Introduction

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role in designing and facilitating systemic solutions advocating for and addressing the needs of vulnerable populations affected by disasters including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. Currently, PIN Nepal is implementing programmes under three strategic pillars 1) Emergency response and recovery, 2) Climate resilience, and 3) Civil society and inclusive governance. PIN Nepal team works in and promotes strong partnerships with civil society, Government of Nepal, academia, private sector and other key stakeholders in Nepal. Together with them, PIN Nepal has become one of the pioneer organizations advancing programmes such as landslide disaster preparedness and anticipatory action, climate and flood resilient housing, durable local solutions, climate change modelling for more inclusive and efficient local decision-making, girls and inclusive education, waste management and circular economy approaches. Scope of Work

All PIN staff agree to:

The purpose of this position is to maintain and develop partnerships with the Government of Nepal and stakeholders at provincial levels and relevant local government levels (primarily Karnali, Lumbini and Sudurpaschim provinces), develop internal PIN Nepal capacities and systems related to partnership management; build relationship and partnerships with other key stakeholders in Nepal on both provincial levels, as well as on LG level; lead on and monitor on the context and political analysis and support PIN Nepal’s programming in this regard; and ensure that PIN Nepal’s programmes are conducted in compliance with both PIN’s and donor’s rules and regulations, as well as governmental obligations. The position involves travel within Nepal, and is expected to operate with a high degree of autonomy.

Key Summary of Functions

  • Develop and enhance partnerships with the Government of Nepal at provincial and local levels, including relationship building, liaise and process for governmental engagement, MoU, Pre-consensus, regular reporting. And also support Partnership and Capacity Building team with governmental GA, PA, reporting and other administrative requests (coordinate on SWC PA process, CPAC meeting coordination, LPAC meeting support and any other important agendas required by SWC or Country Program), development of MoUs and pre-consensus with local government.
  • Coordinate and support Program and Operation team in the process of EOI, and other administrative requirement to meet the compliance of government of Nepal, PIN HQ and donors.
  • Support Country Management Team (CMT) and Senior Management Team (SMT) with developing internal PIN Nepal’s capacities and systems related to Government Liaison and Partnership Management.
  • Develop and enhance partnerships with other key stakeholders in Nepal on both central and provincial levels, including stakeholder analysis, support CP to create local partner roster.
  • Lead and support with relationship building with local stakeholders and NGO partners; development of teaming agreement, strategic partnerships (MoU) and partnership agreement package.
  • Ensure that PIN Nepal’s programs and Local Partners are following all relevant government guidelines and compliance, (especially at the district and local level).
  • Maintain partnerships with local organizations and PIN’s local NGO partners; ensure and lead PAT (Partner Assessment Tool) process in cooperation with relevant colleagues; support with development and implementation of institutional and programmatic capacity development plans, and timely monitor progress and report back to relevant program/project managers and leads.
  • Ensure good partnership practices with existing partners according to PIN global and PIN-Nepal’s standards; organize regular coordination calls with senior management of partners.
  • Support Partner organization on capacity development / Policies development.
  • Represent on behalf of PIN Nepal in relevant working organizations, conferences meetings, professional forums, and events with development partners, governments, civil society organizations, and other stakeholders.
  • Identify the gaps of Partner organization and inform SMT/ CMT in timely manner.
  • Support relevant colleagues with development, implementation and monitoring of PIN’s strategic pillars especially on Civil Society and Inclusive Governance.
  • Support to monitor on the context and political analysis and supports PIN Nepal’s programming together with Partnership and Capacity Building team.
  • Coordinate with broader stakeholders and external multi-layered stakeholders including government, CSOs, Networks, Groups, UN Agencies, private sectors.
  • Ensure strict adherence to PIN’s safeguarding policies, guidelines and Code of Conduct.
  • Identify and update any risks related to government liaison and partnership and work in coordination with the line manager to mitigate identified risks effectively.

Requirements

  • Master’s degree in social science/work, rural development, political science, humanitarian/development work or relevant field, with at least 2 years of demonstrated work experience or Bachelor’s degree with 4 years of work experience with an I/NGO.
  • Minimum 2 years of relevant management and representation experience in civil society/INGO sector in Nepal and minimum of 2-years’ experience in government liaison and partnership management and building.
  • Excellent understanding of Nepali political and bureaucracy context and strong networks within relevant Nepali institutions.
  • Proven track record of successful Government Liaison and Partnership building for non-profit organizations.
  • Strong understanding of humanitarian/development standards and principles; excellent orientation in UN cluster system and in the existing international legal and conceptual frameworks.
  • Strong analytical and representation skills.
  • Excellent communication and influencing skills using evidence-based methods.
  • Proven strong interpersonal, negotiation, promotion and diplomacy skills.
  • Solid knowledge of accountability processes.
  • Fluent in both English and Nepali. Local language proficiency from the targeted provinces are plus.
