Job Description:
The M&E Lead is responsible for developing and implementing a monitoring and evaluation system and plan, including a database to store and aggregate the project progress information and relevant primary and secondary data. The M&E Lead will provide technical expertise and leadership to generate and analyze quality evidence through monitoring, assessments, research, evaluations and learning.
The major responsibilities includes – 1) Design and implement an appropriate project monitoring and evaluation system suitable for the context of an humanitarian response, longer-term recovery and DDR program, building on and strengthening existing M&E systems and processes 2) Lead all project research and assessments, including baseline and end evaluation; 3) Ensure quality implementation of project monitoring; 4) Build the M&E capacity of project staff and the implementing partners; 5) Write evidence- based management reports for submission to funders; and uphold the established and relevant cross country and cross functional coordination mechanisms and processes; 6) Ensure strong evidence-based program management that demonstrates a strong understanding of the risk profile across systematically marginalized and vulnerable groups.
As necessitated by the logical framework, s/he will manage the implementation of a utilization focused approach to M & E, collecting performance indicator data to support on-going decision-making, adaptive management, strategic project modification and understanding of the project’s impact on target populations. S/he will ensure all the environmental safeguard requirements of USAID/BHA, lead the environmental safeguard team, and integrate the environmental monitoring with the M&E system of the project. S/he will also develop program accountability frameworks, provide oversight in the roll out of accountability process, systematic integration of Program accountability standards at the Program, and establish and ensure effective Feedback and Complaint Response Mechanism at all levels.
The position is contingent upon funding and donor approval.
MAJOR RESPONSIBILITIES:
- Design an appropriate project monitoring and evaluation system suitable for humanitarian response, longer-term recovery and DDR program, building on and strengthening existing M$E systems and processes
- Develop and implement M & E plan, revise/update as required
- Determine core information needs of the project management team, partners, different stakeholders and donors and ensure timely collection and provision of accurate information
- Develop and implement effective monitoring tools and approaches to demonstrate the effectiveness of project interventions. Train staff in tools and ensure quality implementation.
- Ensure quality data collection, analysis and reporting, including regular updating of project’s Indicator Tracking Table (ITT)
- Facilitate and coordinate routine monitoring and lead dissemination of findings as well as lead process of applying adaptive management.
- Annual surveys conducted to collect data on outcome indicators
- Periodically review the ToC and update the M&E key documents accordingly
- Develop database to capture routine monitoring and processing functions, installed and maintained;
- Ensure project participant register maintained and the quality and completeness of data sets monitored
- Coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data aggregation products and analysis produced to meet requirements for quarterly & annual progress reports
- Design and implement routine data quality assurance practices at all the data collection and management points.
- Ensure accurate data and information is available in timely manner for all project reporting requirements and support in development of informative, quality project reports in line with BHA, WVI and Government standards and requirements
- Oversee timely implementation of all project related research and assessments, including baseline and end evaluation and evidence-based assessment of effectiveness of pilots
- Lead hire and management of consultants supporting M&E actions, ensuring clarity of TOR, quality of all work, adequate analysis of data and production of reports.
- Manage conditional cash distribution post distribution monitoring (PDM) conducted by independent firm
- Ensure the results of the PDM are shared with appropriate audience timely.
- Capacity gaps related to M & E identified, and appropriate training/supervision plan developed and conducted;
- Provide technical leadership and support to project and partner staff in planning and implementing M&E systems and activities
- Conduct operational research and deliver project performance and learning agenda including rapid assessments, PDM, need based survey etc.
- Ensure project learning, strengths and challenges are properly documented, required adaptions implemented and capacity of project team strengthened as per the learnings
- Quarterly review meetings and semi-annual learning events conducted as per learning evidence
- Review the environmental monitoring tools, environmental reports (ESR), guidelines, training materials etc. to ensure that all of these fulfill the donor’s requirement.
- To conduct spot check of implementation of environmental mitigation measures and environmental monitoring plan
- To carry out required communication related to environmental safeguard issues with country level project management (CoP) and (USA) level project management and provide regular strategic advisory support to the staff and Management for improving the Environmental Sustainability and Safeguards issues of the project.
- Oversee the roll out of Community Accountability process such as Program Accountability Framework and Systematic integration of Program Accountability standards.
- Develop guidelines, appropriate tools and checklists for mainstreaming of program accountability standards and approaches.
- Monitor effectiveness of Program Accountability strategies
- Build capacity of relevant staff in Program Accountability integration processes and application and equipped to carryout Program Accountability Principles.
- Coordinate with the WVI Nepal program accountability point person to identify, document and share learnings and examples of best practice in Social Accountability and Program Accountability aspects.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
- Extensive experience in designing and implementing monitoring and evaluation systems as they are practiced in the context of humanitarian response, longer-term early recovery and DRR programs of similar size and complexity is required (min 5 years).
- Previous experience in a MEAL position in a USAID / USAID BHA grant is an asset.
- Demonstrated experience in building or strengthening monitoring systems, quantitative and qualitative analysis, survey and sample design, and effectively promoting evidence-based program management with a strong understanding of the risk profile across systematically marginalized and vulnerable groups.
- Minimum of five years of professional experience in designing and implementing M&E systems in the context of humanitarian response or DRR programs is required
- Experience in report writing and grant proposal development
- Experience in monitoring project finances and budgets
- Experience in leading cross-organizational team to implement M&E processes
- Master’s degree in Statistics or Economics, Social Sciences, Public Health, Monitoring and Evaluation, etc. or a degree in a relevant field with substantial course work in quantitative methods.
- Two years of applicable experience can substitute for a master’s degree
- Background in statistics and research is preferred
- Field work required at least 30% of the time
