Job Description
Major Functions:
Under the direct supervision of the Finance and Administration Officer, the Finance & Administration Assistant will be responsible for providing financial and administration support to the Terai Arc Landscape office which includes financial payment, handling accounting software, inventory management, office administrative support, support to preparation of grants and consultancies, monitoring and reporting with at least 30% time focused on grantees financial monitoring.
Major Duties and Responsibilities:
1. Financial and Office Administration
The F&A Assistant will be responsible for providing financial and administrative support to the TAL program office in particular annual budget preparation, procurement planning, and financial monitoring of the grantee partners. S/he will be responsible for independent handling of routine letters, and proper filing of all correspondence and other project documents.
2. Program Accounting
Processes regular payment; supports F&A Officer in maintaining program and accounting records for the project complying with the standard accounting principles and the policy, procedures & provision of the Project Operation Manual (POM), and the grant agreement. Independently handles accounting software, maintains weekly/monthly data backup of the accounts periodically conducts accounting reconciliation and ensures timely payment to vendors, grantee partners, and the service providers, and initiates timely settlement of accounts receivables/payables including staff travel advance. Prepares monthly bank reconciliation.
3. Administrative and Logistics Support
Responsible for day-to-day office management. Supports F&A Officer for regular program staff meetings and provides logistics support. Assist field staff to develop daily administrative and accounting procedures and ensure quality control. Organizes travel and visit programs. Manages logistical arrangements for all meetings, in-house as well as others.
4. Consultancies and Grants
Supports F&A Officer to draft all requested grants, consultancy, and work-order and ensure proper filing.
5. Reporting
Supports F&A Officer in preparing the TAL program’s quarterly, and monthly financial reports and other required financial statements as per donor requirement.
6. Procurement
Supports the F&A Officer in the procurement of the goods and services for the project and updates the inventory management system complying with the provision of the POM and the condition of the Grant Agreement.
7. Coordination
Coordinates with TAL project partners in all financial and administrative matters in consultation with the supervisor.
8. Other Duties
Performs other duties as assigned by supervisor and plays an active role in the successful operation of projects.
Supervisory Responsibility: None
Working Relationships:
Internal: This position works closely with TAL project staff. Works closely with field-based staff of other key partners.
External: Interacts regularly with Grantees, Service contractors, Consultants.
Qualifications
Knowledge: Bachelor’s degree in accounting or a relevant degree with knowledge of computerized accounting systems. Operational knowledge of TALLY software will be an added advantage.
Experience: At least 2 years of experience in a similar position. Multi-donor-funded project experience is desirable.
Skills and Abilities:
- This position requires attention to detail, the ability to keep accurate financial records and the ability to effectively prioritize and work accurately under time constraints
- This position requires at least 30% of the time to travel to the field to coach, monitor and follow-up sub-recipients’ financial transactions.
- The candidate should have good coordination and English language skills.
- Strong interpersonal and team-player skills are essential.
- Working knowledge of one local language will be an added advantage.
- Skilled in Microsoft office package.
