Divya Development Resource Centre(DDRC), Parsa is a non-profitable, nongovernmental organization established in 2050 B.S. DDRC registered address is Kalimai Rural Municipality Ward No. 5, Biranchibarwa, Parsa, Nepal. DDRC, has set its Vision “A healthy society of men, women and children where (Justice) opportunities are (Equitably) shared which sustains positive change and dignity for all.” In order to reach this destination, it has its mission- to facilitate a process of participatory development approach, which empowers men and women, to attain all the rights with special attention to marginalized groups, to guarantee the dignity of all.

About the Project

Hamro Pratigya – Our Promise: Empowering Voices, Ending Gender-Based Violence Project under Security and Justice Programme.

Eliminating gender-based violence (GBV), This project is envisaged in the context of the Foreign, Commonwealth and Development Office’s (FCDO)’s International Strategy on Women and Girls (2023-2030), the UK Gender Equality Act 2014, and the British Embassy Kathmandu (BEK) Country Plan, in particular, the goal defined as ‘Changes in social norms in key institutions and society mean less acceptance of GBV’. The project is strongly aligned with BEK’s commitments to the (a) transition to federalism in line with the 2015 constitution and (b) inclusive development, leaving no-one behind in the effort to empower the poor and traditionally marginalized and to improve service delivery to them.  A multi-year project directly funded by FCDO and Lead by the People in Need. It is expected that the programme will directly benefit community members, Community Based Organisations (CBOs) and Civil Society Organizations (CSOs). The priority district is Bara, Sarlahi & Dhanusha in Madhesh Province, which is implementation by the DDRC Parsa.

MEAL Coordinator-1 (Preferable to female candidate)

Duty Location: Based in Janakpur, Dhanusha with frequent visits to project areas
Reports to: Project Manager

Scope of work

Under the supervision and guidance of the Project Manager, and in close coordination with provincial MEAL Coordinator of PIN.S/he will implement all M&E related activities under the Hamro Pratigya project. This includes supporting the MEAL team to institutionalize and operationalize robust monitoring and evaluation system of DDRC. S/he will be responsible for ensuring efficient information management, data quality, and strengthening the knowledge sharing and learning process across the organization, with partners and other stakeholders.

MEAL Coordinator will perform to achieve the following key objectives.

1. The MEAL Coordinator will be responsible for all the MEAL activities in the field, such as design, planning and coordination, capacity building of team members, field data collection, data cleaning, and analysis in coordination with Program Manager, Technical Coordinator and PIN’s MEAL Coordinator, MEAL Lead and Program team.
2. To streamline and effectively initiate and implement MEAL activities of GBV prevention and social norm programming.
3. Monitor and evaluate the project progress based on the quarterly and annual work plan and M&E framework to ensure the quality of the project implementation.
4. Lead and ensure clear and smooth communication between the stakeholders, partners, and the project through verbal and written reporting and documentation of activities
5. Support the Project Manager in building the capacity of the project staffs on planning, monitoring, evaluation, and reporting.
6. Support in preparing the monthly, quarterly and annual reports of the project, ensuring the necessary level of quality.
7. Mainstream gender equality and social inclusion into planning, monitoring, evaluation as well as reporting by devising necessary forms and formats.
8. Adhere to DDRC & PIN-Nepal’s policies, guidance, and procedures; with special attention to Safeguarding Standards and Procedures, Case Handling Framework, Child Protection and Do No Harm policies; and immediate reporting and redress of any complaints and issues based on its severity.
9. Support the Program Manager, Technical Coordinator, GEDSI and Safeguarding officer and the team in strengthening DDRC Complain and Feedback and Response Mechanism (CFRM) system, and building the capacity of the team.
10. S/he will be responsible for ensuring efficient information management, improving data quality, and strengthening the knowledge-sharing and learning process across the organization, with partners and other stakeholders.

Monitoring and evaluation of the project activities and outputs

  • Engage at the field level to initiate the implementation of the project through meetings with the government stakeholders, CSOs, justice actors, and other relevant stakeholders.
  • Update as necessary Monitoring and Evaluation plans, consistent with the annual MEAL framework, in consultation with all the Leads.
  •  Support in updating the progress and provide timely analysis to develop and update the Project’s overall strategic framework, impact chains, and intervention logic.
  • Facilitate field monitoring visits for community mobilization activities and conducting qualitative and quantitative assessments of the implementation status.
  •  Support for the collect periodic data and information against the baseline, midline, and Endline process, thematic and periodic assessment and any other relevant survey and assessments.
  • Keep track and coordinate the collection of stories of change for the project underpinned by the Most Significant Change (MSC) technique.
  • Prepare issue log and risk log for the project.
  •  Assist the Project Manager to preparing the Annual Progress Report and other knowledge products that include results of monitoring and evaluation.
  •  Monitor all project activities, expenditures, and progress according to the annual work plan and project document.
  • Monitor and evaluate overall progress and assess risks and challenges in on achievement of results, and project goals/outputs and recommend necessary actions.
  •  Support to conduct training on MEAL/ MIS for project and government staff.
  • Develop appropriate formats and monitoring toolkits for collecting data from different sources.
  • Conducting value for money (VfM), impact assessment, and cost-benefit and cost-effective analysis of project interventions, including activities, outputs, and outcomes.

Programmatic support

  • Support Project Manager and PIN’s MEAL team in the overall management, implementation, and coordination of the overall project.
  •  Support the project in preparing and updating project annual/quarterly work plans.
  • Ensure the timely and efficient delivery of the project’s expected results under the principles of Results Based Management (RBM) and Human Rights Based Approach (HRBA) and in compliance with prevailing rules, regulations, and procedures.
  • Provide ongoing analysis and concrete recommendations to improve the quality and efficacy of projects in terms of procedures, advocacy, and accountability to beneficiaries.
  •  Coordinate and liaise with PIN and relevant stakeholders for the implementation of the project activities.
  • Represent the project in meetings, workshops, and other discussions with the partners and stakeholders.
  • Coordinate and support the communication department in preparing learning briefs, documentation of project learning, and designing visibility materials for the project.
  • Strengthen knowledge sharing and learning process by ensuring regular dissemination of program and project results, lessons learned, and good practices, development of the beneficiaries, and other stakeholders.

Data Collection and Information Management/Dissemination

  • Take the lead in collecting required data from the field, in coordination with the program team.
  • Maintain data and information confidentiality as set out in the Data Protection Policy.
  • Implement a system for data verification to ensure that the quality of information that partners are reporting is accurate, timely, and relevant,
  • Regularly update the DDRC Office on the achievements and progress of the project.

Gender Equality, Disability and Social Inclusion Mainstreaming

  • Highlight GEDSI-related results in the monitoring and evaluation plan and reflect them in the reporting,
  • Ensure GEDSI consideration in workstation, communication, and personal behavior,
  • Ensure the Project activities are planned and implemented in a gender-sensitive and inclusive manner and sensitized and trained in monitoring and reporting gender and social inclusion-sensitive results.
  • Fulfil other relevant responsibilities as assigned.

Representation and Networking

  •  Act as MEAL focal person for all communication and coordination with stakeholders at the provincial level; represent DDRC Nepal and “Hamro Pratigya” professionally with external stakeholders, including government, non-governmental agencies and the donor.
  •  Ensure that DDRC and “Hamro Pratigya” is well represented in community, among the relevant networks and stakeholders and within coordination forums.
  • Engage in advocacy and policy dialogues on federal, provincial, district and local levels and/or where appropriate, ensuring SOSEC represents the needs of its beneficiaries and based on its field experience in order to campaign for needed policies, donor commitments etc.

Required Qualifications

Education and Training

  • Bachelor’s degree (Master’s degree preferred) in social science or development-related fields, with a good understanding of MEAL systems.

Relevant Experience

  • Minimum of 3 years of experience working in developing and supporting monitoring and evaluation, research, and complaint response mechanisms, preferably with large development projects in I/NGO settings and/or Government. Previous working experience with disadvantaged and vulnerable groups is a plus.
  • Experience in the usage of computers and office software packages (MS Word, Excel, KOBO, SPSS, etc.) and advanced knowledge of spreadsheet and database packages, experience in handling web-based management systems.
  • Proven ability to produce analytical reports with quantitative data analysis.

Desired Knowledge, Skills, and Competencies

  •  Technical knowledge and skills in monitoring and evaluation tools and methodologies
  • Ability to develop data analysis approaches, methodologies, and databases
  • Good understanding of gender issues and rights-based approach
  •  Willingness to undertake extensive fieldwork in remote and rural/urban communities.
  •  Outstanding communication skills- written and spoken
  • Fluency in English, written and spoken.
  • Strong critical thinking and ability to self-initiate
  •  Considerable field experience and knowledge of the local language to be considered an advantage.
  • Nepali typing skills and translation of reports, and knowledge documents from English to Nepali and vice versa is a plus.
