Nepal Association of the Blind (NAB) is a non-governmental, non-profit making national organization of the blind, formally established in 1993. Its central office is in Sukedhara, Kathmandu. It has 7 Province Committees, 58 district branches, 50 municipal branches across the country. Mainly, it works on workshops, seminars, advocacy and lobbying for promoting human rights, inclusive education, voters education, disaster risk reduction, empowerment and inclusion of Blind and Partially Sighted (BPS) people in development mainstream, accessibility, capacity building, employment promotion, income generation support, blindness prevention and controlling of blindness, education support, scholarship distribution, assistive material distribution, braille books printing and distribution throughout the country, school enrollment, trainings for the empowerment of (BPS) people through institution/community based rehabilitation (CBR). NAB is currently recruiting a qualified and experienced candidate for the position of Program Officer based in NAB Central Office, Kathmandu

Program Officer-1 – Kathmandu

Job Description:

  • The Program Officer is responsible for the programmes of the organization and assists the Director in supervising the secretariat. He/She is subordinate to the Director of NAB.
  • The Programme Officer (PO) is, in consultation with the Director, mandated to initiate, prepare and propose programmes for NAB, when required, evaluate programme proposals from the branches and submit his/her suggestions to the Director for approval of the Executive Board. He/She shall supervise the activities of the secretariat as instructed by the Director. He/She shall ensure that all work is carried out in accordance with guidelines and directives of NAB to facilitate a smooth running of the secretariat and maintain good and positive relations among the staffs. He/She is responsible for reporting to the Director.

Key Responsibilities:

  1. Project Coordination: Coordinate the implementation of the Actions for Change project, including the development of work plans, budgets, and monitoring and evaluation frameworks.
  2. Partnership Management: Manage project partners and stakeholders, including government agencies, civil society organizations, organizations of persons with disabilities, and community groups.
  3. Project Development: The program officer should have a strong understanding in the logical framework and should be able to develop proposals from the key issues and ideas.
  4. Stakeholder Relations: Develop and maintain relationships with key stakeholders, including government officials, donors, and other bilateral/multilateral partners.
  5.  Documentation: Develop and maintain project documentation, including work plans, budgets, and reports. Ensure project activities align with the organization’s mission and values.
  6. MEAL: Properly monitor project activities in both project districts and provide technical assistance as needed to project coordinator, field officers, project partners, and stakeholders. Track down the Evaluation and learning from the project.
  7. Possess the flexibility to work with all 10 types of disabilities and possess the skills for proper communication.
  8. Government Coordination: Lead the project and coordinate with the government, particularly with the concerned Ministries.
  9. Media Engagement: Work closely with the media to bring positive change on disability issues related to rights and interests of blind and partially Sighted (BPS) people.
  10. Reporting: Ensure proper documentation and timely reporting as per the requirement of the donors.
  11.  The Programme Officer performs and exercises such other functions and duties as prescribed by the Director.

The tasks and functions:

  • To collect and compile information of all activities of NAB and prepare and submit the report to the Director for the quarterly and annual reports of NAB.
  • To ensure that appropriate files and registers are kept and maintained. Communication and reporting: Program Officer reports to Director and is expected to:
  • Monitor and supervise all the staffs subordinates and ensure that they report about the progress of NAB activities and project on time.
  • Collect the issues and problems of all NAB projects and activities and report them to the director.
  • Ensure that all the data, information, files and reports are documented properly.

Qualifications:

  • A Master’s degree in Sociology or Major English with at least three years of work experience in disability sector or relevant field with age group 30-45 may be considered.
  •  A sound understanding of Federal, Provincial, and Local laws and policies related to disability act is essential, as well as a good knowledge of National and International laws relating to disability, such as UNCRPD, SDG, Disability Rights Act, Inclusive Education Policy, and the Constitution of Nepal.
  • Proficiency in the Microsoft Office suite, including Word, Excel, and PowerPoint, is necessary.
  • The ideal candidate should be energetic, proactive, and willing to take risks with a desire to continuously learn. Effective communication and collaboration skills with individuals from diverse backgrounds is also crucial.
  • Fluency in English and Nepali is required.6. Prior experience working with diverse groups, including blind and partially sighted (BPS) and other disabilities, is an added advantage.
