Emergency Preparedness and Response Manager (BHA Early Recovery, Risk Reduction, and Resilience Activity) – Nepal

Corus International’s country portfolio in Nepal has worked alongside the Nepal government, donors, and a variety of local and international partners since 2009. Programs reach marginalized communities through market systems facilitation, agriculture, food security, livelihoods, enterprise development, and disaster risk reduction activities. The portfolio includes a focus on both sustainable development and humanitarian assistance activities and operates out of Kathmandu.
Based in Kathmandu or in another program province, the EPRM will provide technical leadership in developing and implementing the emergency response strategies of the anticipated “”ER4 Activity,” which is expected to: 1 Strengthen community disaster risk management capacity to withstand and recover from disasters; 2) Improve coordination across tiers of the Government of Nepal (GoN) to enhance preparedness and response; 3) Build local capacity for implementing risk-informed interventions; and 4) Facilitate the development of resilient livelihoods and social protection mechanisms to reduce vulnerability to recurrent shocks. She/he will work closely with local government authorities, communities, and partners to enhance preparedness capacity and ensure effective coordination during disaster responses. This role will require significant engagement with the Government of Nepal (GoN) to align activities with national and regional frameworks for disaster management.
Actual hiring is contingent upon signed agreement and USAID approval.
Key Responsibilities:
- Lead the design and implementation of emergency preparedness and response strategies at national and local levels.
- Establish partnerships with government agencies and humanitarian actors to strengthen disaster management systems.
- Coordinate multi-sectoral response initiatives during crises to ensure efficient resource use and alignment with national protocols.
- Integrate early warning systems with local response mechanisms and facilitate preparedness drills and simulations.
- Represent the project in national and international coordination forums and policy discussions.
- Provide advisory support to GoN agencies to build their disaster management capacity.
- Monitor and evaluate preparedness initiatives and recommend improvements.
Qualifications
- Master’s degree in disaster risk management, environmental sciences, or a related field.
- At least five years of experience in emergency preparedness and disaster response programs, preferably in South Asia.
- Expertise in disaster risk reduction governance and familiarity with Nepal’s national and provincial systems.
- Experience leading emergency responses and coordinating with multiple stakeholders, including government and donors.
- Strong interpersonal and communication skills with demonstrated ability to manage complex multi-sectoral teams.
- English fluency required; knowledge of Nepali preferred.
- Willingness to travel extensively to disaster-prone regions within Nepal.
