Background & Project Description

Millennium Challenge Compact was signed on September 14, 2017 between the United States of America, acting through the Millennium Challenge Corporation (MCC), a United States government entity, and the Federal Democratic Republic of Nepal, acting through its Ministry of Finance. The Compact aims to increase the availability and reliability of electricity, maintain road quality, and facilitate power trade between Nepal and India helping to spur investments, and accelerate economic growth. The Compact Agreement is currently in implementation stage, and is valid for a period of five years from the date of Entry-Into-Force (EIF), i.e. 30 August 2023.

Pursuant to the aforementioned agreement, the entity charged with implementing the project has been established as the Millennium Challenge Account (MCA) Nepal entity. This is an important process management role in MCA-Nepal.

Position Objective

The Engineer- Road Maintenance, under the supervision of Project Manager-RMP&TA, is responsible for assisting in providing technical input to ensure timely and efficient implementation of the RMP. The Engineer-Road Maintenance will assist in implementation of the Project’s activities involving (a) Technical Assistance and (b) Strategic Road Maintenance Works as set forth in the Compact.

Duties and Responsibilities

Technical Assistance

  • Assist in the coordination with the MCA-Nepal team, relevant Implementing Entities, and other cooperating partners, to execute the activities for the Project under the Program Implementation Agreement;
  • Provide technical support and assistance for the Project, including the pilot pavement recycling program;
  • Provide technical assistance for the recruitment of consultant services to support data collection efforts and integration into the HMIS database to provide for annual road maintenance and rehabilitation plans.

Reporting

  •  Prepare, update and monitor all relevant project management tools including but not limited to: work plans (schedules), procurement plans, detailed financial plans (budgets), risk management plans and scoping documents (activity descriptions, terms of references, etc.) as Road Maintenance Engineer;
  •  Follow up on annual data collection and develop necessary remediation measures for consideration by the Project Manager-RMP&TA;
  • Provide requirement and budget updates to the Project Manager-RMP & TA routinely;
  • Review and provide technical feedback to the Project Manager-RMP & TA of any technical document/deliverable;
  •  Provide routine technical audits of fieldwork and consultant work and suggest remedial action steps for the Project Manager-RMP & TA.

Implementation

  •  Assist the Project Manager-RMP & TA in the administration of road maintenance civil works contracts;
  •  Provide coordination with the DOR and other stakeholders for the formal review of design studies and drawings done by design consultants as directed by the Project Manager-RMP & TA;
  • Deliver on a timely basis all needed approvals and permits during civil works, including but not limited to design modifications, variation orders and contract modifications;
  • Organize and participate in field visits to project sites;
  •  Perform other tasks and responsibilities as requested by the Project Manager-RMP & TA of MCA-Nepal.

Job Specification

Requirements (Education, Experience, Technical Competencies)

Minimum:

  •  Bachelor’s degree in Engineering, Civil Engineering, Mechanical Engineering, Electrical Engineering, or related field (an additional 5 years of experience can be substituted for a Master’s degree);
  •  Professional license or accreditation in Civil Engineering;
  •  At least 5 years or more of experience in roads construction/rehabilitation projects;
  • At least 2 years’ experience with HDM4 and its application in practice with managing a road network is preferred;
  •  Willing to undertake regular field visits and interact with different stakeholders;
  •  Excellent written and verbal communication skills in English and Nepali;
  •  Computer skills (MS office, MS Project).

Preferred:

  • Responsible and flexible attitude and capable of working with minimal supervision;
  • Have high integrity and exercise good judgement;
  • Ability to document, lead conversation with international contractors and arrive at results;
  • Experience working with FIDIC engineers and contractors;
  •  Proven ability to work with multiple stakeholders.
