Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer

Duties and Key Responsibilities:
The MEAL Officer will be based in FORWARD Nepal’s head office with frequent visits to the project sites/districts. S/he will be responsible for managing information, reporting, data quality assurance, ensuring donor compliance, knowledge management products development and supporting the project team to develop monitoring framework.
Qualification and Experience
Qualification: Bachelor’s Degree in Agriculture or any related discipline with 5 years of experience in a MEAL related activity, preferably in the food and nutrition security and livelihood sector or post-graduate in a similar discipline with 3 years of experience.
Experience: Applicants should have an excellent experience track record of development sector. The selected candidate will be extensively involved in program identification, planning and formulation, project proposal and report writing, supervision and monitoring of projects and organizing meetings and workshops within and outside the organization. Therefore, they must have fluency in both English and Nepali languages, should have excellent computer skills and demonstrable experience in cross-cultural work.
Job Description:
- Work in coordination with the project leaders to prepare the yearly detailed implementation plan (DIP) or conduct periodic reviews of the assigned project to ensure effective DIP execution in the field. Notify the relevant parties as soon as any DIP changes become necessary.
- Develop the overall framework for project M&E systems, including requirements, reporting, baseline, and evaluation surveys, in collaboration with concerned project donors/partners and project staff, working under the overall guidance of the project leader or program management team; develop and monitor a project management plan to systematically document performance.
- Facilitate the design of “SMART” objectives, logic models, monitoring frameworks, and evaluation plans in collaboration with the project team during the yearly work-planning process.
- Field visit, monitor and evaluate the project’s progress in relation to its plan, and provide field staff support and feedback on any required corrective measures.
- Maintain up with existing tracking tools for indicators; develop additional databases and tools as needed to demonstrate the impact of project interventions.
- Contribute to the development and reporting of surveys, assessments, project reviews, and other analytical and evaluation processes and outputs.
- Support the development, design, and writing of proposals and concept notes for related programming information management and reporting.
- Provide project and partner staff with technical leadership and support in planning and implementing M&E systems and activities, data-based program decision-making, and results reporting; provide training as required.
- Other tasks as assigned by Project Leaders to contribute to data collection, monitoring, reporting & documentation requirements of the projects.
- Lead the process of capturing and managing organizational knowledge, development of knowledge management products, and facilitate sharing within and outside of the organization.
- Manage the organization’s presence via website, social media and other public platforms.
Motorbike/vehicle license is desirable.
