Job Summary:

ADRA is searching for a Deputy Chief of Party (DCOP) for an upcoming USAID-funded Health Systems Strengthening Activity (HSSA) in Nepal. The primary objective of this project is to strengthen the health system at the municipality, provincial, and federal levels, with a specific focus on Maternal Newborn and Child Health, to improve access and equity in healthcare. The DCOP will provide overall technical leadership and operational oversight for the project, ensuring the successful implementation of high-impact interventions and alignment with project goals and reporting requirements. In the absence of the Chief of Party (COP), the DCOP will assume their responsibilities. This position will be responsible for liaising with and maintaining strong relationships with various actors, such as civil society organizations, consortium partners, and the Government of Nepal. This position is also responsible for engaging with local entities to further USAID’s localization agenda throughout the project period at all levels. The position will be based in Kathmandu and report to the Chief of Party. Key Responsibilities:

• Ensure compliance with contractual obligations, producing deliverables and achieving project results as specified by USAID and ADRA requirements.
• Provide overall strategic, technical, programmatic, financial, and management guidance, assisting the COP in overseeing all technical components of the program.
• Provide guidance and direction to technical staff.
• Ensure the strategic and functional integration of all technical areas across the project.
• Collaborate with the COP and senior management team to develop work plans and ensuring smooth implementation.
• Work with key staff/component leads and partners to carry out activities according to the work plan and established timelines.
• Support the M&E team for robust monitoring, evaluation, and learning mechanisms, as well as program monitoring tools and efficient systems for high-quality implementation.
• Ensure consortium partner buy-in and adherence to the overall technical approach and implementation.
• Provide oversight of implementing partners, fostering a positive and collaborative working environment inclusive of both local and international organizations, to achieve program objectives.
• Supervise program staff and manage consortium partners and grant recipients in coordination with the COP.
• Build staff capacity through on-the-job training and mentoring, in consultation with the COP.
• Represent the project in public and professional circles, as well as during donor and high-level visits, meetings and provide support in written correspondence with the donor as required.
• Serve as the Acting COP for technical components in the absence of the COP.

Required Qualifications:

• Postgraduate degree in international development, public health, or related field.
• Minimum of ten years of demonstrated experience in managing and supervising a large consortium and staff team, including international expatriate and local or international partner organizations.
• Experience in managing donor-funded international development programs, with preference given to experience managing USAID health projects of similar size.
• Demonstrated technical expertise in one or more areas, such as health systems strengthening, community health programs, gender and social inclusion, quality of health care, maternal and child health, family planning/reproductive health.
• Proven ability to work with government officials, international partners, Ministry of Health and Population (MOHP) personnel, local health staff, and other local stakeholders in designing and implementing health programs.
• Excellent team management, interpersonal, communication, and negotiation skills.
• Advanced cross-cultural sensitivity and experience working in multicultural, multi-linguistic environments, promoting trust and mutual respect.
• Experience in adaptive management, with the ability to iterate, test, and adjust programming in response to contextual shifts.
• Prior experience working in Nepal USAID funded project or outside in Nepal.
• Professional-level fluency in English, both oral and written; knowledge of Nepali is an asset.
• Progressive relevant international development programming experience, including significant experience in senior program management positions, or managing civil society or similar global donor programs in developing countries.
• Capacity to transfer and convey information and knowledge to external partners, stakeholders, senior officials, and the donor community.
