Job Description for: Monitoring, Evaluation, Research and Learning Officer

Job Title: MERL Officer

Purpose of the Role
MERL Officer will work closely with the Project Lead and Project Management Team (PMT) to monitor the project activities and evaluate their effectiveness; ensuring standard of the deliverables.

Roles and Responsibilities

Leadership and Management

  • Maintain project dashboards and reports that support decision-making and performance tracking.
  • Support project teams in developing and implementing project implementation strategies, plans, and processes to ensure that the project goals are met.

Implementing M&E

  • Work closely with the Project Lead, and Project Management Team (PMT) in the development and implementation of MERL framework, detailed implementation plan, performance indicators, and targets embedded in the work plan.
  • Establish MERL framework with clear-cut goals, outcomes, outputs, inputs, processes, indicators, data needs, and sources, and reporting formats and frequency, for effective monitoring, reporting, and updating progress
  • Support the project’s baseline, mid-term evaluation and impact evaluations and work in collecting and analyzing data and establish baselines, benchmarks and targets for the program’s process, outcome and impact indicators.
  • Build on the findings of the baseline study, establish an M&E system that ensures the ongoing collection and management of quality data throughout the life of the program.
  • Develop and maintain a uniform and consistent data collection and reporting methodology and schedule and ensure consistent and timely application of all M&E systems and standards.
  • Work closely with all project staff (including consortium partners) to monitor program progress and achievements. Identify key issues, lessons learned, and best practices to document and publish.
  • Under the direct supervision of PL lead and manage the monitoring and evaluation. This includes developing work plans, performing staff evaluations, and ensuring their efficiency and productivity.

Internal Data Quality Control and Project Information Management

  • Develop and maintain effective information database(s) on projects, providing resources and necessary support for program inputs, outputs, outcomes, and impact data.
  • Harmonize program monitoring indicators and systems with local and national development goals and meet donor compliance.
  • Participate in and coordinate the timely collection and analysis of all program performance data and information.
  • Collate, consolidate and prepare reports on the M&E activities and processes as required for reporting.
  • Track program progress against indicators and ensure early identification of any areas requiring necessary action.

Research and reporting

  • Support in design and implementation of assessments of activities and other surveys as per need of project
  • Supporting further analysis data from various surveys
  • Support in monitoring/ data-management (including data gathering, organizing recoding, statistical analysis, storage and retrieval) efforts within organization
  • Draft donor reports, case studies, best practices, lessons learned, and success stories
  • Promote the use of data to inform decision-making and link evidence-based approaches to achieve results
  • Preparing periodic progress reports of project activities which include event-based reports, and monthly, quarterly and annual progress reports

Coordination and networking

  • Coordinate closely with partners and stakeholders for data planning, identification of data sources, and collection of data for monitoring purposes and result dissemination.
  • Work closely with provincial and local governments, CSOs of waste workers, waste enterprises, and community members to share results and best practices and coach stakeholders regarding methods to improve project implementation and effectiveness.

Education:

  • At least 3 years of relevant professional work experience
  • Master’s degree (or equivalent) in Development Studies, Public Administration, Economics, Environmental science or a relevant field; training or certification in Monitoring and Evaluation, Research, and Reporting a plus.
  • Strong verbal and written communication skills (English and Nepali)
  • Strong strategic and analytical ability
  • Good knowledge of social media and website management
  • Preferences will be given to the candidates demonstrating progressive professional experience, including work experience at and with local organizations in Nepal, with proven experience as a support or a lead role in designing, rolling out and adapting MERL plans, designing, and delivering the capacity building plans of the counterparts.

Skill and Abilities:

  • Excellent computer skills, well-versed with Microsoft office packages especially SPSS/Stata, KOBO, Advance Excel, GIS etc.
  • Excellent analytical skills and the ability to summarize disparate information in a clear and concise manner.
  • Excellent data collection methodology skills.
  • Ability to create organizational work plans based on mission, vision, and goals.
  • Ability to lead and coordinate multiple project areas without a direct supervisor.

  • Prior experience of working with EU funded project would be a plus.

2. Job Description for Environment Officer

Job Title: Environment Officer

Purpose of the Role
Environment Officer will work closely with the Project Lead and Project Management Team (PMT) to promote plastic waste management and reduction for a just transition towards Circular Economy and engage key stakeholders to advocate for inclusive and evidence-based policies for the promotion of Circular Economy. Environment Officer will ensure timely implementation of the activities: Strengthened capacity of waste enterprises for plastic waste collection and recycling, Opportunities created for businesses to develop sustainable plastic alternative products to support the transition to CE, Alliance of WWs strengthened for their inclusion in policy making process, Formulated SWM policy guidelines at local and provincial level and a recycling policy at federal level through the engagement of CSOs and youths.

Roles and Responsibilities

Research and monitoring

  • Conduct baseline research in the project provinces – Bagmati, Madhesh and Lumbini to identify stakeholders (waste enterprise, CSOs of waste workers, public schools)
  • Develop questionnaire, matrix, analyze data, and present findings to the PMT in selection of waste enterprises, CSOs of waste workers and public schools
  • Work closely with Project Lead, MERL officer, and PMT to monitor program progress and achievements. Identify key issues, lessons learned, and best practices to document and publish.

Strengthening of the existing private waste enterprises

  • Develop Standard Operating Procedure (SOP) for smooth operation of waste enterprises, machineries
  • Organize occupational safety trainings to waste enterprises
  • Lead advocacy campaign for the recognition of waste workers at national level
  • Ensure regular communication and coordination with partnered waste enterprises in monitoring of waste recovery, and development of reports

Empowering waste workers through CSOs

  • Develop guideline/matrix for selection of CSOs of waste workers, fund distribution, and programs for the CSOs
  • Ensure the overall coordination and networking with CSOs of waste workers
  • Prepare a detailed work-plan of CSOs of waste workers in line with the approved proposal, plan, budget, and logical framework.
  • Conduct capacity development trainings, organizational development trainings, workshops, conference, strategy development for the selected CSOs of waste workers in the project province
  • Facilitate CSOs of waste workers in the formation, and registration of CSOs
  • Facilitate the CSOs of waste workers in integrating with Nepal Circularity Alliance, International Alliance of Waste Pickers and National network of Waste Pickers and support in the constitution development

Coordinating and networking

  • Maintain close coordination and contact with partnered provincial and municipal governments and coordinate for MoU signing with the concerned governments.
  • Coordinate regularly with local government solid waste/sanitation/environment division, expert and Climate Smart Fellows and provide them needed guidance.

Reporting

  • Prepare brief project updates and monthly financial reports
  • Submit narrative progress reports and financial reports on the agreed timeline
  • Submit the annual report at the end of each project cycle
  • Collect and compile learnings, good practices, and case studies from the field
  • Participate in the monthly meeting of the project implementation team
  • Compliance to policies, rules/regulations, and guidelines
  • Adhere to CREASIONs organizational policies, procedures, regulations, and guidelines
  • Ensure that the organization and donor’s compliance are met

3. Job Description for Project Associate

Job Title: Project Associate

Purpose of the Role
Under the supervision of the General Secretary and Senior Program Associate, the Program Associate will be responsible for learning to develop and execute the environmental projects, document the plastic recovery record and documentation of project pictures and impacts. Project Associate will work closely with young people and ensure timely implementation of the activities Climate Smart Schools and Digital Volunteerism.

Roles and Responsibilities
Communication, Coordination and Networking

  • Support in the coordination and communication with partnered public schools and youth groups for the timely and effective implementation of the project activities

Programmatic engagement

  • Organize workshops, training program at schools to disseminate curriculum
  • Provide logistical support to the youth engaged in the project
  • Overview of public schools

Documentation and compliance

  • Prepare brief project updates and monthly reports.
  • Collect and compile learnings, good practices, and case studies from the field.
  • Participate in the monthly meeting of the project implementation team.
  • Adhere to CREASION’s organizational policy, procedures, regulations, and guidelines.
  • Ensure that the organization and donor’s compliance are met.
  • In close co-ordination with the Senior Program Associate and the Project Lead, the Program Associate will support the team in maintaining the collection, record, sales and consignment record on daily basis. The program Associate will also support the team in creating Event Reports and Concept Notes for the Programs.

Monitoring and Evaluation

  • Carry regular monitoring of the field activities and share the update with the Project Lead and Project Coordinators.
  • Ensure the quality of the program outputs.
  • Facilitate internal/external evaluation as per project requirements.

Qualifications/ Requirements:

  • At least three years of relevant professional work experience in relevant sector
  • Bachelor’s degree (or equivalent) in developmental studies, social science, environment science, natural resource management, and other related fields
  • Strong verbal and written communication skills (English and Nepali)
  • Strong strategic and analytical ability.
  • Good knowledge of social media and website management.

Skills and competencies:

  • Ability to develop and maintain coordination and contact with partnered Provincial and Municipal governments.
