Position: Knowledge Management & Learning Officer
Job Description
Overall Purpose of the Job:
Under the supervision of Program Manager, the Knowledge Management & Learning Officer is responsible for strengthening the quality, use, and management of program data, evidence, and knowledge across TLMN projects and Anandaban Hospital. The position establishes and maintains effective monitoring, accountability, and information systems by systematically collecting, collating, validating, analyzing, and synthesizing data from multiple sources.
Key Task & Responsibilities:
Monitoring & Reporting:
- Lead the process of timely KPI compilation for TLMN projects and Anandaban Hospital following verification and analysis.
- Develop and analyse databases; maintain data, reports, and case story repositories.
- Support programs team in data analysis to track progress and generate evidence.
- Provide technical support in developing M&E plans including surveys and evaluations.
- Support Programs Manager on monthly, semiannual, and annual donor reports.
- Provide technical input for data management portals.
- Conduct monitoring visits and share high-quality MEAL reports.
- Systemize and manage key external data.
- Develop and share factsheets and dashboards quarterly/semiannually.
Project Development:
- Ensure consistent MEAL methodology across programs.
- Support visibility of TLMN through coordination with partners.
- Provide technical support for situation analysis and project design.
- Support country strategic planning and lead MEAL components.
- Participate in annual reviews and reporting.
- Identify opportunities for new programs.
- Support proposal writing and lessons-learned documentation.
Evaluation and Learning:
- Support strategic reviews and evaluations.
- Provide technical support for mid-term and final evaluations.
- Promote cross-project learning.
Capacity Building:
- Build and nurture MEAL community of practice.
- Ensure staff access relevant capacity-building opportunities.
Accountability:
- Demonstrate accountability in decisions and resource management.
- Hold teams and partners accountable for results.
Safeguarding:
- Support safeguarding policies and awareness.
- Ensure beneficiary feedback mechanisms.
- Report safeguarding concerns appropriately.
Person Specification:
- Bachelor’s with 5 years or Master’s with 3 years relevant experience.
- Experience in inclusive development, health, or disability.
- Strong skills in Excel, SPSS/STATA preferred.
- Strong analytical, reporting, and communication skills.
- Fluency in Nepali and English.
