Key Responsibilities:

This position will be responsible for providing support and coaching to WVIN’s NGO Partners and ensure all NGO Partners adhere required compliances, which includes payment and disbursements; procurement review; monitoring and reporting as per tools with at least 60% visit to the field/Project locations. To ensure stewardship, accountability and transparency in the Finance and SCM sectors through active resourcing and empowerment of PNGOs.

MAJOR RESPONSIBILITIES

  • Conduct Financial monitoring of PNGOs as per the financial monitoring tool and risk factors
  • Report the observations to the PNGOs management upon conducting each financial monitoring
  • Ensure recommendations to PNGOs are implemented within stipulated time tracking the recommendation based on its significance
  • Responsible for review and analysis of financial reports submitted by PNGOs and ensure compliance with donor requirements as well as WVIN policy and procedures.
  • Assist and orient PNGOs on using finance and procurement tools
  • Assist the PNGOs in developing budgets, standard costing, implementation plans and help determine any necessary arrangements including cost sharing.
  • Review project detailed implementation and annual plans and budgets to determine optimal utilization/allocation of funds of PNGOs.
  • Manage cash flow in relation to PNGOs activities including timely release of funds and cash forecasting to ensure smooth implementation.
  • Engage with PNGOs and play an active role with Budget Owner in the development of MOU’s and contracts/agreements
  • Assist PNGOs in bank account and signature requirements including internal monitoring of all partners bank accounts where WVIN funds may have been transferred as needed
  • Ensure minimum financial standards are applied as agreed between WVIN and PNGOs
  • Ensure that payments made by PNGOs adhere to established and agreed upon WVIN’s policies and procedures
  • Ensure Follow up with PNGO to ensure timely submission of financial (reporting package) as defined by Agreements
  • Conduct regular review of PNGOs accounting and SCM documents and reports related to agreement to confirm compliance as per WVIN guidelines and government departments
  • Assist relevant Budget Owner and PNGOs in preparing budget versus actual variance explanations reports
  • Provide special financial analysis reports on PNGOs budgets and expenses as required by management
  • Maintain advance registers for PNGOs, and reconcile monthly with the SUN System reports and PNGOs agreements.
  • Work with PNGOs and relevant program staff to resolve issues related with non-compliance
  • Contribute to the development of financial and procurement policies that relate to work with PNGOs
  • Ensure PNGOs financial documents and reports are scanned and backed up timely
  • Work with PNGOs to identify their financial learning needs to achieve effective implementation of MOU/contracts
  • Collaboratively develop capacity building plans with PNGOs based on their identified needs
  • Facilitate financial training and mentorship with PNGOs in collaboration with relevant program staff/budget owner
  • Support PNGOs to learn from their experiences and document best practices in financial and Supply Chain Management

Required Professional Experience

  • At least 3 years’ experience in similar field
  • Solid knowledge of accounting principles, financial systems, budget/cash-flow monitoring, procurement, system and internal controls
  • Strong analytical skills, Effective Communication skills
  • Knowledge of and experience with government grant regulations and financial reporting requirements
  • Strong knowledge of Procure-to-Pay processes.

Required Education, training, license, registration and certification

  • Bachelor degree or equivalent qualification in Finance or Accountancy

Preferred Knowledge and Qualifications

  • General Accepted Accounting Principles (GAAP), Knowledge on Nepalese Taxation, and VAT Act.
  • Excellent computer literacy & skill of MS office applications (Word/Excel/PowerPoint/internet etc.)
  • Good command of English & Nepali languages (written & spoken) • Able to articulate and communicate ideas well verbally and in writing
  • Practical knowledge of project finance, administration, assets and fleet management
  • Understanding of World Vision Financial and Supply Chain System & procedures
  • Ability to manage interpersonal relations and work effectively with others, to establish and maintain good working relations in a multicultural, multiethnic environment while showing sensitivity and respect for diversity.
