Aasaman Nepal (ASN) ‘A pioneer organization for education and nutrition’, is one of the leading Terai based NGOs led and managed by social activists since its establishment in Dhanusha, Janakpur in 1999. ASN has been engaged in developing and implementing programs aimed at protection, promotion, and fulfillment of child rights in Nepal. Currently ASN has been working in 17 districts under 6 Thematic Areas as: Education/Child Protection, Women Empowerment, Livelihood/ Natural Resource Management, Disaster Risk Reduction, Health/ Nutrition and Good Governance.
Aasaman Nepal is implementing USAID Education: Equity and Inclusion is a five-year project set to implement in Karnali and Madhesh Province with the objective of contributing to reduce barriers to access and retention in grade 6-10; improve quality education for marginalized children; and ensure quality implementation of disbursement linked indicators related to equity and inclusion activities under School Education Sector Plan (SESP). The project will be implemented in approximately 1800 schools spanning 215 LGs across 18 districts of Karnali and Madhesh Province.
Aasaman Nepal is looking for the self-motivated, result oriented and hard-working Nepali citizen for the following position:
Monitoring, Evaluation, Accountability and Learning Officer – One (Janakpur Based)
Job Purpose:
This position will lead overall implementation of USAID Education: Equity and Inclusion project MEAL component at local level under guidance of MEAL Coordinator. The primary responsibility for monitoring/tracking the project implementation, assess the quality of results, draw learning from the project and providing technical coordination of project implementation team. S/he will be responsible for ensuring qualitative and process oriented gender-sensitive indicators of inputs, out puts and outcomes. The MEAL officer will also support project team providing necessary formats and forms along with quality documentation of the results.
KEY RESPONSIBILITIES:
Monitoring:
- Implementation of the MEAL plan
- Result tracking and reporting
- Record and track information related to target groups
- Generate monitoring reports and produce MEAL reports
- Facilitate corrective actions based on the monitoring findings and update in the system,
- Compile project database including relevant documents and reports,
- Conduct review, reflection and meetings. Compile, analyzes and present the key findings to MEAL Coordinator
- Record and implement recommendations and follow up actions provided after the monitoring
Evaluations & Learning:
- Result Mapping and reporting
- Implement baseline survey and evaluations- as per requirement of project.
- Conduct monitoring visits and studies
- Organize review and reflection workshop on a periodic basis.
- Implement Knowledge Management and Learning Capturing Plans
- Support project teams on key learning, good practices and evidence generation
- Support for the preparation of annual report of the organization
Accountability:
- Implement Mechanism and Guidelines of the organization.
- Implement community empowerment mechanisms within the project intervention
- Implement implementation plan related to social accountability tools used in the project
- Generate monthly report on accountability including feedback and response status and ensure all the responses are made on time
Reporting:
- Lead reporting processes of the field as per the templates and systems designed
- Collect data and evidences for the preparation of periodic reports and ensure all the activity specific reports are generated as per the quality standards
- Support/prepare situational reports or emergency reports in case of emergency situations or anticipatory actions
- Implement mechanisms to meet all the reporting deadlines and ensure reports are shared on time
- Prepare case study, case story, learning briefs, photo story and fact sheets
- Ensure effective communication channels and calendars implemented well
- Other responsibilities as assigned by MEAL Coordinator or Department Head
- Support advocacy and fund raising initiative of the organization
TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Education qualification and experience
- Bachelor’s Degree in Education, Social Sciences, Public Administration, Development Studies, Gender & Development, Management, Statistics or any relevant field with minimum 5 years of experience/Master’s Degree in Education, Social Sciences, Public Administration, Development Studies, Gender & Development, Management, Statistics or any relevant field with minimum 3 years of experience in project/program management in similar roles of authority, preferably education projects in Nepal.
- Experience managing USAID funded project would be an added advantage.
Knowledge
- Satisfactory knowledge on Result based monitoring and evaluation.
- Ground experience on recent practice of Monitoring, Evaluation, Accountability and Learning.
- Having sound knowledge on protection and safeguarding
- Basic knowledge about SDG goals and key national priority indicators on relevant topics
Skills
- Sound knowledge on data collection and analysis tools;
- Creative and skillful in report writing;
- Experience of leading trainings and conducting workshop or related events
- Prior experience in research works
- Good communication, problem solving and relationship building skills;
- Ability to communicate effectively verbally and in writing in English and Nepali complex and technical information to technical and general audiences; and Proven IT skills: Word, Excel, Outlook, PowerPoints etc.
Languages: Strong command of Nepali, English, Maithili, Bhojpuri (oral and written) and local language preferred/required.
