Swisscontact, registered as an International Non-Governmental Organisation in Nepal, has been operating since 1991 and is currently implementing six development programmes across all seven provinces of Nepal. For the second Phase of NVQS-P, we invite applications from committed and experienced Nepali citizens for the following position.
Communication and Knowledge Management Manager (1)
Location: NVQS P-II, PSU Office, CTEVT Complex, Sanothimi, Bhaktapur
Province with frequent field-visits(at least 30%).
Reports to: Team Leader, NVQS P – II
Duration: Untill 15 July 2024 with possibility of extension.
Purpose of the Job
The Communication and Knowledge Management Manager (CKMM) is responsible for the management, utilization, and communication of NVQS project activities that are translated in the form of success stories, project reports, policy briefs etc. S/he will be responsible for the development and strengthening of the robust communication system within the project.
The CKMM will be responsible for developing communication work plan for the project on a yearly basis with clear deliverables and its implementation in a timely manner. The CKMM will ensure strategic visibility of all project activities and outputs; effectively communicate to project stakeholders and reach Nepali people; and report on activities that are impactful, representative, and highly visible.
The position holder reports to the Team Leader and works closely with project team members and government counterparts both in federal and provinces.
Essential Functions and Responsibilities
1. Compliance with the policies, rules/regulations, and guidelines
- Adhere to relevant policies, procedures, rules, regulations, and guidelines of Swisscontact Nepal (Financial and Operational Manuals, Code of Conduct Against Corruption, Conflict of Interest, Basic Operating Guideline (BoG), Local Security Management Plan, Gender Equality and Social Inclusion Guideline, guideline on Prevention of Sexual Exploitation, Abuse, and Harassment (PSEAH), Communication Guideline and other specific policies guidelines and manuals applicable for the Swisscontact Nepal).
2. Knowledge generation, dissemination, and documentation
- Identify, discuss, and process all knowledge products, such as case stories, lesson learnt report etc., generated under the project.
- Develop/produce reports, press releases, news pieces, policy/intervention briefs and other relevant documents.
- Lead the development of communication materials (such as audio, video, and graphic design) in an appropriate format that meets the quality standards. Procure services to deliver these as required.
- Lead on implementing knowledge management cycle (such as creation, capture, refine, store, manage and disseminate) of the project.
- Review and update communication strategies on a regular basis and ensure the communication and knowledge management system is firmly in place and executed.
- Generate new ideas for producing innovative theme/issue specific communications materials for reaching to all kinds of stakeholders (e.g development partners, universities, governments, private sector, youth, parents etc.)
- Manage NVQS-P websites, Facebook, and other relevant social media. Edit and proofread all texts for the website and publications.
- Ensure all communications materials of the project adhered to the SDC communication policy and guidelines.
- Improve, create, and maintain knowledge management process and systems that enable the organisation’s access to, and sharing of templates, process/procedures, resources, and best practices in an easily accessible manner for project staff.
- Lead on day-to-day communication related activities like coordinate for translations (English to Nepali and vice versa), managing and improving internal communications, setting up e-library, monitor the distribution and communication materials.
- Support the organising of major events including exhibitions and campaigns and lead the role of facilitator for internal and external meetings and workshops/seminars.
- Document the processes, lessons learned, best practices, case studies and other relevant information regularly and feed into the project’s knowledge management system.
- Jointly lead with the Deputy Team Leader, Planning and Result Measurement for the preparation of periodic project reports and yearly plan of operation. Adhere to the deadlines of donor reporting and planning cycle.
- Comply with the project manual following all clause GESI and work force diversity and green TVET.
- Maintain professional working relationships with partners and contribute to a harmonious working environment.
- Adhere to any other tasks assigned by the supervisor.
3. Coordination, Collaboration and Networking
- Liaise with thematic persons (Communication and Knowledge Management) of SDC, Swisscontact Country Office and at CTEVT/NSTB to ensure the visibility and compliances set in the bilateral mandate agreement.
- Coordinate with Technical Coordinators, PPSU team at province to disseminate informationto increase coverage and better capture the results and learning and its dissemination.
- Support the project team to accurately capture data and prepare reports for knowledge management.
- Be proactive on establishing a good network among the stakeholders to increase ownership and to advocate for the NVQS project at federal, province and local level.
- Coordinate and collaborate with SDC mandate projects like QualiTY, ENSSURE including other likeminded TVET projects for possible exchange of project learnings.
- Work closely with the Swisscontact country office to provide regular project updates, content and materials for the organisation’s social media platforms to reach to a wider audience
- through the country office’s channels.
Qualification and Experience
The individual must conform to the following qualifications and expertise:
- Masters’ degree preferable in mass communication, journalism, development communication, public
relations, or any other related discipline. - At least five years of professional experience working in knowledge management and communication in the
development sector. - Advanced communication and reporting abilities in both English and Nepali languages (verbal and written).
- Experience in organising and implementing communication, media, and short-form video production;
proficiency in photography and the creation of short stories. - Ability and willingness to work in a team to deliver high quality outputs within deadlines in a dynamic and
fast-paced environment. - Willingness and ability to travel in project intervention areas.
