Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) is a specialized technical agency of the United Nations established in 1945 whose mission is to contribute to eradicating hunger and achieving food security for all. FAO contributes to the achievement of the 2030 Agenda through FAO’s Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient, and sustainable agri-food systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.

Currently in Nepal, FAO projects focus on technical capacity building, policy development, enhancing agri-production, strengthening food systems, improving food & nutrition security, enhancing resilience to Disasters and impacts of Climate Change as well as threats posed by zoonotic diseases to human health through the One Health approach. FAO also contributes to the coordination of humanitarian assistance/relief and transition to livelihoods recovery within the agriculture sector, under the framework of the food security cluster.

Reporting Lines

Under the overall supervision of the FAO Representative of Nepal, direct supervision of Assistant FAOR (programme) and technical guidance of Lead Technical officer in RAP and in close coordination with government focal point and capacity building specialist as well as other experts in the project, the incumbent will be responsible to carry out the Tasks and responsibilities.

Technical Focus

Provide needful support for programme and project operations as envisioned in the Terms of Reference (TOR).

Tasks and responsibilities

The Post harvest Expert will be responsible to carry out the following tasks for the Promoting large cardamom value chain in Nepal under One Country One Priority Product (OCOP) framework (TCP/NEP/3901) project:

  • Carry out an assessment of existing processing plants, national post-harvest practices in Nepal, identifying challenges and gaps for primary & secondary processing, market diversification in large cardamom for export market as well as in-country consumptions;
  • Design, fabrication, and testing of New double drum for dryer. Compare and calculate the cost-effectiveness of currently available dryer with newly designed new double drum dryer when manufactured at scale for commercialization.
  • Prepare cluster level post-harvest plan in close consultation with producer’s organization/group;
  • Develop training curricula and materials for post-harvest training on large cardamom to farmers, collectors and exporters;
  • Organize post-harvest and marketing trainings to the concerned value chain actors;
  • Support to establish one Model Improved Cardamom dryer for demonstration purpose by adopting the HS standard;
  • Support to promote storage and warehouse facility for large cardamom;
  • Develop SOP for drying, storage and transportation, and Good Manufacturing Practices guidelines;
  • Contribute to develop Information Education Communication materials (printed materials, newspaper articles, and audio/video) and success stories to launch the mass media campaign for creating awareness on different aspects of Large Cardamom produced in Nepal;
  • Facilitate formulation of a full project framework document capitalizing the lesson learnt and best practices validated for upscaling and wider replication of the project results;
  • Provide any other support necessary to the project and requested by the FAO.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in Agriculture Engineering, Post-harvest or other relevant areas.
  • A minimum of 5 years of working experience in agriculture processing, marketing and value chain.
  • Working knowledge of English and Nepal.
  • National of Nepal or resident in the country with a valid work permit.

Technical/Functional Skills

  • The candidate shall have competency and demonstrated practical experience in agriculture processing, marketing and value chain and working experience with development partners and government of Nepal
  • Good knowledge of the MS Office applications, Internet, and office technology equipment

Selection Criteria

  • Excellent communication, writing and presentation skills in English and Nepal.
  • Extent of relevant experience in the areas related to the programme and project implementation.
  • Ability to work with a multidisciplinary and multicultural team.
  • Prior working experience with development partners and government of Nepal.
  • High degree of team ethics, well-organized, result focused and dynamic personality.
  • Previous experience of working with UN agencies and Government services will be an asset.
