Finance & Administration Officer
The Opportunity
PMEL (Portfolio Monitoring Evaluation and Learning) is a pilot project designed to promote and build a ‘big picture’ view of the FCDO Nepal (hereby referred to as the British Embassy Kathmandu or BEK) development and diplomacy portfolio and assist its leadership with evidence-based decision making.
This project is implemented by the Abt Britain team based in Kathmandu.
PMEL delivers these objectives through various analytical and facilitatory workstreams, including portfolio monitoring, evidence synthesis, and strategic learning. It plays a convening role by supporting BEK in holding the space for strategic reflection from the wealth of evidence generated from its programmes and contextual research.
PMEL performs the role of an Independent Portfolio MEL (Monitoring, Evaluation and Learning) function that supports BEK in building a more holistic picture of portfolio results by creating the ‘big picture’ of where BEK works, with whom, how and in what ways.
PMEL supports the sense-making of evidence to trigger strategic reflection with BEK leadership about decisions that affect its whole portfolio
Core Responsibilities
The Finance and Administration Officer, reporting to the Finance and Administration Manager, is responsible for providing ongoing operational support to the project team focusing on human resources, office administration, procurement, and other operational matters.
Finance and Administrative Support
- Maintenance of the asset register, conducting periodic inventory check, review of assets for their disposal; ensuring accuracy of inventory data
- Organisation of the procurement processes including market search, receipt of quotations, and negotiation of certain conditions of contracts in full compliance with FCDO and Abt Associates rules and regulations.
- Support the procurement process for assets to ensure that it is fair, competitive, transparent, ethical and supplies the best value for money.
- Coordinate submission of timesheets and invoices for consultants, document filing, in a manner that is compliant with FCDO and Abt’s Due Diligence requirements.
- Schedule and coordinate meetings, diaries, and travel arrangements.
- Provide operational and logistical support to project activities, ensuring that project team and programme staff have the support needed to implement the projects.
- Organise domestic project travel, including ensuring FCDO and Abt requirements and policies are closely adhered to.
- Manage recurring payments and assist with financial reporting.
- Facilitate Finance and Administration Manager
Human Resources Support
- Manages human resources record system, as well as insurance and staff well-being.
- Drafting contracts and management of personnel management tools
- Assistance in management of support staff
- Acts as company liaison when dealing with vendors.
What We Value
- Bachelor’s degree in commerce, Business Administration, or a similar field (CA/ACCA).
- At least 3 years of professional work experience in finance and accounting, human resources, administrative and office management in donor funded development projects or related field.
- FCDO experience strongly preferred.
- Excellent organisational skills and outstanding attention to detail. Ability to set priorities and multi-task.
- Strong computer skills, including familiarity with MS Word, Outlook and Excel.
- Excellent written and spoken skills in Nepali and English language.
- Driver’s license preferred
