ROLE PURPOSE

The Finance Specialist – Budgeting & Reporting is responsible to lead the team for accurate budget preparation & consolidation, quarterly forecast, analysis of different budget ratios in the budgeting process and it’s modification. The specialist also provides support to the Finance Manager budgeting and reporting for timely preparation of accurate financial report and analysis.

External relationships and representation

ACCOUNTABILITIES

Annual budget preparation and Consolidation

  • Take lead and coordinate with relevant stakeholders in preparation of the budget.
  • Ensure preparation of fully costed project budget with allocation for direct, indirect and apportion cost.
  • Provide support during the quarterly budget forecast process.
  • Review financial proposal budget and modification of exiting projects as assigned and provide feedback as needed.
  • Orient the project team on major components of the budgeting process.

Preparation and review of the financial report

  • Prepare periodic project reports for submission to National Office/ donors, as required.
  • Prepare monthly financial Analysis report.
  • Prepare periodic financial reports as per the requirement of the Social Welfare Council and provide support during the project evaluation process.
  • Periodic review of data to ensure appropriate charging of the costs in the accounting system.

Effectively Operate Grants and Finance module in the accounting system (SAP)

  • Update and provide support to ensure project related information in the system is accurate and up to date.
  • Generate system reports on a timely manner and review for accuracy.
  • Reconcile data in the system with reports submitted to National Office / donor.

Facilitation on statutory, Global Audit and Project Audit

  • Support to prepare financial statements for audit.
  • Ensure documents required for audits are compiled.
  • Coordinate with the field office finance team to ensure documents required for audits is compiled.
  • Prepare audit action list for finance and share with relevant team members.

Others:

  • Any other tasks as assigned by line manager in accordance to organizational mandate and priority.

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Education qualification and experience

  • Master’s Degree in Business Administration, accounting/finance or a related field with 2-3 years of experience OR a Bachelor’s Degree with relevant experience of 3-4 years of experience.
  • Demonstrated professional experience in the field of Budgeting & Reporting.
  • Experience of using accounting system is required. Knowledge of SAP system is highly desirable.
  • INGO work experience preferred.

Knowledge

  • Knowledge of financial management issues.
  • Knowledge of country specific law, rules and regulations related to Finance.
  • Knowledge of International Financial Reporting Standards, Control standards and risk management techniques and the reporting requirements of major international grant donors.
  • Strong knowledge of updated best practices and tools in budgetary management.

Skills & Ability

  • Budget development and spreadsheet maintenance.
  • Financial reporting analysis, initiative and attention to detail.
  • The ability to prioritize, work independently, understand and apply policies and procedures.
  • Excellent oral and written communication skills, in English and Nepali.
  • Strong computer skills – e-mail, windows, word processing, spreadsheet, PowerPoint.
  • Interpersonal skill, training and coaching skills.
  • Ability to problem solve, handle setbacks.
  • Ability to work in a multidisciplinary and multicultural environment.
