About the Organization

Center for Research and Sustainable Development Nepal (CREASION) is a not-for-profit organization that was established in 2005. Since it was founded, CREASION has been a leader in environmental protection in Nepal through recycling, research, emergency response, grassroots and circular economy related interventions. CREASION also houses innovative, impact-based projects as well as a learning center for youth. CREASION’s work is majorly centered around four thematic areas; Environment and Sustainability, Disaster Risk Reduction, and Youth and Volunteerism.

About the Project

Collaborative Approach for Preventing Plastic Leakages in Rivers (CAP) Project Description Project CAP (Collaborative Approach for Preventing Plastic Leakages in Rivers) aims to divert plastic waste into product value chain from landfills and rivers by strengthening plastic waste collection mechanism and bolstering recycling efforts through the introduction of technological innovations. The project will develop a collaborative model to engage all the major stakeholders in establishing a strong plastic waste value chain. The project works in 6 municipalities along four major river basins of Nepal by aligning with the proven and effective PARLEY AIR theme. Project CAP is one of the funded projects of PLEASE Project (Plastic Free Rivers and Seas of South Asia) in Nepal which is being implemented by The South Asia Cooperative Environment Programme (SACEP), in partnership with the United Nations Office for Procurement Services (UNOPS), funded by the World Bank and Parley for the Oceans.

Purpose of the Role

The financial specialist will provide support to the Finance and Administrative department of Creasion Nepal to ensure adequate Financial Implementations and management of Financial Resources and all the procurement process is in line with the organizational policy, donor guidelines and relevant government rules and regulations.

The key objectives include:

Procurement Support:

a. Review and assess the existing procurement processes and procedures.
b. Provide recommendations for improvements in procurement efficiency and effectiveness.
c. Assist in the development and implementation of a robust procurement plan.

Financial Compliance:

a. Conduct a comprehensive review of the project’s financial management systems.
b. Ensure compliance with relevant financial regulations, policies, and procedures.
c. Identify areas of financial risk and propose mitigation strategies.
d. Review financial reports and provide recommendations for accuracy and completeness.

Scope of work

The financial specialist’s scope of work will include, but not limited to:

  • Procurement Review of purchase process including vendor management, purchase order, material receipts and payments
  •  Review of fixed asset management process.
  • Assist in preparation, review and verify National & International Bid documents

Financial Compliance:

  • Review of processes made for Internal Financial Control (IFC);
  • Mapping of risks and controls related to processes identified in IFC;
  • Review /walk through to test actual functionality of the controls;
  • To test and verify transactions selected and report exception items, highlighting deviations, if any;
  • Review of monthly closing of books of account and preparing the monthly MIS for management.
  •  Review of financial statements closure process.
  •  Assist, review and verify the donor reporting.
  • Prepare periodic financial projections according to financial reporting.

Institutional Arrangement

  •  Financial Specialist will be working under the direction and supervision of Project Manager /Team Lead in cooperation with Finance Head and Founder and President.
  • Submit progress report monthly to the Team Lead.

Duration of Work: The duration of the consultancy is 12 months. The starting date is upon contract signature.

Duty Station: The specialist will be required to work and Report in the Creasion Head Office Kathmandu along with monitoring visit to Factory location whenever deemed required.

Qualification Required

  •  The financial Specialist should possess the following minimum qualifications:
  • Master’s degree in business administration or finance / Qualified Chartered Accountant (CA) (Preferred)
  • Experience in the related field not less than 7 Years.
  •  Strong Interpersonal and Presentation Skills
  • Scope of Price Proposal and Schedule of Payments
  •  Monthly Fee “All Inclusive “and monthly time sheet must be submitted by the Specialist.
