Human Resources and Diversity, Equity, and Inclusion Manager (HR and DEI Manager)

Position Reports To: Director of Operations

USAID Biodiversity (Jal Jangal) will conserve nature, enhance human well-being, and safeguard Nepal’s biodiversity to improve the health of ecosystems, fight environmental crime, and improve the ability of communities to prepare for and adapt to impacts caused by climate change and natural disasters. The activity will achieve measurable conservation targets within the biodiversity-rich, terrestrial, and freshwater ecosystems in and around the Chitwan-Annapurna Landscape, Kailash Sacred Landscape, Terai Arc Landscape, and the proposed Karnali Conservation Landscape while increasing resilience to climate change and contributing to the inclusive and sustainable development of the Nepali people. To accomplish this, USAID Biodiversity (Jal Jangal) will implement activities aligned with three mutually interrelated and reinforcing objectives: improve the health of ecosystems (Objective 1), strengthen environmental crime control and natural resource safeguards (Objective 2), and enhance the climate resilience of natural and human ecosystems (Objective 3).

1. Objectives of the assignment

  • The HR and DEI Manager is responsible for managing a portfolio of USAID’s USAID Biodiversity (Jal Jangal) ’s Human Resources including the STTA’s service agreement. In collaboration with the Director of Operations, COP, DCOP, and other members of the technical team, the HR and DEI Manager will ensure the activities related to human resources and provide general guidance for hiring.

  • and hold primary responsibility for HR personal file maintenance. The HR and DEI Manager is responsible for the maintenance of activity employee records in compliance with USAID and DAI policies and procedures. S/he will also supervise the Human Resources Assistant.

2. Tasks & Responsibilities

  • Oversee all human resources operations on the activity, including recruitment, hiring, employee on‐boarding, staff orientation, performance reviews, and disciplinary action in compliance with USAID rules and regulations, DAI policies, and local labor laws. This includes hiring for the Satellite offices, Surkhet, Pokhara, and Dhangadhi site offices.
  • Facilitate recruitment and hiring process of activity staff from start to end by advertising vacancies, shortlisting resumes, scheduling, and observing interviews, evaluations, collecting required documents, checking references, and
  • verifying salary history, negotiations, and termination of employees/consultants in consultation with the COP and senior management staff.
  • Coordinate and supervise the preparation of employment offer and employment agreements for staff.
  • Train supervisors charged with conducting evaluations of staff members in their units and monitor compliance with the process.
  • Mitigate and resolve human resource conflicts and issues, seeking assistance and guidance from the Director of Operations or other senior staff members as needed.
  • Develop and maintain the Human Resources Management section of the USAID Biodiversity Field Operations Manual, ensuring updates as needed.
  • Maintain personnel files in hard copy and TAMIS for LTTA and STTA
  • Work with Chief of Party to fill surge capacity technical needs, including identifying and hiring long‐term and short‐term technical experts in a timely fashion.
  • Ensure timely review of the probationary period by the respective supervisor.
  • Initiate, monitor, and ensure conformity in the staff appraisal and Performance Management as stated in the FOM.
  • Provide orientation and reorientation to all staff members on HR systems, policies, and procedures.
  • Ensure an effective staff transition process by assisting existing employees with a smooth transition
  • Coordinate and Collaborate Head Office team for Personnel/HR-related tasks as and when required.
  • Provide guidance to activity staffs with questions related to DAI’s HR policy and procedures, insurance coverage, and other related issues.
  • Oversee the collection of timesheets according to activity deadlines.
  • Research, develop, recommend, and execute creative strategies to improve compensation, promotion, retention, performance reviews, and other employee resources.
  • Draft and implement recruiting and hiring strategies to attract employees from diverse backgrounds.
  • Supervise and provide guidance to Human Resources Assistant

3. Qualifications

  • Bachelor’s degree required, degree in business or related field preferred.
  • Experience in human resources, recruitment, office administration, and other relevant areas, preferably with an international donor-funded organization. For a candidate with a master’s 10 years of professional work experience is required, for a candidate with a bachelor’s 13 years of relevant technical experience is required. (Subtract one year of relevant experience—9 years with MA or 12 years with BA—for persons of excluded groups)
  • Knowledge of local laws and USAID rules and regulations related to personnel management and compliance is desired but not required.
  • Previous supervisory experience for HR teams.
  • Ability to perform high-level duties and maintain privacy and discretion with minimum supervision.
