Human Resource and Admin Manager
LOCATION: CEAPRED Office, Kathmandu
REPORTS TO: Senior Admin and Finance Manager
USAID Agricultural Inputs is a new five-year USAID-funded activity in Nepal. The aim of USAID Agricultural Inputs is to increase the availability, accessibility, and use of agricultural inputs and technology to improve Nepal’s agricultural productivity. The Activity is implemented by Winrock International in collaboration with five organizations: Center for Environmental and Agricultural Policy, Research, Extension and Development (CEAPRED), MarketShare Associates (MSA), Pathway Technology, Fertilizer Association Nepal (FAN), and Vikara Institute.
USAID Agricultural Inputs will enable lead firms, agrovets, input suppliers, local machinery service providers, and Government of Nepal (GON) change agents and farmers to increase productivity, input supply chain efficiency, market system competitiveness, and strengthen the enabling environment in a way that equitably addresses the needs of women, youth, and members of marginalized groups. USAID Agricultural Inputs will benefit 200,000 farmers in the USAID Feed the Future (FTF) zone of influence.
POSITION DESCRIPTION:
This position requires work related to human resource management support to the central, regional, cluster and district teams of the USAID Agricultural Inputs Activity. S/he will work under the supervision of Senior Admin & Finance Manager at CEAPRED and in coordination with CEAPRED and USAID Agricultural Inputs management team to perform the following tasks, ensuring compliance with USAID, Winrock International and CEAPRED Personnel and Administration Rules, along with the relevant Nepalese laws and regulations.
ESSENTIAL RESPONSIBILITIES:
A. Administration
- Implement CEAPRED policies and procedures including the contractual terms in coordination with the USAID Agricultural Inputs team while managing staff.
- Take the lead in the regular review and roll out of HR policies (including employment policies) in compliance with CEAPRED and Winrock International policies, USAID requirements, and Nepal labor law.
- Maintain up-to-date Activity organization charts at all times including job descriptions for all staff.
- Make sure all main HR documents are available, translated and understood by staff at all levels.
- Determine salary & fringe benefits according to market benchmark including the cost of leaving for reviewing the current salary structure.
- Make sure all staff have the appropriate contract and personal files, which are kept up-to-date at all times.
- Be responsible for adequate entries in CEAPRED Human Resource Portal, tracking time sheets, leave records and sending data to Winrock International and/or regional and cluster offices, as required.
- Keep classification & descriptions of functions and management manual up-to-date.
- Issue letters pertaining to provident fund, citizen investment trust and severance after the exit of the staff for services.
- Establish and maintain personnel files and assess training and development needs of the staff and provide appropriate induction and orientation, training, supervision and support as required.
- Monitor and uphold staff conduct and discipline and organize regular performance evaluations of all staff.
- Ensure that the exit interviews/debriefs are prepared at the end of service.
- Ensure that timesheets and leave records of all the staff are obtained on a monthly basis by coordinating with all the regional/cluster/district offices.
- Produce certificates and other HR documents when needed.
- Ensure that all correspondence with Winrock International and other government authorities is properly maintained.
B. Recruitment and Induction of New Staff
- Take the lead on an efficient, timely, and transparent recruitment process including vacancy announcements, selection processing, orienting, and training new employees.
- Make sure that staffing for the Activity is adequate and departments respond to operational needs (as per contractual terms and conditions of the Activity).
- Take the lead and carry out the preparatory works for the recruitment of the new staff, including vacancy advertisement design, drafting TOR, obtaining necessary approvals, preparing the staff matrix, biodata approvals and communication to the candidates.
- Ensurethe quality of recruitment process in collaboration with CEAPRED management, Winrock International, and Activity Team.
- Be updated on various pools of candidates for selection or non-selection.
- Ensure that a briefing on staff regulations during the induction phase takes place.
- Ensure that newly recruited staff are well oriented on harassment policies of CEAPRED, WI and USAID, and refresher trainings are organized periodically.
- Visit field offices periodically to assess the status of safe, gender-friendly work environment and make recommendations to the management for appropriate action.
C. Reporting
- Prepare monthly timesheet checklist and leave record summary and submit to relevant authorities at CEAPRED and USAID Agricultural Inputs Activity office.
- Prepare an overall Human Resource Management report that includes full-time employees, short-term consultants, and service contracts.
D. Other
- Take the lead in imparting training and workshops on Staff Service By-Laws, HR Policies of the organization, Code of Conduct and any issues related with HR at various levels within the scope of the Activity.
- Ensure regular communication on status and needs of Activity staff.
- Act as a focal person for grievance handling for issues related to the code of conduct (following CoC of USAID, WI and CEAPRED), human resource management and other relevant issues.
- Ensure that HR decisions (new jobs, salaries, training) are integrated with Activity budget restrictions.
- Make all HR related information available to the concerned authority on a regular basis through appropriate mechanism depending on sensitivity of information.
- Maintain confidentiality of all official matters and files.
- Perform other duties as assigned by the CEAPRED or USAID Agricultural Inputs management.
- Ensure a safe and equitable workplace, create opportunities, and offer support for women and those from disadvantaged groups,
- Perform any other tasks as assigned by the supervisor and/or Activity management team.
QUALIFICATIONS AND REQURIEMENTS:
Education:
- Advanced University degree in HR Management or equivalent with more than 5 years of experience in HR management.
Required Experience
- Demonstrated experience in human resource management.
- Excellent oral communication skills in English and Nepali.
- Ability to work under time pressure and willingness to travel in the field as per need.
- Ability to work under cross cultural environment.
- Strong team coordination, listening and consensus building skills.
Language
- Fluency in Nepali and English is required
