Position Title: Lead Program Manager – Knowledge Management & Communication (01)

Location: HEARD Nepal Provincial Office – Biratnagar, Koshi Province, Nepal

Work Type: Full-time (Field work ~50%; frequent travel to other provinces)

Reporting To: Executive Director (ED) and Senior Program Manager

Position Summary:

The Program Manager – Knowledge Management & Communication will lead HEARD Nepal’s knowledge management, communication, and research initiatives. The role involves providing technical leadership, coordination with stakeholders, and ensuring effective knowledge dissemination across programs.

Key Responsibilities

  • Lead the development, implementation, and continuous strengthening of the organization’s knowledge management, communication, and learning strategy to enhance institutional effectiveness, visibility, and accountability.
  • Compile and consolidate all project budgets and activity plans into comprehensive Detailed Implementation Plans (DIPs) and operational plans, ensuring alignment with organizational strategy, donor agreements, and implementation timelines.
  • Provide technical guidance, coaching, and mentorship to staff, volunteers, and project teams on planning, documentation, reporting, monitoring, evaluation, and knowledge-sharing practices.
  • Lead and support research and learning processes, ensuring systematic documentation of lessons learned, best practices, innovations, and program outcomes across sectors and provinces.
  • Coordinate and liaise with donors, local governments, and provincial and federal authorities to strengthen partnerships, ensure compliance, and support effective communication and reporting.
  • Prepare, review, and revise organizational policies, strategic plans, operational plans, guidelines, and standard operating procedures to ensure quality assurance, governance compliance, and institutional strengthening.
  • Support the Executive Director, Technical Advisor, and Board Executive Committee with evidence-based analysis, consolidated reports, and knowledge products for strategic decision-making.
  • Ensure timely preparation and submission of high-quality donor-based narrative and financial reports for all projects, in line with donor formats, timelines, and compliance requirements.
  • Lead the preparation and dissemination of periodic organizational and project outputs, including monthly reports, quarterly bulletins, biannual and annual reports, case studies, success stories, event reports, blogs, videos, and other digital and print communication materials.
  • Support program implementation across all provinces by strengthening monitoring, evaluation, learning, and accountability (MELA) systems, ensuring effective tracking of progress, results, and impact.

Education & Experience:

  • Master’s degree in Education (M.Ed.), Public Health (MPH), MA in English, or a related field, with a minimum of 7 years of relevant experience.
  • Bachelor’s degree in a relevant field, with a minimum of 10 years of relevant experience.
  • Proven experience in program management, knowledge management, research, and communication.
  • Experience working with government, donors, and development organizations.

Skills & Competencies:

  • Strong communication, reporting, and presentation skills.
  • Excellent coordination and liaison abilities with multiple stakeholders.
  • Ability to provide technical support and capacity building to staff and volunteers.
  • Proficiency in research, data management, and evidence-based program documentation.
  • Willingness to travel frequently (~50% field visits) across provinces as per project needs.
  • Mandatory: Must have a valid Nepal government 2-wheeler license and own a 2-wheeler.
