Youth Innovation Lab (YI-Lab) is a not-for-profit civic tech company that works at the intersection of emerging cutting-edge technological tools and their applications by equipping young professionals to solve emerging challenges in our community. YI-Lab’s mission statement is, ‘to engage young people to bridge science to people and policy through innovation’. YI-Lab harnesses indigenous knowledge, citizen science approach, develops low-cost technological solutions, promotes open data, promotes entrepreneurship, and conducts evidence-based advocacy campaigns. YI-Lab provides a conducive environment for young people to co-create solutions for inclusive development.

About the project

Nepali Yuwa in Climate Action and Green Growth (NYCAGG) project is funded by the European Union to promote the involvement of young Nepali people in green growth, environmental protection, and combatting climate change. NYCAGG is a four year-long project that will be implemented in Province 2, Karnali Province, and Sudurpaschim Province through the consortium partners Youth Innovation Lab (YI-LAB), Restless Development Nepal, CREASION, and CDMS.

NYCAGG focuses on working with young people, and empowering and providing them a platform to aid towards the post-COVID recovery and development process. Furthermore, the activities under Climate Fellowship, Climate Smart Entrepreneurship, Mentee-mentorship, Digital Advocacy, and Youth Sounding Board work towards empowering young people, providing them employment opportunities, generating innovative ideas to address climate and environmental issues, and advocating for policy changes to promote environmental protection.

Job Description

The Compliance and Procurement Officer will oversee Compliance Management and Procurement, working closely with project team members and consortium partners. This role supports the project team in financial tracking, payment processes, and managing documentation throughout the entire project.

Qualifications

Education and experience

  • Bachelor’s degree in Business, Public Administration or related field.
  • Experience in accounting, compliance, administration, and area of procurement of goods and services.
  • Prior experience in donor compliance and financial management would be a plus.

Skills and competencies

  • Ability to maintain good working relationships with project team members and the consortium partners while retaining high levels of confidentiality and discretion.
  • Ability to work on accounting software such as FAMAS.
  • Strong verbal, writing, and communication skills are essential.
  • Negotiation skills.
  • Fluency in written and spoken English and Nepali.
  • Attention to detail, ability to follow procedures, meet deadlines, track progress, and work independently and cooperatively with team members.
  • Experience with Microsoft office 365.

Roles and Responsibilities

1. Compliance to policies, rules/regulations, and guidelines

  •  Adhere to YI-Lab’s organizational policies, procedures, regulations, and guidelines.
  •  Ensure that all activities align with both organizational and donor-specific compliance requirements
  • Identify potential compliance risks and recommend actions to mitigate them.

2. Documentation Compliance

  • Maintain organized and up-to-date records of all relevant documents, ensuring they are easily accessible for reference and audit purposes.
  • Compile and submit regular reports on compliance status and any issues identified to the appropriate authorities or management.
  •  Establish and maintain a document control system to manage the creation, review, approval, and distribution of all official documents.

3. Social Welfare Council (SWC) Legal and Compliance:

  •  Ensure strict adherence to SWC regulations and requirements, coordinating with SWC for timely submission of necessary documents and reports.

  •  Stay updated on changes in SWC policies and ensure organizational alignment.

4. Coordinating and networking

  •  Act as the primary contact with Social Welfare Council (SWC) officials, ensuring smooth communication and adherence to their regulatory requirements.
  • Maintain close coordination with project team members and consortium partners to ensure effective collaboration and communication.

5. Monitoring and evaluation

  • Assist project team members in meeting organizational and donor compliance requirement.
  • Take part in monitoring and evaluation activities to ensure that procurement practices align with compliance and quality standards.

6. Procurement

  • Serve as the main point of contact for all procurement activities, including products, services (such as consultancy and hotel bookings), and other related needs.
  • Provide logistical support for events, ensuring all necessary materials and services are available and efficiently managed.
  •  Coordinate with staff, operations personnel, and outside agencies to ensure materials and services are available when needed.

7. Company’s Legal Compliance

  •  Handle the registration and renewal of all company documents, including those related to the office of the company registrar, ward renewals, and the Inland Revenue Department (IRD), ensuring that all legal requirements are met in a timely manner.
