The Communication Associate (TA) will provide technical, and operations support to the ROSA Communication and Advocacy Section. He/she will report to the Regional Chief of Communication and Advocacy for the duration of the assignment. The Communication Associate will support in carrying out a range of programme and operations support functions to help develop, implement and monitor their ongoing programme, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.
The Communication Associate works in close collaboration with a range of staff in ROSA, UNICEF Country Offices, external partners and agency counterparts in support of programme design and delivery. S/He will provide regular feedback on the status of projects through monitoring milestones and advise on improvements to keep activities on track.
Summary of key functions/accountabilities:
A. Media Monitoring
- Support the Media Specialist to monitor the media on all outlets and prepare daily press highlights covering UNICEF and child rights issues in South Asia.
- Support the Media Specialist to produce media monitoring reports on a monthly, biannual and yearly basis. The biannual and yearly media monitoring reports provide disaggregated data (media type, activity type, related programme).
- Maintain an updated contact database of journalists.
- Provide support in researching and compiling information for media releases, and key messages.
B. Knowledge management, events & website support
- Serve as a backup focal point to upload content to the ROSA website using the Drupal CMS system. (Note: training on using UNICEF’s DRUPAL system to manage websites will be offered).
- Support the ROSA Communication section to conceptualize high-impact regional campaigns and events.
- Support the ROSA Communication section with event planning and rollout, including drafting and reviewing written content and publications, coordinating with UNICEF and external stakeholders, and other miscellaneous event management support as needed.
- Support the ROSA Communication as needed to design and roll out regional campaigns
- Upload working and cleared documents on the internal ROSA SharePoint site.
- Support with cataloguing, arranging and updating the internal SharePoint site for the ROSA Communication and Advocacy section.
C. Operations support
- Ensure procurement for equipment, supplies and services for supporting section including, but not limited to, checking available of vendors, obtaining quotations, and finalising contracting.
- Process travel authorization in VISION obtaining approvals through SharePoint and using appropriate funding sources.
- Maintain an updated telephone tree for the supporting section.
- Support supervisor with overall organization matters and all types of clearance processes within the section.
- Regularly monitoring budgets and financial expenditures of the section by employing applicable tools, ensuring compliance with UNICEF rules and regulations, and keeping the supervisor informed and advised on actions for decision and/or follow-up.
- Prepare monitoring and reporting information for supervisor and team on agreed performance indicators to drive more efficient management and accountability for results.
- Assist in preparing periodic or ad-hoc financial reports relating to the country office and donors to support the office in optimizing the use of programme funds.
- Assist in planning fund utilization according to work activities and support the Sections in managing funds.
- Carry out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs), and making amendments and alterations as per section revisions when necessary.
- Carry out transactions in VISION about grants and programme-related items for his/her section including but not limited to registering grant allotments and tracking expiring programme grants.
- Provide support with cost estimation for the procurement of services (consultancy) and equipment.
- Process timely payment through ROSA BSC.
- Work closely with the Communication Associate (Social Media) to process disaggregated payments for digital marketing invoices.
- Liaise with country offices to provide FCs for payment processing.
- Monitor contracts and process required documentation for issuance/extensions with relevant sections.
- Update and maintain the ROSA roster for content writers, editors, photographers, videographers, graphic designers and animators for the South Asia region.
To qualify as an advocate for every child you will have…
- Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.
- A minimum of six years of administrative or clerical work experience is required. Previous experience in similar programme support functions is an asset.
- Strong interpersonal skills in being able to develop and maintain effective working relations with a diverse range of stakeholders.
- Ability to work independently, be proactive and possess strong organizational skills, with good attention to detail.
- Fluency in English is needed. Knowledge of another UN language is an asset. Knowledge of the local working language of the duty station/region is desirable but not required.
