Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The UNJP entitled, Shashakta Mahila, Sambriddha Nepal (Empowered Women, Prosperous Nepal), a partnership of the ILO, UNFPA, UNICEF and UNWOMEN, financed by the European Union in Nepal, represents a strategic contribution to the achievement of gender equality as an integral element to the realization of the national vision of a prosperous and developed Nepal. The UNJP seeks to address key drivers of gender inequality in Nepal through an integrated gender transformative approach with a focus on (1) ensuring that women, girls and other vulnerable groups are protected from exclusion, discrimination and violence in their homes and communities (2) strengthening women and girls access to decent work and economic opportunities and social protection and (3) addressing implementation and accountability gaps in policy and legal frameworks to uphold the principle of substantive equality. The ILO is the leading agency for the UNJP’s component on economic empowerment and decent work for women and other vulnerable groups, while contributing to advance gender equality and women empowerment in the broad employment and growth policy and legal frameworks. The programme’s interventions are based on a holistic perspective, and include actions on the care economy, labour rights, labour administration, social protection, solidary economy, enterprise development and formalization of employment and economic units. The programme will be implemented in close collaboration with the EU Delegation in Kathmandu and the UN partner agencies.

The NPC will support the UNJP implementation and in particular, s/he will be focused on the social protection elements of the UNJP, with emphasis on contribution-based social security support and overall governance, governance and financing in the sector, at federal, provincial and local levels. The incumbent will promote ILO policies in the project related technical areas.

Reporting lines

Under the overall responsibility of the Director of CO-Kathmandu, the NPC will directly report to the Technical Expert on Inclusive Growth, and work in close collaboration with the Specialist on Local Strategies for Decent Work , Sr. Programme Officers, Operations Officer and other CO-Kathmandu team and with other members of the UNJP team. S/he will also receive additional technical support from relevant specialists from the Decent Work Team (DWT) Delhi, relevant HQ departments, and ILO-ROAP.

Description of Duties

  1. Support UNJP timely implementation, monitoring and evaluation through management functions, including provision of technical and administrative guidance to the programme team in line with the ILO policy, rules, and regulations and according to the final programme document and work plan.
  2. Contribute proposals for programme development, draft portions of programme and budget proposals, project proposals, programme background, country strategy papers, objectives, project reviews and evaluation. Monitor progress of the programmes, and activities by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness.
  3. Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
  4. Ensure the delivery of quality technical inputs on social protection, including qualitative and quantitative research in line with ILO conventions and recommendations.
  5. Liaise and follow-up with the relevant technical staff in line ministries, partners and executing agencies, government offices, employer and worker organizations and any other national organization linked to the project to expedite implementation and meet programme targets and deadlines.
  6. Assist in the programming and control of resources of the programme, prepare budget estimates and expenditure forecasts by analysing and monitoring the resource situation as compared to planned activities and making recommendations for remedial action.
  7. Provide programming and administrative support to cooperation activities. Actively participate in and provide inputs to programme implementation and monitoring exercises.
  8. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the Project when attending these gatherings alone. Undertake missions to programme sites independently or accompanying others.
  9. Work closely with the Decent Work Team and the Communications Unit to ensure communication and visibility of programme activities and results.
  10. Review and analyse specific development plans and priorities, socioeconomic data, reports and other relevant information of Nepal, including identify potential technical cooperation areas and provide written analysis on the findings to Specialists and Country Director.
  11. Promote ILO social protection policies in the related technical areas of the programmes in line with the relevant International Labour Standards.
  12. Perform other duties as may be assigned by the Supervisor

Required qualifications

Education

First level university degree in economics, social sciences, or related field and strong knowledge on development issues particularly of Nepal.

Experience

At least three years of relevant professional experience at the national level, with thematic emphasis on social protection. Experience with contribution-based social security is a significant advantage.

Languages

Excellent command of English and Nepali languages, both written and spoken.

  • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
  • Ability to train and guide personnel.
  • Ability to work under time pressure and meet deadlines.
  • Ability to work in diversified environments.
  • Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office
  • Ability to work independently with a minimum of supervision.
