NEEDS Nepal is a non-profit, non-governmental a social organization that has been actively working in the social sector for the past 25 years. The organization was established in 1999 as a youth group and has since then engaged in various social transformation, good governance, and development initiatives. NEEDS Nepal is registered with the Government of Nepal and has partnered with numerous government, I/NOGs, bilateral agencies to implement programs that focus on empowerment, socio-economic development, and social transformation for marginalized and vulnerable communities such as children, women, youths, persons with disabilities, Dalit, and Janajati and other marginalized.

Project Brief

NEEDS Nepal, in partnership with Care Nepal, is going to implement from August 2024– December 2025 “Sustainable Disaster Management and Humanitarian Action for Building Resilience in Nepal (SUDHAR) project”. We focus on enhancing the skills of local humanitarian actors through tailored training programs, strengthening local systems by improving coordination, communication, and joint planning, and promoting inclusivity by increasing the involvement of women-led organizations, women’s rights groups, individual women, girls, and marginalized communities in disaster preparedness and response. This approach ensures that these actors are better equipped to lead gender-sensitive and inclusive disaster management efforts, ultimately encouraging stronger, more resilient communities capable of effectively handling and responding to disasters through effectively, timely and efficient manner. Needs Nepal will serve as project partners with CARE Nepal to implement activities at the provincial, district, and local levels. CARE aims to enhance women’s voice and leadership through this project, enabling them to claim and reclaim their spaces in various public and private spheres. The project will also strengthen the capacity and knowledge of local women leaders regarding gender-responsive and inclusive humanitarian actions.

Project Implementation Areas: Sudurpaschim Province; Kailali, Kanchanpur, Doti, Dadeldhura, Baitadi, Bajhang, Achham, Bajura, and Darchula- 9 District and 18 R/Municipality

Senior Program Officer -1 person 100% based in Kailali District:

Location: Kailali District, Sudurpaschim Province

Duration: August 2024 – December 2025

Responsibilities:

  • Develop program objectives, strategies, and action plans aligned with the organization’s mission and goals.
  • Create detailed program plans, including timelines, budgets, and resource allocation.
  • Conduct needs assessments with local women-led and women’s rights organizations working on disaster preparedness and response.
  • Develop community-based organization profiles to identify target populations and their requirements.
  • Conduct capacity mapping for local women-led organizations and develop action plans to enhance their capacities.
  • Oversee overall project management, including planning, implementation, reporting, documentation, coordination, and monitoring.
  • Provide technical support to team members during activity planning and implementation periods.
  • Ensure effective networking, team mobilization, and coordination with project partners.
  • Apply strong knowledge of Disaster Risk Reduction and Management (DRRM) and Gender in Emergencies (GiE).
  • Stay informed on government DRRM acts and policies.
  • Organize tasks, manage multiple responsibilities, and ensure timely reporting.
  • Utilize Microsoft Office, Excel, OpenStreetMap, project management tools, and database management systems effectively.
  • Collaborate effectively with diverse stakeholders, including government agencies, CSOs, local communities, and international partners, to ensure a cohesive and inclusive approach to disaster risk reduction and humanitarian response.
  • Utilize prior fundraising experience to identify and pursue funding opportunities, develop compelling proposals, and secure resources to support and expand DRR and humanitarian initiatives.

Qualifications:

  • At least bachelor’s degree in social science, Development Studies, with minimum five more years of experience.
  • Relevant experience in disaster management, humanitarian action, and gender-responsive programming.
  • Proven experience in managing complex projects and working with diverse stakeholders.
  • Strong analytical, organizational, and communication skills.
  • Ability to work independently and in a team, under pressure, and meet deadlines.

GESI and Data Management Officer

Location: Kailali District, Sudurpaschim Province

Duration: August 2024 – December 2025

Responsibilities:

  • Lead efforts to integrate gender-sensitive and socially inclusive approaches into emergency preparedness and response initiatives.
  • Ensure that GESI principles are embedded in all field-level interventions and decision-making processes.
  • Apply knowledge of Rapid Gender Assessment (RGA) methodologies to ensure that gender dynamics are thoroughly understood and integrated into disaster risk reduction and humanitarian response strategies. Assist in assessing the specific needs, challenges, and capacities of different gender groups during emergencies.
  • Promote women-led initiatives in emergency and humanitarian contexts, ensuring their leadership and participation are prioritized.

  • Ensure that GESI principles are embedded in all field-level interventions and decision-making processes.

  • Utilize data to support the design and implementation of targeted strategies that enhance the effectiveness of gender-responsive emergency responses.
  • Provide technical support and training to field staff and partners on GESI and data management best practices.
  • Advocate for the recognition and inclusion of women’s technical expertise and leadership in emergency preparedness and response efforts.
  • Promote the importance of GESI in building resilient and equitable communities, ensuring that all voices are heard and considered in decision-making.

Qualifications:

  • At least bachelor’s degree in social science, Development Studies, Gender with 3 years of experience.
  • Proven experience in gender equality, social inclusion, and data management within humanitarian or development contexts.
  • Strong analytical skills, with the ability to collect, manage, and interpret complex data sets.
  • Experience in integrating GESI principles into program design, implementation, and evaluation.
  • Familiarity with digital tools and platforms for data management and analysis.

DRR Humanitarian and Technical Officer

Location: Kailali District, Sudurpaschim Province

Duration: August 2024 – December 2025

Responsibilities:

  • Lead capacity-building initiatives for Civil Society Organizations (CSOs), relevant networks, and stakeholders, focusing on disaster risk reduction (DRR) and humanitarian preparedness.
  • Coordinate and collaborate with various actors to drive joint initiatives, ensuring alignment with project goals and objectives.
  • Utilize technical expertise in humanitarian preparedness and response, DRR policy review, formulation, and facilitation.
  • Apply knowledge of international standards such as the SPHERE standards, Core Humanitarian Standard (CHS), and Protection from Sexual Harassment Exploitation and Abuse (PSHEA).
  • Facilitate local humanitarian actors in revisiting and revising their policies to align with gender and GBV minimum standards as outlined in international frameworks.
  • Monitor and evaluate the effectiveness of interventions, ensuring continuous improvement and responsiveness to the needs of affected communities.
  • Demonstrate sound knowledge in organizing and conducting mock drills and simulation exercises to prepare stakeholders for real-life disaster scenarios. Ensure these activities are designed to test and improve the effectiveness of disaster response plans and coordination mechanisms.Requirements
  • At least bachelor’s degree in Social science, Development Studies, at least three years of experience.
  • Extensive experience in disaster risk reduction, humanitarian preparedness, and response.

 

Auxiliary Skills/Requirement:

Operate Geographic Information System (GIS) tools to support disaster risk mapping, planning, and response activities.
Utilize GIS data to inform decision-making processes and enhance the accuracy and effectiveness of emergency response efforts.
