Position: Program Officer

Location/Based: Provincial Office Biratnagar, Koshi Province and 80% field visit at Barju Rural Municipality, Sunsari, Nepal.

It is a growing non-profit, non- political, service-oriented, non-governmental organization aiming to combat poverty and expand opportunities for all the people in Nepal.

Background:

The “Improving education system through WASH & Mensural Health Management Project” aims to improve the health and educational outcomes of school-going children by providing access to clean water, adequate sanitation facilities, and promoting hygiene practices in schools. This project is a collaborative effort tripartite between Barju Rural Municipality, LDSC and HEARD Nepal, targeting school children specially focusing to Eearly CCD children.

Position Overview:

The Program Officer will be responsible for the planning, implementation, monitoring, and evaluation of all activities related to the School WASH Project. They will work closely with schools, local communities, government agencies, and other stakeholders to ensure the successful execution of project objectives within the specific time frame and as per agreement with donor agency.

Key Responsibilities:

  • Develop detailed project plans, including timelines, budgets, and resource requirements in coordination and collaboration HEARD Nepal.
  • Coordinate with school administrations, community leaders, and relevant authorities to identify schools in need of WASH interventions.
  • Oversee the installation of water supply systems, construction of sanitation facilities, and implementation of hygiene promotion activities in selected schools.
  • Prepare procurement plan, and support in procurement of school support materials and follow up.
  • Conduct regular visits to project sites to monitor progress, identify challenges, and provide technical support to project staff and partners.
  • Establishing and implementing ECCD/pre-school activities
  • Mobilizing and training of pre-school teachers
  • Knowledge and experience of using and providing training on the INEE Minimum Standards for ECCD in Emergencies
  • Ensure compliance with project guidelines, donor requirements, and best practices in WASH interventions.
  • Facilitate training sessions for school staff, students, and community members on hygiene promotion, operation, Menstrual Hygiene Management and maintenance of WASH facilities as per need.
  • Monitor the functionality and use of Pad vending and disposal machine, and guide girl student and school administration on handling of that.
  • Engage in data collection in need basis, analyze results, and prepare progress reports for internal and external stakeholders (as per donor requirement)
  • Support advocacy efforts to raise awareness about the importance of WASH in schools and mobilize support for sustainable WASH initiatives.
  • Foster partnerships with local organizations, government agencies, and donors to leverage resources and expand the reach of the project.
  • Prepare cases, success and failure stories.

Qualifications and Experience:

  • Bachelor’s degree in Public Health, Nursing, Environmental Science, Education, Social Work International Development, or Social Science or a related field.
  • At least 2 years of experience in implementing Health & Nutrition, School WASH projects, preferably in a school or community setting.
  • Strong understanding of WASH principles, standards, and approaches, including Point of use, personal hygiene, child hygiene practices, sanitation facilities, and hygiene behavior change.
  • Proven ability to manage projects effectively, including planning, budgeting, monitoring, and reporting.
  • Excellent communication, interpersonal, and networking skills, with the ability to work effectively with diverse stakeholders.
  • Experience in capacity building, training, and facilitation.
  • Familiarity with donor-funded projects and grant management processes is desirable.
  • Fluency in local language is an asset and proficiency in English (written and spoken).

Supervision and Reporting:

The Program Officer will report to Program Manager and work closely with other team members.
