Job Description:

The purpose of this position is to lead on and providing technical input and effective roll out of inclusive education (IE) components of the SIKAI+ project, capacity building of project team (including partners) on support the increase of WVI Nepal’s inclusive education portfolio. The position is responsible for developing and delivering a comprehensive in-field quarterly and annual technical support plan for the sector. The position is responsible for drafting and rolling out all necessary technical tools, resources, quality benchmarks and guidance materials to support quality inclusive education implementation. The role provides support and back stopping for external relationship building and engagement with government line agencies, national partners and donors for issues around inclusive education. The role provides technical supervision for and capacity building of PNGO staff and is responsible for coordinating with MEAL and support service departments to ensure effective implementation of the inclusive education activities under SIKAI+.

This position is field-based in Rautahat and oversees the projects in Sarlahi and Rautahat districts. He/She will be required to travel to project sites frequently. He/She will be also engaged in other project related activities as assigned by the Project Manager.

The incumbent will work closely with and will take programmatic approval from the project manager to ensure the overall operational plan and implementation of project activities under the given scope is managed well in coordination with other partners, particularly related to the inclusive education aspects. This position requires to have a cohesive working relationship and integrated implementation plan regarding the inclusive education aspects of the project with other partners, which is reflected in the PNGO operational plan and reporting.

MAJOR RESPONSIBILITIES:

1. Technical leadership on inclusive education in the SIKAI+ project

This aspect of the role is about coordinating with the government agencies at the provincial level (Ministry of Education and Culture, Education Development Directorates and Education Training Centre), at the district level (Education Development and Coordination Unit (EDCU) and at the local level (Local Government, PNGO, OPD) and other CBOs and stakeholders and leading on planning to ensure the inclusive education project aspects are implemented according to the project guideline and programmatic approval of the project manager. This role also involves tracking and managing IE data and performance and drafting IE progress reporting.

  • Develop and implement district inclusive project education plan to ensure the effective rollout and implementation. Develop systems to track performance of the implementation of IE against targets; identify and make changes to course-correct and improve performance during implementation.
  • Draft quarterly, semi-annual and annual reports on the inclusive education aspects of the SIKAI+ project demonstrating national results and achievements.
  • Coordinate across field staff, local consortium partners and national office program and operations, MEAL and support services, to help ensure and track whether SIKAI+ inclusive education activities are implemented according to the timeline to reach targets and minimum standards.
  • Coordinate with the MEAL team to keep track of and regularly report on the overall performance and achievements of the inclusive education activities in SIKAI+ across the target districts.
  • Draft regular progress reporting on implementation of SIKAI + inclusive education project activities programme and KPIs. Work with the communications team to develop results-based inclusive education materials for sharing externally.
  • Lead to provide technical input to prepare, revise and finalize annual detailed implementation plans and budgets for inclusive education projects in line with planning cycle.

2. Technical support to partner NGOs on inclusive education

This aspect of the role is about identifying the technical competencies required, assessing competency gaps of field staff/partners, development of a capacity development matrix, planning and delivering training to build the capabilities necessary for field staff and partner’s staff for effectively implementation of the inclusive education components of the SIKAI+ project.

  • Provide technical support for PNGO’s planning, implementation and monitoring the Inclusive Education activities to strengthen programming quality and results.
  • Coordinate across inclusive education field staff, partners’ staff to ensure the development and regular use of all technical tools necessary for the successful implementation of the inclusive education programme including implementation guideline, quality benchmark, training materials, training curriculum, information materials, BCC materials and other resources.
  • Orient field and partner staff on the programming tools and materials to ensure they are utilized correctly and applied during programme implementation.
  • Develop and lead on drafting and implementation of the annual inclusive education capacity building and training plan for partner’s staff; manage the implementation of the plan. Measure, track and report on field level Implementation.
  • Develop and deliver training and capacity building for field staff to ensure adequate competencies at field/partner level to deliver all necessary components of the inclusive education projects to ensure project targets achieved.

3. Program development and communication

This includes providing support to programmes unit and resource development team to acquire new grants opportunities.

  • Collect relevant data in support of the WVI Nepal database around inclusive education at national level.
  • Support the design and drafting of quality (professional, international standard) inclusive education project proposals for successful institutional grant acquisition, in collaboration with the WVI Nepal Technical Head and GAM unit.
  • Support the documentation of evidence of good practice and make them available to share externally, including with SOs and donors.

4. Other

  • Demonstrate understanding of and commitment to World Vision’s Core Values in the approach to work and relationships.
  • Regular field visit and building the capacity of partners on inclusive education.
  • Performance review completed and personal development goal achieved.
  • Update information and knowledge gathered through participation of meeting, training, workshop and exchange visit.
  • Develop the effective coordination with government stakeholder, District level disability networks, Dalit federation, Research institutes, media, and other like-minded organizations.
  • Anything else assigned by the Project Manager to support the quality of programming for WVIN.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • At least 3 years of experience working in education sector especially in inclusive education.
  • Experience in facilitating teacher training programs around foundational literacy skills, inclusive pedagogy, etc.
  • Experience in developing project designs including log frames, detailed implementation plans and budget vs expenditure.
  • Experience of coordinating teams and PNGO staff.
  • Experience working in a rural or remote district of Nepal. Work experience in the Madhesh province is considered to be an advantage.

Required Education, training, license, registration and certification

  • Bachelor degree on education or relevant subject with 5 years’ experience or master’s degree on education or relevant subject with 3 years’ experience focused on inclusive education in terms of gender, cast, mother tongue and, disability.

Preferred Knowledge and Qualifications

  • Technical knowledge on inclusive education technical programming, including a strong emphasis on literacy and learning outcomes for early grade.
  • Team building, collaboration, facilitation and leadership skills.
  • Understanding of Inclusive education programming that takes an empowerment approach Inclusion activities and advocacy.
  • Understanding programme logic, programme design, and programme cycle including project planning, design, monitoring, evaluation.
  • Demonstrated high capacity to coordinate effectively and build strong working relationships with wide range of people and stakeholders.
  • Good problem-solving skills.
  • Good analytical skills; ability to critically analyse results data and recommend programme improvements.
  • Good writing skills and ability to write/edit reports, contribute to grant proposals.
  • Experience in developing project designs including log frames, detailed implementation plans and budget vs expenditure.
  • Experience of coordinating teams and PNGO staff.
  • Experience working in a rural or remote district of Nepal.
  • Experience in preparing and leading training workshops.
  • Work experience with an INGO/NGO.
  • Experience working in a coordination role at district level.
  • Travel and/or Work Environment -50%
