Brief Description:

Position Overview:

IBI is seeking a Deputy Chief of Party (DCOP) for an anticipated $15 million funded USAID E-Governance project in Nepal. The purpose of the USAID e-Governance activity is to assist the Government of Nepal (GoN) and the private sector in the development and rollout of an effective and efficient e-governance capability that is safe and accessible and to develop integrated and streamlined Government of Nepal-led eServices to Nepali citizens and businesses.

Key Responsibilities:

The DCOP will be responsible for providing the vision and overall leadership to the team; managing the Contractor’s technical assistance, training, and overall support; preparing and submitting reports as requested by USAID; and coordinating USAID assistance with the Government of Nepal and other key counterparts. This function includes, but is not limited to:

  • Support the COP in overall Activity management including planning, coordination, and quality control for deliverables to USAID, including work plans, budgets, and reports
  • Ability to coordinate and cooperate with a wide range of stakeholders including the GON, USAID, and other donor programs
  • Flexible and adaptive management capability with experience in adaptive management approaches in complex operating environments
  • Oversee and provide direction to technical leads, operational staff and their teams as directed by the COP, ensuring sustainable achievement of Activity results and objectives with a solid grasp of the sensitivities and demands of an information technology (IT) intensive activity
  • In coordination with the COP, serve as a key point of contact with partners, USAID, and strategic stakeholders, ensuring effective coordination and alignment with Activity goals
  • Serve as Acting COP and primary liaison with USAID/Nepal in the absence of the COP
  • Support the identification and mitigation of risks across the technical teams with an understanding of the pathways for, and challenges to, impactful digital governance in Nepal
  • Support the COP to ensure effective communication among Activity staff, partners, and stakeholders and represent the Activity at meetings, conferences, and other public events, promoting its achievements and lessons learned

Key Qualifications:

  • Master’s degree in finance, economics, public administration, or another related field is preferred or a bachelor’s with additional experience
  • Seven (7) years of increasingly responsible experience in implementing and managing donor-funded projects of similar scope and complexity
  • Minimum of ten (10 years) working in Government-led digital projects identifying ways to improve the use of data for decision making in the systems
  • Demonstrable ability to identify and design strategies for improving central technical assistance for GoN programs with experience in managing and implementing projects focused on digital governance and the IT sector

Fluency in digital literacy

  • Experience with USAID and strong knowledge of USAID rules and regulations
  • Demonstrated strong leadership ability for effective project management, technical and analytical skills, and personnel management/interpersonal skills
  • Demonstrated ability to form innovative partnerships for mutual benefit
  • Ability to cultivate effective working relationships with government officials, civil society organizations, private sector actors, and other stakeholders
  • Strong communication, writing, presentation, and interpersonal skills are required, with exceptional report writing in English
  • Previous work in Nepal or South Asia is highly desirable
  • Fluency in English and Nepali is required
