Job Description

Reporting to: Team Leader
Job purpose: This position is overall responsible for:
Managing the contractual aspects of the project, including the development, negotiation, execution, and management of contracts with contractors. The position will be working closely with project teams to ensure that contracts are executed in a timely and efficient manner, and that they meet the standards/needs of the project.

1. Compliance to policies, rules/regulations and guidelines

  • Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation (Code of Conduct; NPR-Nepal; Finance Manual; Security Response Guide; Gender Equality and Social Inclusion Guide; Mobbing, Sexual Harassment & Abuse of Authority; Code of Conduct Against Corruption etc.) and other specific policies applicable for the project;
  • Ensure Conflict Sensitive Programme Management at all levels;
    Ensure compliance of all the terms and conditions agreed between HELVETAS Swiss Intercooperation Nepal and the donor.

2. Contract Management

  • Develop the procurement plan as per the project plan of activities in close consultation of the project team and update when necessary
  • Develop bidding documents for goods and services including scope of work, timelines, deliverables, and pricing;
  • Lead bidding process including tender evaluation;
  • Develop and negotiate contracts and recommend for the award working in close collaboration with the Finance and Admin Manager;
  • Ensure compliance with organizational policies and procedures, as well as legal and regulatory requirements;
  • Lead the process for managing contract changes, including amendments, extensions, and modifications;
  • Coordinate with project teams to ensure that contract requirements are being met and that deliverables are on track and are of the quality as per the drawing and specification;
  • Line manage Technical Officers (Engineers) and provide guidance and support on contract-related matters;
  • Resolve any contract disputes or issues that arise during the course of the project.

3. Monitoring and reporting

  • Ensure timely monitoring of project activities through regular field visits, interactions with partners, contractors, and stakeholders;
  • Monitor and report on contract performance, including key metrics such as schedule, budget, and quality;
  • Assess the project progress, ensure the quality works and ensure that the information system is well established in the project;
  • Support in organising review and planning meetings; and contribute in sharing forums, meetings and exchanges;
  • Maintain accurate records of all contract-related documents, including correspondence, invoices, and change orders;
  • Ensure proper documentation and support in dissemination of project experiences;
  • Provide technical support to the the partner organizations to implement the programme activities;
  • Ensure adherence of good governance practices in planning, implementation and monitoring of project activities;
  • Contribute for the quality reports.

4. Coordination, communication and Networking

  • Maintain effective coordination, communication and networking with contractors, project team, governmental and non-governmental organisations, and other stakeholders;
  • Maintain good communication, exchange and working relationship with Country Office, donor and keep informed regularly about working progress;
  • Ensure that all project stakeholders are kept informed of contract status and progress.

Other Specific Responsibilities

  • Professionally discharge other tasks as requested by the Team Leader;
  • Be proactive in bringing innovations and taking new initiatives into the programme and the organization.

Job Requirements

A. Minimum Education Attainment: Master’s degree in Civil Engineering or Master’s degree in Construction Management with Bachelors’ degree in Civil Engineering.

B. Minimum Professional Experience: Minimum of 5 years of experience in contract management in the engineering or construction industry.

C. Required Competencies:

  • Strong knowledge of contract law, including the ability to interpret and apply legal provisions
  • Excellent negotiation and communication skills, with the ability to build and maintain strong relationships with government and nongovernment stakeholders including contractors and suppliers
  • Strong organizational skills and attention to detail, with the ability to manage multiple contracts simultaneously
  • Experience in outcome/results-based project implementation, monitoring and reporting
  • Strong networking skills, ability to link various actors and institutions
  • Strong motivator, a team player, and a coach
  • Excellent analytical, conceptual and programmatic competencies
  • Excellent reporting and writing skills
  • Result oriented
  • Strong communication and facilitating skills
  • Commitment towards gender equality, social inclusion, and poverty reduction
  • Fluency in English, both written and oral
  • IT: Proficiency in using office application software
