1. Background

The project Reclaiming Advocacy through Narratives, Debates, Grassroot Theatre and Arts (RANGA) aims to promote youth engagement in Nepal through culture and creativity. Using art and cultural tools such as theatre, debate, storytelling, and digital media, the project empowers youth as creators, advocates, and professionals, enabling them to actively contribute to civic life and community development.

The project mobilizes youth-led NGOs and community groups across provinces of Nepal, strengthening their capacity to lead inclusive cultural initiatives. It integrates cross-cutting priorities including gender equality, social inclusion, and the “leave no one behind” principle, with particular focus on marginalized youth including Dalit, Indigenous communities, persons with disabilities, gender-diverse individuals, and LGBTIQ+ communities, especially intersex individuals.

RANGA is implemented in consortium partnership with Mandala Theatre Nepal (Lead Partner) and Campaign for Change, with Debate Network Nepal (DNN) serving as a key implementing partner responsible for debate, dialogue, and youth engagement components.
The project is expected to run until December 2028.

2. Purpose of the Position

The Provincial Coordinator will be responsible for coordinating and implementing RANGA Project activities at the provincial level and supporting Debate Network Nepal’s wider provincial engagement, in alignment with approved work plans, budgets, organizational priorities, and donor requirements.

The position will support provincial-level financial planning and budgeting processes, including the timely tracking of expenses, collection of supporting documents, and compliance with project, organizational, and donor requirements.

The Provincial Coordinator will work closely with the National Program Coordinator, the Kathmandu-based DNN team, consortium partners, local governments, educational institutions,
youth networks, and other relevant stakeholders to ensure effective implementation, reporting, visibility, and stakeholder engagement.

3. Key Responsibilities

3.1 Program Implementation

  • Coordinate and implement project activities at the provincial level including workshops, debates, theatre engagements, fellowships, advocacy events, and trainings.
  • Ensure inclusive participation of marginalized youth groups.
  •  Identify and mobilize local youth groups, artists, facilitators, and stakeholders.
  •  Ensure activities are delivered according to approved plans and timelines.

3.2 DNN Provincial Engagement and Organizational Support

  •  Support the planning, coordination, and implementation of DNN’s provincial activities beyond the RANGA Project, as assigned by the National Program Coordinator or DNN management.
  • Strengthen DNN’s visibility, presence, and relationships with debate clubs, youth networks, educational institutions, local governments, civil-society organizations, and other relevant stakeholders in the province.
  •  Facilitate and support provincial debate clubs, youth learning spaces, dialogue sessions, trainings, competitions, and other DNN-led youth engagement initiatives.
  •  Identify opportunities for collaboration, partnerships, local resource mobilization, and expansion of DNN’s programs within the province.
  •  Collect and share provincial-level opportunities, emerging youth issues, stakeholder feedback, and relevant information that can inform DNN’s programme development, advocacy, and future proposals.
  •  Support communication and visibility of DNN’s provincial activities by collecting stories, photographs, participant testimonials, and activity updates, in line with DNN’s communication and safeguarding policies.
  •  Represent DNN in relevant provincial and local meetings, networks, and events, when assigned.

3.3 Financial and Budget Support

  •  Support preparation of provincial activity budgets in coordination with the National Program Coordinator and Admin, Finance and Documentation Officer.
  •  Track provincial-level expenditures and ensure alignment with approved budgets.
  • Maintain proper documentation of financial records and submit supporting documents in a timely manner.
  • Support financial compliance in accordance with donor and organizational policies.

3.4 Coordination and Government Liaison

  •  Coordinate with local governments and relevant provincial and municipal authorities for program implementation and collaboration.
  •  Maintain regular communication with consortium partners for smooth provincial implementation.
  •  Build and maintain relationships with local stakeholders, youth networks, and cultural institutions.
  •  Represent DNN in provincial-level and local-level coordination meetings when required.

3.5 Documentation, Communication, and Reporting

  •  Maintain systematic documentation of provincial activities including attendance sheets, reports, photographs, and case studies.
  •  Prepare and submit timely activity reports and updates to the Kathmandu office.
  • Support communication-related work including collection of stories, testimonials, and visibility materials.
  •  Provide inputs for consolidated technical and narrative reporting.

3.6 Monitoring and Evaluation (M&E)

  • Collect and maintain beneficiary data in line with project indicators.
  •  Ensure disaggregated data collection (gender, inclusion categories, province).
  •  Support monitoring visits and review meetings.
  •  Provide evidence-based documentation of provincial-level impact.

3.7 Compliance and Safeguarding

  •  Ensure adherence to donor regulations and DNN’s internal policies.
  •  Promote inclusion, non-discrimination, safeguarding, and PSEA principles.
  •  Maintain confidentiality and ethical standards in working with beneficiaries and stakeholders.

4. Deliverables

  • Timely implementation of provincial-level activities.
  •  Monthly progress updates to the National Program Coordinator.
  •  Properly documented financial and narrative activity files.
  •  Updated beneficiary tracking data.
  •  Inputs to interim and final reports.

5. Duration and Contract Conditions

  •  Contract valid until 31 December 2028, subject to satisfactory performance and project continuity.
  •  Initial probation period of 3 months.
  • The position is based in Surkhet, Karnali Province.
  • Occasional travel required within the province and, when necessary, outside the province to Kathmandu or other provinces for project-related activities.

6. Reporting and Supervision

The Provincial Coordinator will report directly to the National Program Coordinator and will coordinate closely with:

  • Managing Director and, Admin, Finance and Documentation Officer (Kathmandu office)
  • Consortium partners
  •  Local governments and relevant authorities
  •  Provincial stakeholders and youth networks

7. Required Qualifications and Experience

Education

  • Bachelor’s degree in Social Sciences, Development Studies, Management, Arts, Humanities, or related field.

Experience

  •  Minimum 1–2 years of relevant experience in project implementation, youth engagement, community mobilization, or cultural initiatives.
  •  Experience working with NGOs or donor-funded projects preferred.

Skills and Competencies

  •  Strong coordination and facilitation skills.
  • Basic budgeting and financial tracking skills.
  •  Good communication skills in Nepali and English.
  •  Ability to work independently at provincial level.
  •  Strong documentation and reporting skills.
  •  Commitment to inclusion, diversity, and youth empowerment.
