Position Title: Field Coordinator (Anticipatory Action)
Project: Digital and Spatial Technology for Anticipatory Action (DASTAA) for Multi-Hazard and Multi-Sectoral Preparedness Planning
Duty Station: Barbardiya Municipality, Bardiya, Nepal
Reporting To: Senior Program Officer & Operation Coordinator, IHRR
Contract Type: Full-time, (6 months, with possibility of extension)

Job Summary:

DASTAA was introduced to shift the focus from reactive responses to proactive preparedness. The platform not only generated household-level composite risk and vulnerability scores but also created disaster and risk management plans tailored to each household. This allows household to better understand their specific risks and the necessary actions to enhance their resilience. It is a one-stop integrated platform for conducting assessment, monitoring weather and adopting early warning and early action.

The Field Officer (Anticipatory Action) will be seconded to the municipal government to support and strengthen the capacity of the local authority in managing disaster risk information systems, strengthening early warning mechanisms, implementing Impact Based Weather Forecasting (IBF), supporting data-driven anticipatory actions, and ensuring timely risk communication. The role is essential to bridge the gap between community-level data and municipal-level decision-making in disaster risk reduction and climate resilience. Hence, the Field Coordinator will contribute to empower local communities with early
warning systems, multi-hazard risk assessments, and anticipatory action tools
for a resilient future.

The Field Coordinator will collaborate with multiple agency including Local Government, development partners, INGOs, NGOs.

Key Responsibilities:

1. Research, Documentation, and Publication

  • Review, compile, and analyze data and findings from IHRR’s field research, multi-hazard risk assessments, and anticipatory action initiatives.
  • Document and translate technical results into academic manuscripts, research papers, technical reports, and policy briefs for peer-reviewed publication.
  • Support research and documentation on DASTAA, highlighting its role in shifting from reactive responses to proactive preparedness through household-level risk scoring and tailored disaster management planning.
  • Support the scaling and refinement of DASTAA across multiple geographies, integrating assessment, weather monitoring, and early warning–early action systems.
  • Disseminate IHRR’s research outputs through publications, conferences, and knowledge-sharing events.

2. Data Management and Analysis

  • Coordinate data collection and management related to early warning systems (EWS), climate risks, and disaster events.
  • Support the development and regular updating of hazard, exposure, and vulnerability databases.
  • Maintain EWS dashboards and contribute to integrating local-level data with national platforms.

3. Early Warning and Risk Communication

  • Collaborate with disaster management committees, line agencies, and community networks to monitor and disseminate weather forecasts and early warnings.
  • Support the development and testing of risk communication protocols, including message creation, dissemination channels, and community feedback mechanisms.
  • Ensure timely, inclusive, and accessible dissemination of actionable early warnings to at-risk communities.
  • Strengthen risk communication linkages between citizen scientists, communities, and municipal authorities.

4. Coordination and Technical Support

  • Serve as a liaison between the municipality, project teams, civil society organizations (CSOs), and local stakeholders.
  • Assist municipal officials in interpreting data, planning anticipatory actions, and implementing preparedness protocols.
  • Support local capacity in managing disaster risk information systems, implementing Impact-Based Forecasting (IBF), and enabling data-driven anticipatory actions.
  • Coordinate with provincial and national agencies to ensure alignment with broader early warning and disaster management frameworks.

5. Monitoring, Documentation, and Reporting

  • Track and document the performance of EWS and community response activities.
  • Prepare periodic analytical reports (monthly, quarterly, and thematic) with disaggregated data by gender, age, and disability.
  • Document success stories, lessons learned, and case studies for project reflection and advocacy.

6. Capacity Building and Community Engagement

  • Provide technical support and mentorship to local volunteers, social mobilizers, and disaster risk reduction (DRR) focal persons.
  • Organize training sessions, drills, and simulation exercises focused on localized early warning and anticipatory action.
  • Promote citizen science approaches for rainfall and water-level monitoring to enhance community data ownership, trust, and sustainability.

Qualifications and Experience:

  • Bachelor’s degree in Disaster Risk Management, Environmental Science, Geography, Data Science, or a related field (Master’s preferred).
  • At least 3 years of experience in disaster risk reduction, early warning systems, climate resilience, or community-based disaster management.
  • Strong analytical skills and experience with data visualization, GIS, and/or forecasting tools.
  • Experience working within or alongside municipalities is a strong asset.
  • Excellent interpersonal and communication skills; fluency in Nepali and proficiency in English.
  • Ability to work independently in the field and within a multidisciplinary team environment.

Key Competencies:

  • Proactive, analytical, and solutions-driven Familiarity with Nepal’s DRRM Act, local governance systems, and climate change frameworks Proficiency in MS Office, Excel, GIS, and relevant data tools
  • Understanding of climate-smart technologies and anticipatory action frameworks preferred
