Background

In Nepal, UN Women has been implementing its five-year Country Programme (Strategic Note 2023 – 2027) to support the national stakeholders in advancing gender equality and the empowerment of women in line with internationally agreed normative standards. The Country Programme is aligned with and contributes to national priorities as described in the Constitution of Nepal and the 15th National Periodic Plan, the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023 – 2027 for Nepal and the UN Women’s Global Strategic Plan (SP) 2022 – 2026. UN Women Nepal Country Office (NCO)’s Country Programme contributes to the following four outcome areas of the UNSDCF 2023 – 2027:
Outcome 1: Sustainable, Resilient and Inclusive Economic Transformation
Outcome 2: Inclusive and Transformative Human Development
Outcome 3: Environmental Sustainability, Climate and Disaster Resilience
Outcome 4: Governance, Federalism, Participation and Inclusion
To achieve the above-mentioned outcomes, UN Women NCO is implementing a wide range of programmes and projects with the support of responsible parties, including government, civil society organizations, international development partners and private sector actors.
Duties and Responsibilities
Reporting to the Monitoring and Reporting Analyst, the Monitoring and Evaluation (M&E) Officer will provide support to the UN Women NCO and responsible for ensuring the effective implementation of the M&E system across the programme. They will also act as key member of the Technical Secretariat (to be formed) and works in close collaboration with all members. One of the core responsibilities of the M&E Officer will be to facilitate the implementation of interventions related to institutional capacity of the WROs/UN Women’s programming partners. Additionally, they will contribute to enhancement of the UN Women NCO’s overall M&E system and practices.
– Contribute to Technical Secretariat Function of UN Women
- Provide technical support to formation/initiation of Technical Secretariat for smooth implementation of interventions specifically in partnership with feminist organizations/WROs.
- Contribute to establishment of flexible funding mechanism for feminist organizations/WROs.
- Contribute to selection of feminist organizations/WROs as recipient of the flexible funds by developing selection criteria, reviewing the proposals and co-facilitating the risk-based capacity assessments.
- Provide technical assistance to recipients of flexible funds in setting up their project interventions including formulation of the results framework and implementation strategies.
Provide technical support to implement M&E activities of programmes interventions:
- Oversee the implementation of the M&E plan of programme interventions while ensuring timely completion of monitoring activities with quality data and information.
- Facilitate and quality assure the implementation of the key surveys/studies/evaluations for programme interventions including baseline and endline studies and assessments while facilitating the disseminations.
- Develop monitoring and data collection tools in close collaboration with the WROs and programme team.
- Develop indicator methodological notes in close consultation with programme team, WROs and donor.
- Co-facilitate the field monitoring visits including the joint monitoring missions with donor, government, and other stakeholders.
- Collate and analyze key data points on progress against the results indicators including key constraints and challenges, and next steps.
- Identify any challenges in the implementation M&E plan and take mitigation actions in consultation with programme team.
- Support in monitoring synergies, integrated approaches and collaboration between the responsible parties (WROs).
- Provide technical assistance in producing periodic progress reports including donor reports, ensuring the compliance with results-based management (RBM) standards and principles.
- Produce any other internal reports and updates as required.
- Provide technical support in evaluation processes (mid-term and final evaluations) including design, implementation, dissemination, and use.
Capacity strengthening of Feminist Organizations/WROs (Responsible Parties)
- Design and implement interventions on institutional capacity strengthening of feminist organizations/WROs (responsible parties) in close collaboration with programme team, including on technical areas such as project management, RBM, financial management as well as collectivization and movement building and self-care.
- Develop specific tools and guidance for measuring progress on institutional capacity of feminist organizations/WROs (responsible parties).
- Provide technical support and guidance to feminist organizations/WROs (responsible parties) in monitoring and reporting exercises including results reporting.
- Co-facilitate the Community of Practice as part of the Technical Secretariat function in support of fostering collectivization and knowledge exchange among feminist organizations/WROs.
- Ensure the follow up actions and key recommendations from capacity building interventions are implemented in a timely manner.
Knowledge Management, Learning and Others
- Provide technical assistance on the development and implementation of knowledge management and learning plans including documentation of good practices, ensuring that evidence-based learning is captured and used.
- Provide technical support to design, produce and disseminate knowledge products.
- Promote culture of learning across UN Women’s programmatic efforts, ensuring that learning is consistently used to drive improvements in programme implementation.
- Provide recommendations for programme adaptation/adjustment, based on the analysis of monitoring data as necessary.
- Perform any other relevant tasks as and when assigned by the Supervisor.
Key performance indicators:
- Effective implementation of the M&E plan for programme interventions.
- Timely and quality substantive inputs to annual work plans of UN Women’s programme interventions.
- Timely monitoring and tracking of programme results, particularly progress against the results indicators.
- Timely and effective monitoring visits conducted and implementation of follow up action plan.
- Quality of monitoring and reporting tools developed.
- Quality of evidence-based inputs provided to advocacy, knowledge building and communication efforts.
- Improvement in performance indicators related to capacity strengthening support to feminist organizations/WROs.

Functional Competencies

Required Skills and Experience
Education and certification:
- Master’s degree (or equivalent) in Social Science, Development Studies, Economics, Gender/Women’s Studies, Business Administration or Management or relevant areas.
Experience:
- At least 5 years of minimum experience in monitoring and evaluation of development programmes, of which a minimum 2 years should include programmes related to gender equality and women’s empowerment.
- Excellent knowledge and understanding of logical/results frameworks and of quantitative and qualitative indicators relating to GEWE including social norms.
- Experience of designing and leading baseline and endline surveys; mid-term and final evaluations.
- Strong experience in developing and carrying out training and capacity building activities on project management, M&E and RBM.
- Experience of working on joint programmes with multiple stakeholders would be an added advantage.
- Experience in the United Nations systems in an asset.
- Experience of working at the community level is an asset.
