Manager – Community Based Rehabilitation (CBR)

Duty Station: Province Office, Sunsari, Koshi Province

Contract Type: Fixed term contract with three months of probation period

Program Background:

Disability Prevention and Rehabilitation Program is a community-based model of inclusive development implemented in direct partnership with the provincial government of Koshi Province and local governments. The goal of the program is to prevent avoidable disabilities and improve the quality of life of children and adults with disabilities and their families through community-based rehabilitation (CBR). It works to strengthen community support systems for the achievement of these goals.

The position is responsible for leading the CBR component of the program, ensuring effective implementation of CBR initiatives, managing data and information, and tracking progress and results under the CBR theme.

Education and Experience

  • Master’s degree in Rehabilitation Sciences, Physiotherapy, Social Work, Sociology, Rural Development, Public Health, or a related field with a minimum of five years of experience in leading community-based rehabilitation or similar disability-related programs.
  • Fluency in Nepali and English language. (Writing and speaking both)
  • Efficient in computer skills (Word, Excel, PowerPoint)

Key Responsibilities:

Leadership and Management

  • Support the Senior Manager (Program) in managing the timely implementation of works under the CBR theme in Koshi Province.
  • Manage the team members under the CBR theme providing them with needful technical and supervisory support.
  • Provide technical and managerial support to all the team members working in/under Joint/district offices/district support units to implement the program at Pailkas as and when necessary.
  • Build capacity of Community Based Rehabilitation Facilitators (CBRFs) through training on CBR and on-site coaching in collaboration with the Manager-
  • Training and Leadership Development (TLD).
  • Represent Karuna Foundation Nepal (Karuna Nepal) in the province and expand the visibility of the organization.

Planning

  • Support the Senior Manager (Program) in planning activities under the CBR theme.
  • Develop monthly, quarterly and yearly work plans for the CBR component of the program.
  • Ensure rehabilitation plans have been developed for all the identified persons with disabilities and are updated regularly.
  • Support the CBR officer(s) and CBRFs to develop profiles including the rehabilitation plan of each person with disability and ensure its timely update.
  • Support Palika Coordinators to ensure that all CBRFs prepare their monthly action plan and work on its basis.
  • Review the monthly, quarterly and annual plan of action prepared by the CBR Officer(s)
  • Develop a thematic calendar and ensure it is properly followed by the responsible team members.
  • Develop a plan to strengthen the skill and knowledge of CBRFs, Palika Coordinators and CBR Officer(s) coordinating with Manager-TLD.

Implementation

  • Provide technical support for the assessment of persons with disabilities in the program implementing Palika.
  • Ensure effective implementation of planned CBR activities in all program implementation Palika.
  • Ensure that necessary support is timely provided to children and adults with disabilities in program areas.
  • Ensure the meaningful participation of persons with disabilities and/or their family members in the planning process and all the development process of the Palika.
  • Ensure all persons with disabilities have access to government services allocated for them by the government (e.g. disability identity card, social security allowances and other benefits, scholarships, health insurance etc.)
  • Ensure that assistive devices are measured accurately and procured according to standards. Ensure their timely distribution and proper use.
  • Implement and uphold standards of practice and quality assurance protocols within the CBR program.
  • Facilitate training sessions and workshops for team members, CBRF, among others on disability and CBR.

Monitoring and Supervision

  • Monitor and supervise CBR officer(s) and Pailka Coordinators (PCs) and provide constructive feedback to improve the quantity and quality of work.
  • Monitor and document the changes in the Quality of Life (QoL) of children and adults with disabilities.
  • Support Monitoring and Evaluation section in monitoring CBR works with clear indicators and provide feedback
  • Make regular follow up to the CBR Officer(s) and Palika Coordinators to accomplish the results on time.
  • Ensure the regular monitoring and supportive supervision of CBRFs through the head of the women and children section of the program implementing Palika.
  • Ensure Palika Coordinators have visited the households of persons with disabilities to see the quality of work of CBRFs.
  • Conduct regular performance reviews and provide ongoing support and development opportunities for CBR Officer(s).

Coordination and Communication

  • Coordinate and make linkage with like-minded stakeholders on CBR and disability.
  • Develop/update a comprehensive roaster of organizations working in disability management sector in Koshi Province.
  • Coordinate with government and non-government organizations working in disability to share knowledge and work as well as to create synergy in the outcomes.
  • Develop/update comprehensive roaster of technical human resources of CBR and coordinate with them as and when needed.

Reporting and Documentation

  • Compile the report under the CBR theme in support of Sr. CBR Officers and Sr. Livelihood Officer regularly.
  • Maintain proper records and documentation of the progress of the CBR component.
  • Develop/update the recording and reporting tools.
  • Maintain comprehensive data of the CBR program.
  • Ensure timely submission of plan and report of CBR component to the Senior Manager (Program).

Physical Demands

  • Periodic visits to field offices and program implementing Palika regularly (as and when required).

Other:

  • Uphold Karuna Nepal policies and guidelines including Prevention of Sexual Exploitation and Abuse (PSEA)-related rules and the code of conduct.
  • Participate actively in PSEA-related trainings and awareness-raising initiatives, supporting the distribution of PSEA materials, and reporting SEA allegations through the specified reporting channels.
  • Participate in SEA complaints investigations as necessary.
  • Recognize, eliminate, or reduce program risks connected to SEA (particularly for personnel involved in programming)
  • Assist in other Karuna Nepal programs whenever needed.
  • Coordinate with all Karuna Nepal staff as and when necessary.
  • Other responsibilities consistent with the skills and experiences, as assigned by the supervisor.
