Context:

This position will support the Head of Migration, Environment, Climate Change and Risk Reduction (MECR) Department to lead the assigned project on Disaster Risk Reduction and Management namely Strengthening Institutional Knowledge and Capacity of Provincial and Local Governments to Embark on Disaster Risk Management Actions and Implementation (SIKAI) project and oversee mission’s overall monitoring and evaluation pertaining to different projects and programmes and represents as the mission Gender focal point.

IOM Nepal has been working to promote a comprehensive, evidence and rights-based approach to migration in the context of environmental degradation, climate change and disasters for the benefit of migrants and societies in addition to projects supporting Labour Mobility; Migrant Assistance & Protection; Migration and Development, Refugee Resettlement, Migration and Health and Emergency Response.
The SIKAI project aims to contribute to the Government of Nepal’s effort in enhancing resilience to future shocks and stresses and mainstreaming risk reduction, preparedness and response by providing the selected provincial and local governments with information, tools, skills and knowledge. The interventions have been designed to strengthen overall disaster governance and management by linking all spheres of governments. The project will further contribute to the Sustainable Development Goals (SDG) particularly to SDGs 9 & 11, and core principles underpinning the 2030 Agenda including inclusiveness and multi-stakeholder partnerships and Paris Agreement.
Under the overall Supervision and guidance from Chief of Mission and direct supervision of the Head of MECR the incumbent will be responsible for carrying out day to day activities implementation pertaining to disaster risk reduction and management project mainly SIKAI project. S/he will be responsible for coordinating with respective line ministries, UN entities and stakeholders in the stated areas as required. The staff will also work in close coordination with the Chief of Mission and the Regional Monitoring and Evaluation Officer (ROMEO) in ensuring the reporting, mainly with regards to mission’s overall monitoring and evaluation status including SIKAI. The Officer will work closely with IOM Nepal program team in supporting and integrating M&E and gender and social inclusion into programs plans and activities. Besides the staff will also contribute as mission’s Institutional Questionnaire focal point and report on bi-annually and annual basis.

In order to implement the project at the national, subnational and local level, the staff will coordinate, correspond and liaise with government entities, UN representatives and other civil society members. This is necessary for the sustainability and improved development impact of the programme.

Core Functions / Responsibilities:

1. Support Head of Migration, Environment, Climate Change and Risk Reduction Department in the implementation of SIKAI project.

  •  Lead, and supervise effective project implementation of USAID/BHA funded project SIKAI at the national, provincial and local level.
  • Devise plans, programs & project events at the national, provincial and local level as per the workplan. Liaise with key ministries at the federal level – Ministry of Federal Affairs and General Administration (MoFAGA), Ministry of Home Affairs (MoHA) and National Disaster Risk Reduction and Management Authority (NDRRMA) and other UN, CBOs and Government institutions at the federal, provincial and local level.
  • Ensure formation of ‘Project Advisory Committee – PAC’ with detailed ToR and liaise for timely and regular PAC meetings amongst the members to update project progress against timeline.
  • Regularly coordinate and communicate with related organizations including UN, development partners and national platforms working on migration, disaster, environment and climate change at the federal level so as to create synergy and harmony.
  • Ensure timely drafting of project reports, event reports, meeting minutes and knowledge and visibility products and to share with PAC and donor counterparts.
  • Provide support and ensure quality programe delivery of day-to-day activities of SIKAI project.
  • Draft concept notes and proposals on migration, environment, disaster, climate change and post conflict related issues.
  • Track SIKAI project expenditures together with the Head of MECR and in close cooperation with Resource Management Unit, and prepare monthly funding requests for the project activities.
  • Provide necessary guidance and support to the team members in achieving the targets vis-à-vis workplan.
  • Update PRIMA with SIKAI project related information, reports and documents.
  • Provide targeted support for rolling out programme activities at the local level.
  • Supervise Provincial Focal Points to ensure smooth implementation of SIKAI project activities in the field level.

2. Assist CoM and coordinate with Head of MECR department on Monitoring and Evaluation of progress of interventions as M&E focal point:

  • Provide regular support to the mission on updating project’s M & E status under MECR unit and in coordination with program leads, CoM and Regional office.
  • Assist the mission as the mission’s focal point for monitoring and evaluation whilst sharing learning and expertise amongst the staff members in addition, represent the agency in the M & E working group.
  • Support the program team in devising the results matrix and mainly supporting in developing indicators based on UNSDCF.
  • Engage in UNSDCF Outcome 3 as an alternate M & E person to review and report on the indicators-based progress.
  • Inform COM and Program colleagues of any or all changes, progress and reporting requirement as prescribed from HQ and Regional Office.
  • Review regular monitoring and evaluation reports to the relevant units of IOM as required.

3. Support the Mission as Institutional Questionnaire and Gender focal point:

  • Provide annual and yearly update to RBM team at HQ as mission’s focal point for Institutional Questionnaire in close coordination with CoM.
  • Orient IOM staffs on Gender and Diversity mandates and update the information regularly.
  • Represent IOM at IDPG GESI working group as a member and report back to CoM with update.
  • Ensure proper inclusion of Gender responsive budgeting into UNSDCF.

4. Participate in development partners group meetings – IDPG GESI and Gender in Humanitarian Action (GiHA) and report back.
5. Provide regular updates to mission’s communication focal person for uploading social media contents relating to SIKAI project activities.
6. Provide technical inputs and strategic support to the government on their efforts towards contributing to regional and global process in strengthening migration governance.
7. Perform other duties as maybe assigned.

Required Qualifications and Experience

Education

  • Master’s degree, preferably in disaster management; migration studies; development studies or related field with two years of relevant professional experience.
    OR,
  • Bachelor’s degree preferably in disaster management; migration studies; development studies with two years of relevant work experience.

Experience

  • Substantive knowledge and experience in project management exclusively into project development, project implementation and monitoring & evaluation.
  • Experience of working with key Ministries and Government institutions at the all three government spheres.
  • Experience in working effectively with stakeholders including UN entities, development partners, beneficiaries, and the broader community to advance country or regional objectives.
  • Experience on institutionalization of various knowledge products and its outreach
  • Knowledge on donor liasing, coordination and reporting
  • Ability to work under pressure under minimum supervision.

Skills

  • Knowledge on computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook) is mandatory. Additional skill interms of research packages would be an advantage. .

Languages

Fluency in English and Nepali (oral and written).

Desirable

Working knowledge of other local language is desirable.
