developing TAECF activities and ideas to enhance participation, especially of women, youth and returned migrant workers in coordination with team members.
- Support in preparing concept notes, proposals, stakeholder analysis and logical frameworks as an integral part of any new programme planning process.
- Guide potential grantees in developing business plans, budgeting, execution plansof all the associated TAECF grantees and review them on timely basis.
- Support in handling RFA (Request for Application) /RFP (Request for Proposal) applications and in publishing the same under challenge fund.
- Collaborate with the Project Team in consolidating and reviewing the grantee’s reports and due diligence process.
- Support in reviewing financial proposals received from selected applicants and ensure that the application comply with the TAECF guidelines before signing the subgrant agreements.
- Contribute in preparation of necessary documentation, database and information for the disbursement of the TAECF in coordination withGGGI Nepal Country Team and GGGI HQ.
- Support monitoring of selected grantees in budget planning and track expenditures to ensure that grantee resources are optimally allocated and utilized.
- Updating the project folders with templates, and guidelines and ensuring the respect of deadlines and compliance with donors’ guidelines and reporting requirements.
- Support preparation and execution of meetings, conferences, workshops, and special events.
- Any other duties assigned by the Country Representative.
ENGAGEMENT
- Advise the team on the procedures, policies, and tools of all financial transactions for project/output delivery
- Conduct monitoring visits of field activities, preparing update reports, documentation of progresses, case stories etc.
- Identify issues and risks that will affect consistent program and delivery and report to the manager
- Identify issues and advise project staff on remedial measures in order to maintain integrity of delivery
- Communication programs need to service providers/suppliers and ensure that services/products are delivered in line with established agreements.
DELIVERY
- Review detailed budget execution plans and schedules of all the grants during the project period
- Review financial plans and expenditure procedures in line with yearly work programs and budget lines
- Support grantees in developing and implementing their business plan including staff hiring plan and manage onboarding procedures based on approved headcount
- Consolidated financial documentation for all the approved grants and ensure accuracy of project financial reporting.
- Support the grantees to get familiarized with the M&E plans, data and information required, verification of the data and making them capable of submitting the reports and data on time.
REQUIREMENTS
QUALIFICATIONS
- Bachelor’s degree or equivalent in economics, business management, business administration, or related field of study required
- Minimum 2 years of professional work experience in international development with good knowledge of MEAL (monitoring, evaluation and learning). proposal development and project cycle.
- Advanced technical knowledge in several of the following areas: MEAL, project financial management, business plans, database management, information technology systems, knowledge management/communications.
- Work experience working with an international organization, and/or in an English-speaking work environment will be an important advantage.
- Advanced ability to communicate verbally and in writing in English and Nepali required.
- Additional knowledge of Mathili language and experience in Madhesh will be plus
FUNCTIONAL
- Can demonstrate experience in at least 3 of the following areas: MEAL, accounting, grant management, procurement, database management, information technology systems, knowledge-management/communications
- Experience in working with federal, provincial and local government in Nepal.
- Experience in developing communication materials is a clear advantage.

WORKING CONDITIONS
- GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance.

- For this position, basic salary starts from USD 8,798 and is depends on experience in the field.
