Gender and Disability Inclusion Advisor

Nepal Disabled Women Association (NDWA) is established at 2054 (1998) adopting the values of the fundamental rights and responsibilities provided by the constitution of Nepal in order to support Women with Disabilities (WWDs) to pursue their rights, and provide them protection and livelihood support. Unless WWDs from all sections of the Nepalese community get understanding of their human rights, particularly as ensured by the UN Convention on Rights of Persons with Disabilities, and exercise them, their lives will not be bright and prosperous. Thus, NDWA promotes the program to build the capacity of the WWDs living in both urban and remote areas of the country in order to make them capable and empowered so that they will be able to take initiative to exercise their rights. It is vital to empower women from other disadvantaged communities such as women with disabilities from Dalit and Madhesi to build their self- esteem and confidence. In this context, NDWA has an important role to advocate on the issues of WWDs, such as rights to education, health, employment, rehabilitation and social security.

Gender and Disability Inclusion Advisor – Financial Autonomy and Inclusion of Persons with Disabilities through Agriculture 2 (FAIDA2)

Location: Chitwan District, Bagmati Province

Duration: September 15, 2024 to August 31, 2025 (with possibility of extension)

Reports to: Program Coordinator/ Executive Director

Nepal Disabled Women Association (NDWA) is a non-government organization (NGO) established in 1998, led by women with disability. NDWA has been working since its establishment for the empowerment of women with disabilities to ensure and utilize their fundamental rights through focused program on education, health, livelihood, rehabilitation, meaningful participation and representation by doing advocacy, capacity building and awareness raising. Women with disabilities still face discrimination and isolation from the nation & community due to the lack of awareness, education, communication, access in health, poor economic condition, mobility barrier, less employment & job opportunities, lack of proper government system/mechanism, lack of supporting policies and proper implementation. NDWA with its work throughout the years has been able to achieve many positive results on education, health, economic, livelihood & opportunity. Much still needs to be done for the betterment of women with disabilities. NDWA’s goal is ‘to improve socio-economic and political status of women with disabilities’ focusing on education, health, rehabilitation and livelihood through advocacy, capacity building and right basis approaches.

Nepal Disabled Women Association (NDWA) is seeking an experienced and qualified Nepali candidate as Gender and Disability Inclusion Advisor for Financial Autonomy and Inclusion of persons with Disabilities through Agriculture 2 (FAIDA2) project – Financial Autonomy Inclusion of persons with Disabilities through Agriculture 2 (FAIDA2)-NDWA in Chitwan, Bagmati Province. This initiative, led by CBM Global and implemented by SAPPROS and NDWA, aims to demonstrate how to achieve financial inclusion for persons with disabilities across Nepal. NDWA will employ a dedicated NDWA Gender and Disability Inclusion Advisor to oversee equitable participation in project activities, and advocate to suppliers and service providers to overcome barriers. FAIDA2 will target 50% of beneficiaries to be women, to match the population distribution.

Scope of Work

Under the direct supervision of the CBM Global program officer and NDWA’s central program Coordinator/Executive Board/GEDSI Specialist will support Project Gender and Disability Inclusion Advisor for the effective implementation of the related activities under FAIDA2 project and represent NDWA at Provincial/local/district. This includes coordinating with District partners of consortia members (CBMG, SAPPROS and others) supporting program, M&E department, and partners’ staff and district chapters in the implementation of project deliverable in the field. S/he will be responsible for management of activities trackers, information sharing across the organization, partners and other relevant stakeholders. Additionally, the coordinator will work together with Project Lead/ officers that include project team members in field level.

Key Summary of Functions

  1. Support Project/Program Lead to manage implementation of project in field level jointly with consortium partners in line with the proposal strategies and donor requirements, along with working jointly with SAPPROS and CBMG and Federal Technical Specialist and related project team members.
  2.  Technical Support to Program Coordinator/Manager/Officer in the project management, budget management and oversee the implementation of all outputs and mainstreaming agenda (Gender and Inclusion, Safeguarding, project visibility, Financial inclusion, etc.) under FAIDA2 project.
  3. Support for planning, budgeting, budget forecasting, implementing and monitoring of planned activities, reviewing the progress including preparing periodic reports, developing case studies/transforming the lives/success stories, and documenting entire process.
  4. Support Program coordinator/executive/ federal focal person in reporting (quarterly and annually), updating trackers and other project deliverables reports.
  5. Management of project staffs and assess the capacity building needs of staffs, prepare plans and support for implementation and monitor on regular basis focusing on Gender and disability.
  6. Provide Support to carry out the capacity development and community engagement plan and activities with/for communities and local stakeholders that are directly linked with project activities.
  7. Support Program Coordinator/Project lead in developing work plan and budget along with Detail Implementation Plan (DIP) and phased budget.
  8. Effectively mainstream cross-cutting issues in the project, including safeguarding, protection, gender, and environment across project planning, implementation and MEAL components.
  9. Ensure safeguarding of children, vulnerable groups (including persons with disabilities) and those in fragile states at all times.
  10. Effectively implement all the tools and checklists and MEAL checklists for effective implementation of the project.
  11. Hold frequent meetings to discuss issues and assess progress with project personnel, governments, and stakeholders.
  12. Coordinate with Provincial and Local government and non-government agencies/ organizations to ensure optimum elaboration, reducing duplication and maximizing the result.
  13. Ensure the high standard documentation and knowledge sharing and in collaboration with Monitoring, media & documentation officer aligning with NDWA and CBMG standards and protocol.
  14. Need base reporting as required by leading origination and consortia partners.
  15. Create comprehensive survey and mapping tools to assess financial inclusion for persons/women/with disabilities in coordination with DBMG and SAPPROS.
  16. Participate in local government planning process and Provide input on incorporating gender and disability inclusion specially in financial inclusion and climate
  17. Support in design curricula and develop training packages with a focus on gender and disability inclusion in financial inclusion and ensure materials are relevant and inclusive.
  18. Engage with Provincial and Local government entities to promote and incorporate gender and disability inclusion.
  19. Provide support to carry out the capacity development and community engagement activities with/for OPDs, communities and local stakeholders that are directly linked with project activities including Financial Support and accessibility.
  20. Advocacy and technical support activities in output 6 will continue and the supply-side focus will shift to strengthening BFIs and agricultural value chain actors in Chitwan Project Implementation including accessibility assessments of e-wallets with national reach accessibility assessments
  21. Lobby local government and other CSA and DRR providers for more inclusive services and to connect the core target group with them and with livelihoods opportunities and insurance schemes
  22. Support in operational management of the project including following financial, admin, logistics, communications tasks to ensure full compliance of district level activities as per the organization’s financial and procurement procedures.
  23. Work closely with the Project Lead to ensure compliance with contractual obligations.
  24. Coordinate with relevant sectorial departments to ensure the Project team are on track in terms of meeting deadlines and producing quantitative and qualitative deliverables.
  25. Coordinate to ensure communication and visibility requirement are fulfilled in line with NDWA’s policies and Lead Organization’s requirements.
  26. Together with Project Coordinator identify GEDSI, and inclusivity issues and mainstream GEDSI and inclusivity throughout the project cycle management.
  27. Ensure that the team understands governmental programs, plans and strategies both on provincial and local levels, and ensure that project design and implementation are in line with it.
  28. Regularly review and update the Action Plan to reflect evolving project needs and priorities, and monitor outcomes to ensure effective promotion of gender equality and disability inclusion.
  29. Adherence to NDWA and Lead Organization’s policies, including safeguarding standards and procedures.
  30. Assist in ensuring the safety, security, and risk measures for staff and assets in the field office, and help maintain and update the risk register.

Mainstreaming and Quality Management

  1. Support Project team to conduct regular field visits with appropriate tools and checklists, including discussions with beneficiaries on program effectiveness, and feedback on improvements to communities, government and other CSOs
  2. Support Project lead to Conduct regular (monthly) analysis of program implementation to identify strengths and weaknesses of the project and share the team for appropriate action.
  3. Support CBMG and SAPPROS in conduction of Assessments, baseline, end line and other relevant assessments.
  4. Support Project lead to review of progress on quarterly basis and identifies the areas where they need to improve in terms of capacity building, cost efficiency, efficient use of staffs and help them to make necessary changes in their original plans if required.
  5. In collaboration with Project lead and relevant colleagues oversees mainstreaming and strengthening of GEDSI, Inclusive livelihood, Climate change, DRR and safeguarding agendas within program planning and implementation.
  6. Ensure Value for Money (VFM) in the project delivery with maximum benefit delivered to the target groups.
  7. Ensure and strengthen quality focus within the project, across all cross-cutting components; Ensure the Project activities are planned and implemented in a gender-sensitive and inclusive manner and sensitized and trained in monitoring and reporting gender and social inclusion-sensitive results.
  8. Ensure GEDSI consideration in workstation, communication, and personal behavior.

Safeguarding

  1. Accountable for ensuring that all children and adults who come into contact with the project are safeguarded to the greatest extent possible.
  2. Responsible for ensuring compliance to all aspects of the organizational Safeguarding and Prevention of Sexual Exploitation, abuse and harassment policies and associated standards and procedures.
  3. Promote safeguarding among project teams and ensure safeguarding is embedded in all stages of project cycle management.

Requirements

  • Master’s degree in social science/work, rural development, Gender or relevant field, with at least 5 years of demonstrated work experience with an I/NGO, OPDs in disability inclusion and inclusive development.
  • Knowledge and engagement/implementation of Financial inclusion, livelihood and gender and disability, OPDs/ CSOs and partnership skills will be value added.
  • Knowledge of working modality with Disability inclusion, technologies, agro business.
  • CBOs/CSOs capacity development and sub-granting; improving coordination in Community engagement/participation and local government mobilization.
  • Technical capacities to implement inclusive livelihood, financial inclusion methodologies and approaches and mobilization including strengthening of OPDs, banking, BFIs, Micro credits, farmer’s groups, Transparency and accountability of livelihood across Local Government (LGs)
  • Good verbal and written English and Nepali language
  • Experience working with diverse Civil Society Organizations and their meaningful participation in inclusive governance.
  • Outstanding communications and networking and reporting skills.
