MEAL Manager- One (Janakpur)

Job Summary: The MEAL Manager will be responsible for developing, implementing, and overseeing the Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and strategies for the Organization. This role involves designing and managing frameworks to assess the impact and effectiveness of programs, ensuring accountability to stakeholders, and fostering a culture of learning and continuous improvement.

Key Responsibilities:

Lead the Monitoring, Evaluation, Accountability and Learning (MEAL) section of the organization

Monitoring and Evaluation

  • Develop organization level information system and update it on regular basis
  • Develop data collection tools, indicators, and data management systems to track project progress and outcomes.
  • Utilize statistical software and tools to analyze data and present findings in a clear and concise manner.
  • Coordinate with team to implement the M&E system, tools, and project monitoring plans
  • Support Project heads (Project Manager, Project Coordinator/ Team leader) to prepare M&E Plan and Detail Implementation Plan (DIP).
  • Lead the design and implementation of qualitative and quantitative data collection (need assessments, and surveys using appropriate methods for data collection)
  • Review and provide recommendations to the Team Leaders of all existing MEAL tools and materials developed throughout the project’s inception phase.
  • Lead the on- going development of the M&E strategy, systems and tools to collect, aggregate, and support data analysis in order to meet all relevant reporting requirements.
  • Support in the indicator-based result tracking (of key ASN projects and others as required).
  • Advise and support project managers and project wise M&E officers on choice of indicators and development of monitoring plans.
  • Manage and ensure timely data collection and recording to influence project level key decision making
  • Conduct field visits as and when required to monitor project activities, collect data, and ensure compliance with project plans.Reporting and Learning/ Coordination and Collaboration
  • The MEAL Coordinator will conduct frequent visits to field operations to assess the quality of the program, MEAL work, ensure understanding and compliance with MEAL procedures and providing guidance and coaching to staff
  • Lead research initiatives to assess the impact and effectiveness of projects and interventions
  • Finalize research findings and facilitate learning opportunities for concerned staff and stakeholders in close coordination with the Senior Management Team-ASN
  • Compile key learning outcomes to improve project design and implementation strategies
  • Support project leads to understand the reporting formats as shared by the development partners
  • Develop organizational level standard formats for periodic reporting including case studies, success stories, good practices, innovations, and lessons learned (when required)
  • Analyze and review project reports and provide feedback on the report to the respective project heads
  • Prepare high-quality reports for donors, stakeholders, and management.
  • Maintain accurate records and documentation related to monitoring, evaluation, and research activities.
  • Represent the organization in relevant forums, workshops, and meetings related to MEAL.
  • Quality Assurance:

    • Ensure that the organization adheres to best practices and standards in monitoring, evaluation, and research activities.
    • Participate in external evaluations and audits, as required.
    • Other roles as per organizational need.

    Qualification, Skills and Knowledge:

    Bachelor’s degree in Social Sciences, Statistics, International Development, or a related field. A Master’s degree is preferred.

    Experience: Minimum of 5 years of experience in monitoring, evaluation, accountability, and learning, preferably in a similar role within the [relevant sector, e.g., development, humanitarian, etc.

    Skills:

    • Strong analytical and problem-solving skills.
    • Proficiency in data management and analysis software (e.g., Excel, SPSS, R, or similar tools).
    • Excellent communication and report-writing skills.
    • Experience in designing and implementing MEAL frameworks and tools.
    • Knowledge of accountability and feedback mechanisms.
    • Ability to work effectively in a team and manage multiple priorities.

    Personal Qualities:

    • Detail-oriented with a commitment to high-quality work.
    • Strong interpersonal skills and the ability to build relationships with diverse stakeholders.
    • Proactive and adaptable with a positive attitude toward learning and development.

    Languages: Strong command of Nepali, English (oral and written) and local language preferred/required.
